Book excerpt: This book discusses skill formation, upskilling of workers, and their interaction with technological change in Gulf countries. Heavy dependence on oil, the 'Dutch Disease', and the high incidence of unskilled foreign workers have caused serious structural imbalances in the labour market in the Gulf. The author shows that success of economic development strategies to address such imbalances are all contingent upon the development of adequate and appropriate skills in the region. This book confirms the role and impact of the deficiencies in the educational system alongside the well established effects of the excessive use of uneducated foreign workers and lack of incentives in the labour market. A comprehensive investigation of the skill problem and an elaborate in-depth analysis to assess the causes, consequences and relationships between poor skills and technological performance are highlights of this book. This is an ideal resource for policy makers in the Gulf region and researchers of the topic.

Available in PDF, EPUB and Kindle. Book excerpt: This book investigates the impact of production input factors on the market, consumer and producer energy demand characteristics in 30 industrial sectors for South Korea over the period 1980–2009, and for Japan over the period 1973-2006, with special emphasis placed on the effects of ICT investment on the demand for energy. A dynamic factor demand model is developed, accounting for the adjustment costs that are defined in terms of forgone output from current production. It addresses four key aspects of production and energy demand in manufacturing: first, it establishes the various relationships between different factors of production. Second, it investigates whether the energy demand in the industrial sectors in South Korea would be decreased or increased by substituting/complementing with other input factors such as ICT capital and labor. Third, it looks at sources of growth in the industrial sectors through decomposing the Divisia index based total factor productivity (TFP). Finally it provides appropriate policy recommendations based on these findings. The results of this study may provide industrial sectors’ stakeholders and environmental and industrial policy makers with a flexible model that has the capacity to assess outcomes of various policies under certain scenarios. The factor demand methodology described in this book is very advanced and up-to-date. It can be used when teaching advanced graduate courses and in empirically advanced research. Therefore, it is highly relevant in both teaching as a main or supplementary text and in particular as a reference handbook in conducting empirical research. The focus on ICT effects on energy use makes this book an important addition to the existing literature on industrial development.

Available in PDF, EPUB and Kindle. Book excerpt: In Korea, the concept of the ICT (Information and Communication Technology) industry ecosystem is deeply connected to CE (Creative Economy), which was suggested as one of the most important slogans in the present government. CE is defined as an economy in which creativity and innovation are universalized and the economy should be equipped with the following factors:. knowledge ecosystem where ideas and knowledge are created and circulated. human resources with creativity. ecosystem innovation responding to the convergence of the related industries. social capital based on communication and trust.According to this definition, CE has the following four characteristics.. Creativity : In fact, creativity can create new values by utilizing creative ideas in the areas of technology, services, product, marketing, production, etc.. Diversification : This creativity can be diffused through diversification in the processes of the creation and development of creative ideas.. Openness : (Of course,) The basic premise of this mechanism is inward and outward openness.. Convergence : Convergence is another characteristic of CE in terms of accelerating the creation of new values by combining various ideas with multilateral dimensions.Under the concept of CE as suggested by the present government, it is necessary to take the ecosystem approach at the stages of industrial development in order to establish CE strategically. In other words, CE is based on industrial development from the perspective of the ecosystem. The industrial ecosystem signifies a sort of economic community in which all the stakeholders are interacting with each other, being connected with each other closely. The industrial ecosystem formed along with the flow of time retains special capability and relationship related to economic actors (participants and potential entrants) through a series of complex processes.

To what extent can they make a difference for individuals, organizations, and nations? How are the supply and, more importantly, the utilization of skill, currently evolving? What are the key factors shaping skills trajectories of the future? This Handbook provides an authoritative consideration of issues such as these. It does so by drawing on experts in a wide range of disciplines including sociology, economics, labour/industrial relations, human resource management, education, and geography. The Handbook is relevant for all with an interest in the changing nature - and future - of work, employment, and management. It draws on the latest scholarly insights to shed new light on all the major issues concerning skills and training today. While written primarily by leading scholars in the field, it is equally relevant to policy makers and practitioners responsible for shaping the development of human capability today and into the future.

Available in PDF, EPUB and Kindle. Book excerpt: The Republic of Korea today is a highly industrialized, global leader in innovation and technology. It is the 10th largest economy in the world and has a per capita income approaching the average of OECD countries. In the 1950s, however, it was one of the world’s poorest countries, with decidedly bleak prospects. Its transformation has made Korea a well-known case study of successful development. Innovative Korea: Leveraging Innovation and Technology for Development summarizes the sources of Korea’s remarkable growth and the policies and institutional reforms that made it possible. The report focuses on Korea’s successful transition from a middle-income to a high-income economy. Korea escaped from the “middle-income trap†? by fundamentally transforming its growth paradigm to a more private-sector-led model emphasizing market competition, innovation, and technology. Compared to the previous emphasis on large fi rms and industries, the government became more focused on promoting small and medium enterprises and technology entrepreneurs. Exports expanded significantly through greater integration in global value chains. Already-high levels of human capital development were complemented by an expanded social safety net and a more integrated approach to education and training. Korea succeeded by focusing on the foundations of long-run growth, building global capabilities in innovation and technology, and adapting and evolving its growth paradigm to promote new sources of growth. Innovative Korea, jointly prepared by the World Bank and the Korea Development Institute, provides useful insights on Korea’s development story and practical lessons for public policy making.
