We document evidence on the evolving dynamics in land distribution and ownership patterns, the effect of land access on youth livelihood choices and development of rental and sales market in the region. The report highlights six key findings: First, a progressively smaller proportion of young people are inheriting land due to land scarcity. Second, rural youth who do inherit land will need to wait longer to gain access to it because of significantly longer adult life spans. Third, land scarcity has been driving rapid changes in the land ownership and distribution patterns over the past decade and shaping the employment and migration decisions of rural youth. Fourth, the share of individual labour time devoted to farming is declining over time across age categories and gender, signifying that continued economic transformation processes are underway in Africa.

Book excerpt: The aim of Nigeria’s extension reform and transformation agenda through its new national extension policy (NEP) is to put in place a legislated, pluralistic, farmer-responsive, and market-oriented extension system. The reformed extension system aims at an assured and regular source of funding and a well-trained and motivated staff, effectively catering for a variety of actors along targeted value chains. It also aims at effective integration of the complex innovation processes in the agricultural and food system transformation in Nigeria. Implementation of the NEP at the state level remains a major challenge. This paper documents issues, challenges, constraints, and potential solutions and opportunities in implementing NEP at the state level using Niger State as a case study. We use a qualitative method in the context of inclusive consultative process with a focus on the multi-stakeholder participatory model. We found that strengthening actors’ capacities for innovation by considering the complexity of agricultural innovation system is very critical to effective and successful implementation of national agricultural policies in Niger State. We confirm from our study that “networking, partnership facilitation, and collaboration” functions are crucial cross-cutting measures across the agricultural innovation system for operative and systematic implementation of the NEP in Niger State. Based on our findings in Niger State, even if we make effort to draw generic lessons for Nigeria, the case studies show that understanding the dynamics of efficiently and productively implementing the National Extension Policy remain case-specific, and no ‘silver bullet’ can be provided to support agricultural innovation system due to the complex federal governance system in Nigeria. Therefore, a state-level or case-specific is highly recommended for operational implementation process in Nigeria.

Book excerpt: Nigeria’s rural youth are facing various challenges in agriculture, with limited job opportunities outside the sector. Using qualitative focus group discussions and individual interviews with youth in four communities in two Nigerian states, the paper reflects on nuanced differences in perceptions of opportunities, coping mechanisms and overall resilience of youth in rural Nigeria, as well as differential access to information, inputs and irrigation based on age, gender and community. We apply the GCAN framework, to illustrate the factors that shape resilience pathways in the context of climate change and other shocks and stressors. Many of the constraints rural youth face are faced by other groups, including lack of finance, farm inputs and modern equipment for production and processing. Yet, youth face higher and specific hurdles related to lack of capital, experience and a strong social capital and networks that would facilitate coping with climatic and other shocks and improving their livelihoods. Young women in particular have less access to information and irrigation, and are less likely to benefit from cooperative memberships. Nevertheless, young men and women have higher resilience compared to older groups in terms of health, mobility and ability to migrate, as well as easier access to the internet as a source of information. Youth can better build resilience and a network and receive government assistance when part of a cooperative. Nevertheless, a larger enabling environment in the sector is needed, to improve roads, access to markets, information, inputs and equipment to support young farmers who cannot leave the agriculture sector. A promising factor is that many young men and women realize the importance of agriculture and aspire to become successful in the sector.

The paper concludes with a discussion of the implications for migration-influenced policy regarding youth.

Book excerpt: In an increasingly globalized world community, rural international migration is often characterized by engagements or links that migrants establish with their home countries, home towns and relatives in their country of origin through transnational economic and social activities. This background paper analyses how migrants positively contribute to the sustainable economic development of rural youth in their countries of origin. Specifically, this paper details migrants' contribution to youth rural development through transnational economic engagement, which positively impacts financial inclusion, creation of employment opportunities and the promotion of entrepreneurship.Transnational engagement activities include money transfers (family remittances), philanthropy, entrepreneurship, capital investment, homeland goods consumption and knowledge transfer. We find that youth are doubly disadvantaged relative to adults in rural areas and relative to their urban counterparts, making remittances and other forms of engagement particularly important in helping this especially vulnerable group. Transnational engagement that occurs in rural areas and targets issues such as education or nutrition can disproportionately benefit youth. Other transnational engagement, such as knowledge transfer or partnership, establishes youth as agents of their own development and economic well-being. Though the activities differ, underlying all forms of transnational engagement is a reinforcement of social and cultural identities and connection with countries of origin for both migrants and descendants of migrants.

Book excerpt: This paper presents a framework to analyse the political economy of rural youth policy and institutions' opportunity space, with a quadrant that measures the extent to which rural youth are a priority in policies and institutions versus the extent to which the government has the capacity to effectively implement rural youth policies. It asks under what conditions policies focused on rural youth employment and opportunities are likely to be developed, and, once developed, implemented. We utilize quantitative and qualitative data gathered from various sources in order to make a determination about favourable conditions for effective policies for rural youth, looking at the origins and complexity of policy responses in an array of specific cases. That perspective is then followed by a discussion about what attributes contribute to making good policies for rural youth, drawing on theoretical literature and case studies. Such policies should aim to be democratic and participatory, cross-sectorial and transversal, coherent and coordinated. They should also be research-/evidence-based, adequately budgeted and financed, and effectively monitored and evaluated. Finally, and importantly, such policies must also be gender sensitive/gender responsive, recognizing the different opportunities and challenges faced by young men and young women, so that related policies and programmes attempt to redress existing gender inequalities.

Addressing the questions of Africa's rural youth is currently hampered by major gaps in our knowledge and stylized facts from cross-country trends or studies that do not focus on the core issues. Youth and Jobs in Rural Africa takes a different approach, drawing on household and firm surveys from selected African countries with an explicit focus on rural youth. It argues that a balance between alarm and optimism is warranted, and that Africa's "youth bulge" is not an unprecedented challenge. Book excerpt: Most of the discourse on rural youth in developing countries lacks robust evidence on where rural youth live and how the challenges and opportunities of their location affect their welfare outcomes. This paper uses the concept of the Rural Opportunity Space from economic geography literature to shed light on these questions. Rural opportunities are expected to be shaped by commercial and agricultural potential of a location. We apply this conceptual framework to global geo-spatial data from 85 low- and middle-income countries on population density, as a proxy for commercial potential, and a measure of greenness, as a proxy for agricultural potential, to locate rural youth within the opportunity space globally. We then combine these data with household-level data from 12 countries in Africa, Latin America and Asia, to assess how the Rural Opportunity Space influences welfare outcomes of young households compared with older households. Our findings show that most rural youth actually live in areas with high potential in terms of commercial and agricultural opportunities. However, their welfare outcomes depend much more strongly on commercial potential than on agricultural potential. Education can have large poverty-reducing effects for younger households, especially in areas where commercialization potential is neither lowest nor highest.
