Il nuovo decreto è innovativo rispetto al testo previgente in quanto ha introdotto numerose modifiche che riguardano, in particolare, la responsabilità estesa del produttore e una nuova classificazione dei rifiuti, nonché il Registro Elettronico dei Rifiuti, che costituisce il nuovo sistema di tracciabilità dei rifiuti. Il decreto inoltre punta molto sulla prevenzione della produzione dei rifiuti e su un nuovo modo di produrre eco-compatibile che viene denominato “economia circolare” (cioè un’economia pensata per potersi rigenerare da sola). Il volume analizza la nuova disciplina sul tema, mettendo in rilievo le differenze rispetto a quella precedente, indirizzando così l’operatore del settore sia pubblico che privato verso la corretta interpretazione ed applicazione del nuovo testo di legge. A tal fine è arricchito da una copiosa presenza della giurisprudenza penale e amministrativa.

The Special Issue entitled “Sustainable Agriculture and Soil Conservation” collects 12 original contributions addressing the state of the art of sustainable agriculture and soil conservation. The papers cover a wide range of topics, including organic agriculture, soil amendment and soil organic carbon (SOC) management, the impact of SOC on soil water repellency, the effects of soil tillage on the quantity of SOC associated with several fractions of soil particles and depth, and SOC prediction, using visible and near-infrared spectra and multivariate modeling. Much of this support is potentially environmentally harmful. Reforming environmentally harmful subsidies is a significant policy challenge facing OECD countries. However, untangling and assessing the effects of subsidies on the environment is a complex task. A systematic approach is required to ensure that appropriate policies are developed and the benefits of reform fully realised. This report presents sectoral analyses on agriculture, fisheries, water, energy and transport. It proposes a checklist approach to identifying and assessing environmentally harmful subsidies. It also identifies the key tensions and conflicts that are likely to influence subsidy policy making. Can the political and economic impediments to subsidy reform be overcome?
