There were clear early warning signs many months in advance, yet there was insufficient response until it was far too late. This briefing, published jointly by Oxfam and Save the Children, examines the factors that allowed a drought in Ethiopia, Kenya, Somalia and Djibouti to develop into a full-scale crisis of hunger and livelihoods, such that millions of people suffered and thousands died. Its main focus is the response of international aid system, although the ultimate importance of enhanced resilience for the communities themselves is recognised. Recommendations: A change in approach to chronic drought situations is needed: managing the risks, not the crisis. This means that the all actors {u2013} national governments, donors, NGOs, and the UN need to: act decisively on information from early warning systems and not wait for certainty before responding; actively seek to reduce drought risk in all activities, ensuring that long-term development interventions increase resilience and adapt to the changing context; and change organisational structures, invest in people and provide flexible funding in order to break down the divisions between humanitarian and development work.

Within that context, this report provides humanitarian actors—and their counterparts in the development and peacebuilding communities—with a reconceptualization of the intersections between climate change and conflict. Drawing on interdisciplinary research, expert interviews, and contextual analyses, this report elucidates the interactions between climate change and other areas of vulnerability within the region. It starts by outlining the impacts of the climate crisis and comparing how these manifest in Ethiopia, Somalia, and northern Kenya. It then explores ties between climate vulnerability and fragility in these countries. Based on four major regional factors of fragility—(1) exposure to increasingly frequent and severe climate shocks, (2) resource-dependent livelihoods, (3) weak and exclusive governance, and (4) regional instability and conflict—this report then moves to consider major gaps and challenges in providing humanitarian aid. It concludes by outlining new ways forward in the (1) timing, (2) approach, (3) conflict sensitivity, (4) human mobility enhancement, and (5) innovation of humanitarian responses.

Book excerpt: This paper looks at recent developments in the Horn of Africa, where there are a number of protracted and interlocking crises at work, and briefly discusses some of the main factors that have been described as 'root causes' of conflict in the region. The insurgency against the Transitional Federal Government and Ethiopian forces in Somalia is rapidly gathering momentum as efforts continue to form a more inclusive and viable government. There is a humanitarian crisis of massive proportions, with about 40 per cent of the population needing assistance. Almost unnoticed, there are ongoing tensions between neighbouring Somaliland and Puntland over disputed border areas. Meanwhile, the possibility remains of a resumption of hostilities between Ethiopia and Eritrea over their long-running border dispute. In the Ogaden, which is part of Ethiopia's Somali regional state, there has also been a humanitarian crisis as a consequence of ongoing fighting between Ethiopian troops and insurgents. Finally, earlier this year Eritrea launched an incursion into Djibouti and is yet to withdraw its forces. Piracy is not covered in this paper.

Book excerpt: In this lecture, delivered at the University of California, Berkeley, on April 1, 1992, Mrs Sadako Ogata, the United Nations High Commissioner for Refugees, examines the changing nature of the refugee problem in the post-Cold War era, the new opportunities for conflict resolution which multilateral cooperation is producing, and the challenges to developing an effective response to the refugee problem in a conflict-ridden world. Mrs Ogata begins with a brief historical perspective on refugee movements and the changing nature of the problem. Special attention is given to internal conflicts rooted in nationalistic, ethnic and religious violence. After a brief recounting of the major conflicts, the High Commissioner examines the multilateral machinery available within the United Nations system for conflict resolution. Several examples of active UN efforts are presented. The final section of the lecture focuses on UNHCR as the humanitarian arm of many UN peace-making efforts. Mrs Ogata describes the importance of protection and especially the problem of protection for those who return in the midst of conflict and insecurity. Also mentioned is the general problem of finding mechanisms for the international protection of individuals in their own country and the evolution of law and policy in dealing with problems of sovereignty and national jurisdiction. Specific examples of novel ways of addressing this problem are illustrated, such as in El Salvador and Sri Lanka. Mention is also made of the growth of multilateralism in the field of development.
