Book excerpt: This collection of essays assesses the efforts of African governments to constitutionalise decentralisation, be it in the form of federalism, local government or traditional authorities. Since the end of the Cold War jurisdictions across Africa have witnessed an ostensible return to multi-party democracy within the paradigm of constitutionalism and the rule of law. Linked to the democratisation process, many countries took steps to decentralize power by departing from the heavily centralized systems inherited from colonial regimes. The centralization of power, typically characterized by the personalization and concentration of power in the hands of leaders and privileged elites in capital cities, mostly resulted in repressive regimes and fragile states. As decentralisation is a response to these challenges, this volume analyses the dynamic relationship between the efforts to implement decentralization and presence or absence of constitutionalism. This volume examines a variety of forms and degrees of decentralization found across Africa. It advances a new understanding of trends and patterns and facilitates the exchange of ideas among African governments and scholars about the critical role that decentralisation may play in democratization of and constitutionalism in Africa.

Everyday resistance, peacebuilding and state-making addresses debates on the liberal peace and the policies of peacebuilding through a theoretical and empirical study of resistance in peacebuilding contexts. Examining the case of 'Africa's World War' in the DRC, it locates resistance in the experiences of war, peacebuilding and state-making by exploring discourses, violence and everyday forms of survival as quotidian acts that attempt to challenge or mitigate such experiences. The analysis of resistance offers a possibility to bring the historical and sociological aspects of both peacebuilding and the case of the DRC, providing new nuanced understanding on these processes and the particular case. The book also makes a significant contribution to the theorisation of resistance in International Relations.

Book excerpt: The Great Lakes region of Africa is characterized by protest politics, partial democratization, political illegitimacy and unstable economic growth. Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of ‘savage’ capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.

It was in that city in the sixteenth century that, prompted by his Dominican brothers, such as Bartolome de las Casas, who were defending the indigenous people of Latin America against the Spanish conquistadores, Francisco de Vitoria planted the seed of today's international human rights movement. This volume presents in original languages the eleven papers given in Salamanca as well as the statement adopted by the delegates at the end of the meeting. Dorothy Jackson possède de nombreuses années d’expérience et de travail aux côtés des communautés twas de la région et des femmes twas en particulier. On devine clairement les voix des femmes twas dans ce rapport, qui plaident pour des changements et la reconnaissance de leurs droits – en tant qu’autochtones et en tant que femmes. Malgré la discrimination et la pauvreté qui sont leur lot quotidien, elles sont pleines d’énergie, d’idées et de courage, ce que ce rapport suffit à démontrer. La question foncière est aujourd’hui de premier ordre pour les femmes comme pour les communautés twas. Les Twas étaient traditionnellement dépendants des forêts et des territoires sur lesquelles ils vivaient. Or aujourd’hui, la plupart des Twas sont sans terre. Leur culture et leur existence même sont en danger. Qui plus est, les changements profonds qui affectent aujourd’hui leurs sociétés sont en train de remettre en question le statut traditionnel d’égalité entre hommes et femmes. Ce rapport présente les politiques gouvernementales et les instruments juridiques internationaux relatifs aux droits humains que les Twas et les organisations qui les soutiennent pourraient utiliser au Burundi, en Ouganda, en République démocratique du Congo et au Rwanda. En guise de conclusion, le rapport offre des recommandations aux gouvernements de ces Etats et aux organisations de développement.
