Book excerpt: This book explains how leaders in the Caribbean and Pacific regions balance the autonomy-viability dilemma of postcolonial statehood - that political self-determination is a hollow achievement unless it is accompanied by economic development - by practising statehood à la carte. Previous research has focused on the pursuit of decolonial self-determination through and above the nation state, via regionalism and internationalism, or by creating non-sovereign alternatives to it. This book looks at how communities have sought the same goals below the state, including via secession and devolution. Downsizing is typically portrayed as the antithesis of progressive, cosmopolitan internationalism and employed as evidence for the claim that the age of anticolonial self-determination has ended. In this book, Jack Corbett shows how these movements are animated by similar ideas and motivations that are rendered viable by the simultaneous pursuit of regional integration and forms of non-sovereignty. He argues that the à la carte pursuit of political and economic independence through, above, and below the state, and via non-sovereign alternatives to it, is a pragmatic response to the contradictions inherent to coloniality.

These institutions can affect deeply held attitudes by promoting overlapping identities and pooling sovereignty. Overlapping identities reduce tension by creating an atmosphere where different ethnic groups lose their strict definitions of Self and Other. Pooling sovereignty across a number of international (and national) representative bodies leads to increased access to governmental policymaking for all parties involved, with each nationalist/ethnic group having a stake in government. Increased access, moreover, reduces threat perceptions and ethnic security dilemmas, and increases trust—all of which play an important role in overcoming such conflicts.

As opposed to other approaches based on the analysis of the political foundation of the secessionist processes or on the construction of a legal basis that justifies the existing practice, the aim is to provide an explanation of secession as a practice covered neither by the legal regime of the United Nations for the self-determination of colonial peoples nor by the regulations and guidelines relating to the human rights of minorities and indigenous populations, both in the UN and in regional organisations (Organization of American States, Council of Europe or African Union). It is stated that secession is a practice that does not comply with international peremptory norms – such as those that prohibit going against the territorial integrity of the States, the use of force or intervention in the internal affairs of other States. Even being aware of the inevitable consequences of the effective creation of States and other de facto entities on trade relations, communications and the rights of individuals, among other matters, secession is a practice that should lead to an obligation of nonrecognition by States and by international organisations. As an example of this practice, the secessionist process in Catalonia since 2014 is explained and studied.

The book also notes a long-standing push to re-examine local cultural resource knowings in order to appreciate and understand the nature, content and context of Indigenous knowledge science as a starting foundation for promoting African science and technology studies in general. The breadth of coverage of the collection reflect papers in science, Indigeneity, identity and knowledge production and the possibilities of creating a truly African-centred education. While the book is careful in avoiding stale debates about the ‘Eurocentricity of Western scientific knowledge’ and the positing of ‘Eurocentric science’ as the only science worthy of engagement, it nonetheless caution against constructing a binary between Indigenous/local science and knowledges and Western ‘scientific’ knowledge. After all, Western scientific knowledge is itself a form of local knowledge, born out of a particular social and historical context. Engaging science in a more global context will bring to the fore critical questions of how we create spaces for the study of Indigenous science knowledge in our schools. How is Indigenous science to be read, understood and theorized? And, how do educators gather/collect and interpret Indigenous science knowledges for the purposes of teaching young learners. These are critical questions for contemporary African education?

Book excerpt: Why did it take so long to end slavery in the United States, and what did it mean that the nation existed eighty-eight years as a “house divided against itself,” as Abraham Lincoln put it? The decline of slavery throughout the Atlantic world was a protracted affair, says Patrick Rael, but no other nation endured anything like the United States. Here the process took from 1777, when Vermont wrote slavery out of its state constitution, to 1865, when the Thirteenth Amendment abolished slavery nationwide. Rael immerses readers in the mix of social, geographic, economic, and political factors that shaped this unique American experience. He not only takes a far longer view of slavery's demise than do those who date it to the rise of abolitionism in 1831, he also places it in a broader Atlantic context. We see how slavery ended variously by consent or force across time and place and how views on slavery evolved differently between the centers of European power and their colonial peripheries—some of which would become power centers themselves. Rael shows how African Americans played the central role in ending slavery in the United States. Fueled by new Revolutionary ideals of self-rule and universal equality—and on their own or alongside abolitionists—both slaves and free blacks slowly turned American opinion against the slave interests in the South. Secession followed, and then began the national bloodbath that would demand slavery's complete destruction.
