The start of the bilateral legislation with the minority confessions and the doubling of the number of agreements, thanks to those stipulated in 2007 that led to negotiation with the State new confessions different from those historically held on the Italian territory, due to the increase of immigration, produced relevant changes and introduced new problems that also affect the institution of marriage. Therefore the study of the religious marriage of non-catholics, whose civil effectiveness has been recognized from 1929 following the enactment of the General Law n. 1159/29 and R.D. n. 289/30, is getting more and more topical. The importance of this legislation, has declined since 1984 when signing the first agreement with the Waldensian Committee, started the practical implementation of the system of bilateral negotiation (art. 8. p. 3 Const.). The consequence was the end, for the eleven confessions that attained this historical goal, of the provisions of the General law mostly clashing with the values guaranteed by our Constitution. The provisions contained in the agreements on marriage were then examinated and compared with the corresponding provisions of the law of 1929, also giving emphasis to the problems raised by their application. It was finally attempted to verify if the changes due to the 1984 bilateral legislation (Agreement with the Catholic Church and with the minority confessions) to proceedings held to give civil importance to the religious marriage, might constitute the beginning of a process in which the different form of the religious marriage tend to homologate.

Book excerpt: The UN's record in peace operations is long, various, distinguished by both accomplishments and failures, and most importantly, innovative. Unfulfilled expectations and escalating violence in Somalia, Rwanda, and Bosnia forced retrenchment upon UN peace operations_but at the same time, a new opportunity to enhance capacities, review strategies, redefine roles, and reaffirm responsibilities has opened up. Here, a dynamic group of leading diplomats, academics, and journalists combines forces with UN policymakers and leaders including current Secretary-General Kofi Annan and former Secretary-General Boutros Boutros-Ghali to explore how the international community can improve its practice in negotiating and implementing peace. They look at what works and what doesn't in UN peacemaking and peacekeeping, and then map out alternative futures for UN action in the 21st century.

Available in PDF, EPUB and Kindle. Book excerpt: Islam's relationship to liberal-democratic politics has emerged as one of the most pressing and contentious issues in international affairs. In Islam, Secularism, and Liberal Democracy, Nader Hashemi challenges the widely held belief among social scientists that religious politics and liberal-democratic development are structurally incompatible. This book argues for a rethinking of democratic theory so that it incorporates the variable of religion in the development of liberal democracy. In the process, it proves that an indigenous theory of Muslim secularism is not only possible, but is a necessary requirement for the advancement of liberal democracy in Muslim societies.

The fully revised, expanded and updated third edition of Understanding Peacekeeping provides a comprehensive and up-to-date introduction to the theory, history, and politics of peace operations. Drawing on a dataset of nearly two hundred historical and contemporary missions, this book evaluates the changing characteristics of the contemporary international environment in which peace operations are deployed, the strategic purposes peace operations are intended to achieve, and the major challenges facing today’s peacekeepers. All the chapters have been revised and updated, and five new chapters have been added – on stabilization, organized crime, exit strategies, force generation, and the use of force. Part 1 summarizes the central concepts and issues related to peace operations. Part 2 charts the historical development of peacekeeping, from 1945 through to 2020. Part 3 analyses the strategic purposes that United Nations and other peace operations are intended to achieve – namely, prevention, observation, assistance, enforcement, stabilization, and administration. Part 4 looks forward and examines the central challenges facing today’s peacekeepers: force generation, the regionalization and privatization of peace operations, the use of force, civilian protection, gender issues, policing and organized crime, and exit strategies.

Book excerpt: Sets out a comprehensive framework of analysis for security studies, examining the distinctive character and dynamics of security in five sectors: military, political, economic, environmental, and societal. It rejects traditionalists' case for restricting security in one sector, arguing that security is a particular type of politics applicable to a wide range of issues, and offers a constructivist operational method for distinguishing the process of securitization from that of politicization. This book was released on 1990-01-01 with total page 312 pages. Available in PDF, EPUB and Kindle. Book excerpt: Coppa provides the first full-length study of Giacomo Antonelli, friend and advisor to Pope Pius IX (Pio Nono) and his Secretary of State and chief minister from 1849 to 1876. Based on the documents of the secret Vatican Archives, and neglected family papers in the State Archive in Rome, the book gives an important reevaluation of this key diplomatic figure, separating the man from the myth and delving into his character and policies. The book examines both the personality and policies of the Cardinal, who was seen to be the Pope’s Richelieu and Mazarin combined. Confronting the polemical literature which has charged him with sexual misconduct and venality, the study examines his early formation and career, the inspiration for his European policies, his relationship to Pio Nono, and the part he played in the Counter-Risorgimento and the Papal reaction. By improving our understanding of Papal, Italian, and European developments during these crucial decades, this study provides new insights into Rome’s fortress mentality and its rejection of the main currents that were transforming western life— currents that influenced not only the Catholic Church but European society as a whole.
