Hier hat es sich die TEGoVA (The European Group of Valuers’ Associations), als europäischer Dachverband nationaler Immobilienbewertungsorganisationen zur Aufgabe gemacht, einheitliche Standards für die Immobilienbewertung zu entwickeln und diese weltweit zu verbreiten. Die durch die TEGoVA entwickelten European Valuation Standards (EVS) sollen zu einer Hamonisierung der nationalen Normen sowie der internationalen Vergleichbarkeit beitragen. Die Umsetzung dieser Standards ist insbesondere in den neuen EU-Mitgliedsstaaten - nicht zuletzt auf Grund des Fehlens eigener rechtlicher und methodischer Vorgaben - weit vorangeschritten. Ziel sei die Vergleichbarkeit der Unternehmensabschlüsse von kapitalmarktorientierten Unternehmen, um den Kapitalmarkt weltweit zu fördern und den Anlegerschutz zu verbessern. Aus diesem Grund sei „eine internationale Harmonisierung der externen Rechnungslegung“ notwendig. Neben der Pflicht zur Aufstellung für den Konzernabschluss, gebe es auch eine freiwillige Bilanzierung des Einzelabschlusses nach IFRS. Eine große Anzahl dieser Unternehmen, habe Immobilen in deren Bestand. Immobilien gelten auch als kapitalintensive Produkte. Sie sind dadurch gekennzeichnet, dass der Herstellungs- bzw. Vermarktungsprozess eine langfristige Angelegenheit darstellt. Die Probleme die Immobilien mit sich bringen, seien angeblich ihre Langlebigkeit und die kostenintensiven Umbaumaßnahmen. Auch die Vermarktungsdauer von Immobilien sei hierbei entscheidend länger, als bei anderen Vermögenswerten. Dennoch tragen Immobilien zur wirtschaftlichen Stabilität und Entwicklung bei, da sie einen wichtigen Bestandteil des Gesamtvermögens einer Volkswirtschaft darstellen. Die Problematik liegt dabei, in der Klassifizierung von Immobilien. Aus diesem Grund, muss die Klassifizierung bekannt sein und die bilanziellen Folgen bestimmt werden.
