The semi conductor and hardware industries in the 1970's and the automobile industry in the 1980's have seen earlier forms of offshoring. Later the manufacturing and production industry adopted this strategy and now almost all industries using IT and IT enabled services implement offshoring as a business strategy. So what is different between the early forms of offshoring and the current form of offshoring? We believe that early forms of offshoring affected only a specific industry whereas the present day offshoring potentially affects almost all industries and businesses. This is primarily because application of Information Technology has made businesses more manageable and more profitable than without IT. Thus almost all businesses are using IT and it follows that IT offshoring will affect almost all businesses and industries. Our thesis involves studying the impact of offshoring in the field of computer science. In particular, we examine the social and ethical implications of offshoring with relevance to IT.

Book excerpt: The engineering enterprise is a pillar of U.S. national and homeland security, economic vitality, and innovation. But many engineering tasks can now be performed anywhere in the world. The emergence of "offshoring"- the transfer of work from the United States to affiliated and unaffiliated entities abroad - has raised concerns about the impacts of globalization. The Offshoring of Engineering helps to answer many questions about the scope, composition, and motivation for offshoring and considers the implications for the future of U.S. engineering practice, labor markets, education, and research. This book examines trends and impacts from a broad perspective and in six specific industries - software, semiconductors, personal computer manufacturing, construction engineering and services, automobiles, and pharmaceuticals. The Offshoring of Engineering will be of great interest to engineers, engineering professors and deans, and policy makers, as well as people outside the engineering community who are concerned with sustaining and strengthening U.S. engineering capabilities in support of homeland security, economic vitality, and innovation.

Book excerpt: Outsourcing, as a business strategy, has been adopted for a very long time now. Offshoring, a subset of outsourcing, gained prevalence during the late eighties of the last century. Over the years, IT has evolved from being a back office procedure to a decisive and strategic paradigm, the rapid development of which has impacted, on a global scale, the way businesses conduct their operations. Offshoring has played a major role in bringing about this transformation and helping establish an industry of epic proportions in terms of geographical spread, operational diversity and impact on business and social aspects the world over. While popular perception identifies offshoring as the most effective way to trim business costs. This is not true for many reasons; the primary being, one size does not fit all and the cost-saving benefits are not always realized. The first half of this thesis aims at providing a better understanding of the IT offshoring industry by looking at the different types of outsourcing and offshoring, certain new trends that are taking form and have the potential to gain prevalence in the future, perceived benefits of IT offshoring and issues that need to be considered by an IT business before it adopts offshoring as a strategy to achieve its goals. Also, in order to demonstrate the impact of offshoring, we discuss certain implications of it on the computer science community with regard to computer science education. From a client business's perspective, there seem to be no consistent offshoring models to depict the big picture of how offshoring actually takes place. We present a general offshoring model in the latter half of the thesis that incorporates two-stage cost benefit analysis to identify candidate processes for offshoring. We then move on to present an IT process-offshoring specific model that has been derived from other models adopted by a number of client businesses and service providers, albeit customized to reflect specific process-offshoring needs. We call it the staged process-offshoring model. Our model is different in the sense that it establishes a balanced view of process-offshoring events taking place at both ends of the offshoring spectrum as opposed to presenting just strategies employed by the service provider to fulfill requirements of the client. With the model being structured in layers, each layer is present on the onshore and offshore end, which contributes towards the construction of a regulated offshoring management architecture in addition to demonstrating a job creation potential not just at the service provider location but, more essentially, at the client location.

Book excerpt: Bringing together theoretical and empirical studies from the Journal of Information Technology, this book provides a definitive guide to research discovered on the growing global sourcing phenomenon. Paying particular attention to Information Technology Outsourcing (ITO) and Business Process Outsourcing (BPO), theoretical chapters explore insightful ways of thinking about the different facets of outsourcing, and provide useful information to practitioners and researchers. Empirical chapters report the findings of 405 major research studies into the risks and successes of relationships between customer and vendor, the development of trust in these relationships, the factors affecting locations for offshoring, and specialized offshoring organizations such as captive centres. In this comprehensive study, the editors present an expert review of the historical development of this field, and offer analysis of emerging findings and practices for the future.

Book excerpt: The U.S. information technology (IT) research and development (R&D) ecosystem was the envy of the world in 1995. However, this position of leadership is not a birthright, and it is now under pressure. In recent years, the rapid globalization of markets, labor pools, and capital flows have encouraged many strong national competitors. During the same period, national policies have not sufficiently buttressed the ecosystem, or have generated side effects that have reduced its effectiveness. As a result, the U.S. position in IT leadership today has materially eroded compared with that of prior decades, and the nation risks ceding IT leadership to other nations within a generation. Assessing the Impacts of Changes in the Information Technology R&D Ecosystem calls for a recommitment to providing the resources needed to fuel U.S. IT innovation, to removing important roadblocks that reduce the ecosystem's effectiveness in generating innovation and the fruits of innovation, and to becoming a lead innovator and user of IT. The book examines these issues and makes recommendations to strengthen the U.S. IT R&D ecosystem.

Book excerpt: Services – from information technology to research to finance – are now as subject to international trade as goods have been for decades. What are the labor market consequences of the recent surge in services offshoring? While offshoring has traditionally been found to affect only less-skilled workers in industrialized countries, this study finds that services offshoring also has negative consequences for high-skilled workers. Focusing on the case of Germany, Deborah Winkler shows how services offshoring has grown, who is most affected and what policy makers can do. Winkler measures the impact of services offshoring on German productivity, employment, and employment structure. She provides a well-balanced synthesis of theoretical insights, detailed empirical analysis, and economic policy recommendations. Although her main focus is on the case of Germany, many insights are also applicable to other developed countries.

Book excerpt: More and more, the shape of the IT organization is critical to business systems delivery, yet all too often this definition is approached in a haphazard fashion - often based on old theory and out-dated experiences rather than being moulded to the realities of the world in which we work. Shaping the IT Organization considers how one should go about the moulding of an IT function in order to ensure effective output from the resources within that organization. It focuses on understanding precisely the elements and challenges within such a definition. Key topics covered: What is an organization?: Issues and key considerations for IT from an organizational perspective, including the idea of the 'organization lifecycle' and the very real impact this can have within the IT environment. Why change?: The impact of generic business approaches demanded by current business models and pressures. Solutions vs Products: The IT organizational impact of moving from a product-based to a solutions-based business model. Outsourcing: The increasing trend to place critical elements of IT's delivery capability outside the core business means that IT functions are often poorly aligned to both manage these relationships and rise to the challenges that outsourcing offers. Resource Management: Fundamental questions about people and the need to adapt resource management approaches to take a radical approach to how we both manage and empower the people within those models in order to deliver what is required.
