Book excerpt: North Korea has traditionally been seen as militarily superior to South Korea in the long feud between the two nations. This brilliantly argued book taps into a great deal of news interest in North Korea at the moment in the wake of recent hostility against Japan. Hamm controversially shows that the received idea of Koreas military strength is partly a myth created by South Korea to justify a huge programme of rearmament.

Available in PDF, EPUB and Kindle. Book excerpt: Long before Germany's blitzkrieg swept the West, European leaders had received many signals of its imminence. Stalin, too, had abundant warning of German designs on Russia but believed that by avoiding "provocative" defensive measures he could avert the attack that finally came in June 1941. And the stories of the Japanese attack on Pearl Harbor, the Korean War, and three Arab-Israeli conflicts are replete with missed opportunities to react to unmistakable warnings. Richad K. Betts analyzes surprise attacks during the mid-twentieth century to illustrate his thesis: surprise attacks occur, not because intelligence services fail to warn, but because of the disbelief of political leaders. "Although the probability is low that the United States will fail to deter direct attack by the Soviet Union," Betts says, "the intensity of the threat warrants painstaking analysis of how to cope with it." His own investigation of the historical, psychological, political, diplomatic, and military aspects of his subject heightens understanding of why surprise attacks succeed and why victim nations fail to respond to warnings. In discussing current policy he focuses on the defense of Western Europe and applies the lessons of history to U.S. defense planning, offering detailed recommendations for changes in strategy. Obviously some of the potential dangers of military surprise cannot be prevented. The important thing, he emphasizes, is that "without forces that exceed requirements (the solution Moscow appears to have chosen), it is vital to ensure that what forces exist can be brought to bear when needed.

Available in PDF, EPUB and Kindle. Book excerpt: Japan, South Korea, Mexico, France, and Spain once exercised significant control over the allocation of credit, and used that control to facilitate economic adjustment and industrial development. In the 1980s all that changed. Why and how these states dismantled their activist credit policies is the subject of Capital Ungoverned. The volume brings together five specialists in the economics and politics of these various states to assess the internal and global changes that prompted them to adopt financial liberalization.Comparison reveals the distinctive political and institutional logic that guided liberalization in each country--from the role of a newly dominant capitalist class in Korea to the replacement of state financing by private financing and self-financing in Japan, from the maneuvers of the banking establishment in Spain to attempts to attract foreign capital in Mexico. At the same time, these cases clarify the importance of international factors, in particular the shifts that occurred in U.S. policy as it sought to respond to the effects of uneven growth in the world economy.

Available in PDF, EPUB and Kindle. Book excerpt: From Deterrence to Engagement provides a comprehensive examination of the U.S.-South Korea defense relationship from 1945 to the present. Using deterrence theory as its framework, this work explores the evolving nature of U.S. interests in a region that became a focal point only after the North Korean invasion in 1950. Author Terence Roehrig addresses the changing nature of the threats to U.S. interests in Korea, especially North Korea's buildup and its efforts to acquire nuclear weapons, and examines specific measures utilized by the United States to implement its deterrence policy. While U.S. policy regarding Korea has changed over the years, this timely and important work argues that although the U.S. commitment to protect its ally has been credible and effective the same cannot be said for its attempts to prevent North Korean nuclear proliferation. From Deterrence to Engagement is certain to find an audience amongst scholars of defense policy, national security, and Korean security relations.

Book excerpt: The American reconciliation with the People's Republic of China (PRC) begun by President Richard Nixon and developed by succeeding U.S. presidents has enjoyed wide support in the United States as one of the most important breakthroughs in U.S. foreign policy since the cold war. In broad terms, each American administration, from Richard Nixon's to Ronald Reagan's, has sought to use better relations with China as a means to position the United States favorably in the U.S.- Soviet-PRC triangular relationship; to stabilize Asian affairs, secure a balance of forces in the region favorable to the United States and its allies and friends, and foster a peaceful and prosperous future for Taiwan; to build beneficial economic, cultural, and other bilateral ties; and to work more closely with the PRC on issues of global importance such as world food supply, population control, and arms limitations. China has supported the opening of relations with the United States as a means to strengthen China's national security against the Soviet threat and to oppose the expansion of Soviet power in Asian and world affairs; to obtain U.S. and other Western economic commodities, investment, and technology; and to benefit from cultural, educational, and tourist exchanges.
