Book excerpt: Strong fundamentals should allow Europe to weather financial turbulence relatively well. Nonetheless, growth is set to ease in 2008 in nearly all countries. Policymakers will need to deal up front with the financial market turmoil, while implementing fiscal consolidation and structural reforms, including in the financial sector, to address vulnerabilities, raise medium-term growth prospects, and deliver on the promise of convergence for emerging Europe. Three analytical chapters discuss reforms to strengthen Europe's financial systems to allow advanced economies to benefit from innovation without incurring excessive risk and, in emerging economies, to manage rapid financial deepening and develop financial systems further.

Available in PDF, EPUB and Kindle. Book excerpt: Haiti, one of the least developed and most vulnerable nations in the Western Hemisphere, made the international headlines in January 2010 when an earthquake destroyed the capital, Port-au-Prince. More than a year later, little reconstruction has taken place, in spite of a strong international funding commitment. Mats Lundahl has written several seminal works on Haiti, and this volume brings together the best of his past work on Haiti’s economic and political history, along with a comprehensive introduction and two new chapters which bring the story right up to the present day. Together, the volume provides both historical background and explanation as to why Haiti was so badly affected by the earthquake, and to why reconstruction efforts have been ineffective this far. Lundahl argues that the two main causes can found in the interaction between the growth of the population and the destruction of the arable soil on the one hand, and in the creation of a predatory state during the nineteenth century, which still exists to this day. This book provides a comprehensive analysis, which charts these themes from the time of the arrival of Columbus in the island in 1492, to the present day. The book also deals with contemporary market and policy failures, as well as the crucial recent elections, and considers the path ahead for this impoverished nation. This book will be of huge relevance and interest not only to students and researchers in economic history, but also for all those working on development economics, development studies and American and Caribbean Studies more generally.

Output has been projected to contract by about 1⁄2 percent in 2008 and 1 percent in 2009, with risks tilted to the downside, linked to a further slowing of global growth and falling consumer confidence. The economy’s ability to rebound quickly is hampered by rigidities in the product and labor markets, a lack of domestic competition, a likely slower pace of industrial restructuring, and weakness of the public finances.

Book excerpt: Over the last decade, stress testing has become a central aspect of the Fund’s bilateral and multilateral surveillance work. Recently, more emphasis has also been placed on the role of insurance for financial stability analysis. This paper reviews the current state of system-wide solvency stress tests for insurance based on a comparative review of national practices and the experiences from Fund’s FSAP program with the aim of providing practical guidelines for the coherent and consistent implementation of such exercises. The paper also offers recommendations on improving the current insurance stress testing approaches and presentation of results.

Available in PDF, EPUB and Kindle. Book excerpt: This paper explores conditions and policies that could affect the matching between labor demand and supply. We identify shifts in the Beveridge curves for 12 OECD countries between 2000Q1 and 2013Q4 using three complementary methodologies and analyze the short-run determinants of these shifts by means of limited-dependent variable models. We find that labor force growth as well as employment protection legislation reduce the likelihood of an outward shift in the Beveridge curve,. Our findings also show that the matching process is more difficult the higher the share of employees with intermediate levels of education in the labor force and when long-term unemployment is more pronounced. Policies which could facilitate labor market matching include active labor market policies, such as incentives for start-up and job sharing programs. Passive labor market policies, such as unemployment benefits, as well as labor taxation render matching signficantly more difficult.

The book examines the existing legal agreements at the international, regional and national levels and their interaction in the substantive areas of confiscation, anti-money laundering and banking confidentiality laws. The work draws on the insights of criminologists to offer critical insight into the legislative frameworks designed to deal with banking secrecy and confiscation in offshore financial centres. It goes on to offer suggestions for measures that may be taken by major economies to circumvent the lack of cooperation by offshore financial centres as intolerance towards money laundering grows in light of recent political and economic events.

Available in PDF, EPUB and Kindle. Book excerpt: Democracy came to South Africa in April 1994, when the African National Congress won a landslide victory in the first free national election in the country’s history. That definitive and peaceful transition from apartheid is often cited as a model for others to follow. The new order has since survived several transitions of ANC leadership, and it averted a potentially destabilizing constitutional crisis in 2008. Yet enormous challenges remain. Poverty and inequality are among the highest in the world. Staggering unemployment has fueled xenophobia, resulting in deadly aggression directed at refugees and migrant workers from Zimbabwe and Mozambique. Violent crime rates, particularly murder and rape, remain grotesquely high. The HIV/AIDS pandemic was shockingly mishandled at the highest levels of government, and infection rates continue to be overwhelming. Despite the country’s uplifting success of hosting Africa’s first World Cup in 2010, inefficiency and corruption remain rife, infrastructure and basic services are often semifunctional, and political opposition and a free media are under pressure. In this volume, major scholars chronicle South Africa’s achievements and challenges since the transition. The contributions, all previously unpublished, represent the state of the art in the study of South African politics, economics, law, and social policy.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the controversial issue of securitization in a global, historical context. It traces its origins and compares evidence of securitization across countries, linking differences to variations in legal, political, and cultural regimes. By incorporating the history and current status of securitization (including sources of value and risk) with alternative markets and future outlooks for the global market, Buchanan provides an overall assessment of the costs, benefits, and sustainability of securitization in the global economy, particularly in the aftermath of the 2007-2009 financial crisis. The book also offers a roadmap for future research. As financial regulators around the world plan a sweeping overhaul of securitization markets with tough new rules designed to restore market confidence, it is essential to consider the global outlook for securitization.

Available in PDF, EPUB and Kindle. Book excerpt: This book investigates the relationship between English and personal and national development, as this is both discursively promoted (particularly through language policy) and practically realized in developing societies. It addresses the effects that the increased use of English and the promotion of English-language education are having in developmental contexts, and their impact on broader educational issues, on local language ecologies and on questions of cultural identity. It investigates these issues by drawing together a series of original examinations and case studies by a range of leading scholars working in this burgeoning field. The chapters focus on a variety of contexts from around the world, and the volume as a whole surveys and critiques the positioning and influence of English as a catalyst for development in the 21st century.
