Book excerpt: This book argues that since 2001 the primary discursive context for articulating a European identity within the EU has increasingly become the idea of a common foreign policy for Europe. A new grand project of making Europe a true global player is being put forth and it is this as yet unrealised ideal that European citizens are now being asked to identify with.<BR> The author examines European identity as an ideological construction that seeks to elicit emotional and affective attachment to the political project of realising a utopian ideal. He unravels the discourses involved in the construction of European identity by drawing on theories and methods from discourse analysis, the study of political myths, narratology and psychoanalysis. The European Neighbourhood Policy is studied in detail, with a focus on the dynamic challenges that ensue when grand ideological statements have to be implemented in a concrete and specific context.

Book excerpt: In the course of the so-called ‘economic and financial crisis’ from 2008 onwards, there has been a fierce debate about the role and purpose of the European Union. It was led in politics and the media just as in academia. The economic usefulness of the Euro has been discussed, and the political implications of a fostered European unification. Most often, the state of Europeanization has been presented as being without alternatives: no Europe without Greece; no Euro without Greece; no way back to the nation state in its old form. As a result, the debate on Europe was largely narrowed down to the very questions of the immediate crisis, namely economics and fi nance. Only a few voices held that the crisis in fact was one of politics, not of economics. And only late did politicians mention again that Europe is more than the EU. Alternative views of Europe, however, were scarce and often presented full of consequences. It thus came without much surprise that the lacking imaginative power of politicians as well as intellectuals was criticized. The idea for this volume sprang from that situation. The editors invited scholars from various disciplines to present them with ways of imagining Europe that go beyond the rather limited view of EU institutions. How was, how is Europe imagined? Which memories are evoked, which visions explicated? Which counter-narratives to prominent discourses are there?

The crisis across Europe has led to a failure in confidence in European institutions, leading to political fragmentation of positions among Member States, and stirring up nationalistic instincts. This has impeded decision-making, averting the formation of a common growth strategy. Nevertheless, it is essential to move towards the establishment of the United States of Europe in order to avoid the collapse and disintegration of the EU.

These claims are powerful tools in contemporary debates over who we are, who we want to be and what we should do. Drawing on a wide range of spoken and written texts from Austria, Denmark, Germany and the United States, this book proposes an abstract framework through which such claims can be understood. It does so by conceptualising four rhetorics of learning and how each of them links memories of past wrongdoings to opposition to present and future wrongdoings. Drawing extensively on narrative theory, Lessons from the Past? reconstructs how links between past, present and future can be narrativised, thus helping to understand the subjectivities and feelings that these stories facilitate. Book excerpt: Borders are both a door and a bridge. Because they are operating at a critical juncture between security expectations and intense cross-border exchanges, they appear to be Janus-faced. To some, they are demarcating lines that call for extensive protection and a regime of strict closure. To others, they are a gateway to transnational opportunities and their opening should be carefully but liberally managed. The very same paradox affects the regions located alongside borders, that is the borderlands or frontier zones. Borderlands can be simultaneously depicted as epitomizing the growth of mutually beneficial transnational ties and as offering a privileged but bleak glimpse into the importation of international threats into domestic politics. Partly due to the discrepancy between their premises, borderlands studies and security studies have virtually no dialogue. Security studies remain focused on the discriminatory function of the border while borderlands studies document the social dynamics of cross border societies. Against this backdrop, the ambition and originality of Securitized Borderlands lie in its aim to theoretically and empirically fill the gap between security studies—that remain focused on the discriminatory function of the border, and borderlands studies—that document the social dynamics of cross border societies.
