Book excerpt: Assim, esta dissertação examina as relações entre as migrações internacionais e o desenvolvimento económico dos países emissores, bem como as implicações políticas dessas relações, em três momentos: em primeiro lugar, leva-se a cabo uma análise de tipo dedutivo, com base numa revisão crítica da literatura, dos impactes da emigração sobre o desenvolvimento dos países emissores tal como indiciado pelos seus impactes sobre os stocks dos diversos factores de produção (em particular, trabalho e várias formas de capital). Com vista a alcançar este objectivo, é primeiramente sugerido o recurso à “matriz migrações-desenvolvimento” – uma ferramenta analítica que é apresentada com o objectivo de auxiliar a classificação dos diversos efeitos da emigração sobre a capacidade produtiva, de acordo com o momento lógico do processo migratório em que ocorrem e com o factor produtivo afectado. Em segundo lugar, procede-se a uma tentativa de formalização das conclusões procedentes da discussão realizada nos capítulos anteriores com vista à apresentação de um versão preliminar de um modelo geral “migraçõesdesenvolvimento”. Finalmente, apresenta-se uma recensão de algumas das políticas mais comuns e/ou interessantes que têm vindo a ser adoptadas com o objectivo de maximizar os benefícios e minimizar os custos associados ao nexo migrações-desenvolvimento. O objectivo último deste trabalho consiste, assim, em reexaminar os contributos da literatura “migrações-desenvolvimento” a partir de uma perspectiva especificamente macroeconómica, de modo a contribuir para uma melhor compreensão de um dos mais cruciais e controversos aspectos da globalização.

Although this event is recognized in Brazilian historiography as an important landmark in the construction of contemporary Brazil, debate, discourse and indeed publications commemorating the event have been much less numerous and profound than would be expected. Comparisons have been made with what took place in 1980, the year of the revolutions fiftieth anniversary, where meaningful historical judgements were made across a wide spectrum of society and the political establishment. It is pertinent to ask why there is no longer the appetite for substantive discussion on the Vargas period. Perhaps it is due to the new political climate in Brazil in the last decade, especially with regard to various projects aimed at labour and trade union reform, the main legacies of the revolutionary period which today are considered by many as obstacles to the modernization of the labour market and the country's economic development. Given the economic imperatives and aims of the 1930 Revolution, a re-evaluation of the Vargas Period will assist in better understanding the contemporary economic issues that face Brazil today. The exercise is neither one of nostalgia or exaltation of this past period, but rather to offer a (positive and negative) overview of Vargas legacy and the vast historiography that surrounds it. Scholars, politicians, business and the Brazilian workforce need to learn from past economic choices in order to better understand the challenges that contemporary Brazil faces. Recently proposed reforms have strong overtones to the revolutionary agenda of the 1930s, namely the forging of a New Brazil and the necessity of avoiding political schism. This book examines the political, economic, labour, cultural, military, and gender ramifications that will guide debate.

Its main purpose is to define the features and the literary production of the so-called 'creole elite', as well as its contribution to the early manifestations of dissatisfaction towards colonial rule patent during a period of renewed Portuguese commitment to its African colonies, but also of unrealised ambitions, economic crisis, and socio-political upheaval in Angola and in Portugal itself. Nineteenth-century Angolan society was characterised by the presence of a semi-urbanised commercial and administrative elite of Portuguese-speaking creole families--white, black, some of mixed race, some Catholic and others Protestant, some old established and others cosmopolitan--who were based in the main coastal towns. As well as their wealth, derived from the functions performed in the colonial administrative, commercial and customs apparatus, their European-influenced culture and habits clearly distinguished them from the broad native population of black peasants and farm workers. In order to expand its control over the region, Portugal desperately needed the support of this kind of non-coloniser urban elite, which was also used as an assimilating force, or better as a source of dissemination of a relevant model of social behaviour. Thus, until the 1850s great creole merchants and inland chiefs dealt in captive slaves, bound for export to Brazil via Cape Verde and Sao Tome: the tribal aristocracy and the creole bourgeoisie thrived on the profits of overseas trade and lived in style, consuming imported alcoholic beverages and wearing European clothes. After the abolition, however, their social and economic position was eroded by an influx of petty merchants and bureaucrats from Portugal who wished to grasp the commercial and employment opportunities created by a new and modern colonial order, anxious to keep up with other European colonial powers engaged in the partition of the African continent. This book thus considers the first intellectuals, the early printed publications in the country, and the pioneers of Angolan literature who felt the need to raise their roots to higher dignity. Thus, they wrote grammar, dictionaries, poetry, fiction, and of course, incendiary articles denouncing exploitation, racism, and the different treatment afforded by the colonial authorities to Portuguese expatriates and natives."
