Though every particle Of flowing water moves in accordance with definite fixed laws, such laws are intricate and imperfectly understood. In many instances the basic formulas used in hydraulic computations are de rived from theoretical considerations, but they must invariably be corrected by experimental coefficients and frequently they become thereby so transformed as to bear but a slight resem blance to the original formulas. Many thousands of experiments on flowing Water have been performed during the last two centuries, the results of which form the basis of our present science of hydraulics. These experiments present many incongruities and as they do not cover the range of conditions required in practice, it is difficult to devise from them accurate working rules and formulas. The hydraulic engineer is therefore confronted with the task of making what appears to be the most reasonable application of the available data to each problem that he encounters. A great number of empirical formulas have been devised, which provide an indirect method of transferring experimental results to practical problems. In using such formulas, however, the engineer should not lose sight of the fact that results obtained by them will be subject to errors corresponding to the discrepancies in the experiments on which the formulas are based. The active interest in experimental research during recent years has been productive of such a rapidly increasing number of hydraulic formulas that engineers generally are not in a position to make critical comparisons and select those that possess the greatest merit. The result has been a tendency to cling to the old and accepted formulas. The author believes that unless the newer formulas have apparent advantages' over the Old, the latter are preferable inasmuch as their peculiari ties are known and it is easier to select coefficients for them. In replying to complainants, the author came to the conclusion that there was a commendable interest among the American people in the subject of the improvement of rivers and harbors, and a deplorable ignorance of the fundamental principles governing the flow of water in natural channels. Such is his apology for this publication. The ordinary textbook on hydraulics treats principally of the flow of water in pipes and conduits, and the ordinary engineer is apt to consider a river as merely a large conduit governed by the same laws, ignoring the change in conditions arising from the fact that the walls of a pipe are not affected by the velocity of flow through it, while the channels of a silt-bearing stream expand or contract with every change in the volume of discharge. This fact is ignored also by many writers on river hydraulics, whose textbooks contain more or less elaborate discussions of the formulas which are authoritatively stated as guides for determining the depth in a contracted waterway. In a rock cut, these formulas give as accurate results as they do when applied to a sewer or to a pipe, but in the alluvium of the Mississippi or Missouri rivers, scour caused by the contraction produces a radical change in the hydraulic radius. Water flowing in a river channel is governed by the same immutable laws as when flowing in pipes, but theses laws are so modified in the river by those governing the flow of sediment that effects are produced which are erroneously termed exceptions to general laws. For example if a given pipe is replaced by one of less diameter, the head (slope) must be increased to obtain the same discharge. Engineers occupied exclusively in their department for a long series of years, may have lost the ready use of formulae, and may find themselves under temporary embarrassment as to the acceptation to be given to some of the characters employed in them; one example, on a problem analogous to that which they desire to solve, will free them from the embarrassment. It may further be said, on the use which I have often made of algebraic expressions, what has already been said on the occa sion of another of my works, nearly of the nature of the present, that in using a language unknown to many persons employed in constructions, I make my work less generally useful. I have noticed some of the advantages of this language, and I do not believe that in sacrificing them I should gain rather than lose in respect to utility. I will also remark, that if any one would confine himself to what is strictly necessary, the use of this treatise only demands an ability to read a most elementary alge braie formula, and to perform by logarithms the operations which it indicates. But this knowledge is indispensable to the solution of questions in hydraulics: let it be required for example, to fix the diameter of a series of pipes designed to convey a given volume of water; it would be necessary, among other operations, to extract the fifth root of the square of that volume; and such an extraction can 'scarcely be effected otherwise than by loga rithms.
