Book excerpt: This is the third work in the series of conferences held in Singapore on various aspects of United Nations Peacekeeping operations, under the auspices of the United Nations Institute for Training and Research (UNITAR), the Institute of Political Studies (IPS) of Singapore and the National Institute for Research Advancement (NIRA) of Japan. The 1997 Conference focused on humanitarian action and peacekeeping operations and brought together key practitioners and scholars from the Security Council, those interested in government, the International Committee of the Red Cross (ICRC), other humanitarian NGOs, academics and military personnel. Since the end of the Cold War, the number and complexity of UN peacekeeping operations have increased dramatically due to profound changes in many areas of the world. The recent trend has seen a shift from inter-state to intra-state conflicts, bringing in its wake a myriad of operational, legal and political questions, such as the very relevance and applicability of the principle of non-interference in the internal affairs of the state. Parties to recent conflicts have no central authority and little or no regard for international humanitarian law. Interested and involved parties on the peacekeeping and humanitarian scene have also changed and multiplied. All these factors render humanitarian action more complex, dangerous and difficult for all parties involved. The book reviews four United Nations peacekeeping operations that have undergone immense difficulties, viz. in Somalia, the former Yugoslavia, Rwanda and Liberia. It debates the pertinent political framework for humanitarian action in each case. It explores the relationship between humanitarian and military action, of coordination with regional organizations and multinational force, as well as fundamental questions regarding the role and responsibility of the member states of the Security Council. Its findings can provide policy-makers, researchers and analysts of international affairs with a sober and thorough assessment of past experience and lessons for the future.

Book excerpt: Focusing on East Asia, this collection explores the paradox of functional regional cooperation in the areas of humanitarian assistance, disaster relief, and UN Peacekeeping operations, in a context of increasing regional tensions and threats. East Asia – comprising the states of the Association of Southeast Asian Nations and China, Japan, the Republic of Korea and the Democratic People’s Republic of Korea – is facing a range of human, traditional, climate and ideational threats. In addressing some of these threats particularly those arising from climate induced disasters this region has been able to develop some ad-hoc cooperative practices that, according to functional logics of regional integration, could lead to longer term sustained coordinated responses and even regional partnerships. Similarly, the region is increasingly contributing to UN peacekeeping operations where these states also cooperate in the context of an UN-led mission. Yet, despite the potential for these interactions to lead to greater regional integration and coordinated action in responding to a range of security threats, these interactions are increasingly taking place in a context of animosity both between regional powers and with extra-regional powers. This edited collection explores these functional interactions and posits conclusions about the potential for longer term sustained coordinated action. These papers engage with a range of theoretical approaches in explaining the patterns of relations that are present in the region in relation to humanitarian assistance, disaster relief, and UN peacekeeping operations. The chapters in this book were originally published as a special issue of the Australian Journal of International Affairs.

This database includes summary information for relevant operations conducted from 1990 through 1996, lists of units down to battalion/separate-company level for ground forces, and tables that link uniquely identified units to specific operations. provides a powerful combination of operational history and force structure within an easy-to-use relational database. Fully developed, it will offer a look into past operations and a useful tool for exploring the implications for force mix and force structure. An overview of Force Access is given as well as a technical description. In place of activities originally planned for Phase Two, the sponsor tasked RAND to produce a series of vignettes based on operations contained in the Force Access database. These vignettes are presented in Chapter Three. During the same phase, RAND was tasked to analyze the implications of these recurring operations, especially indications of stress on frequently tasked units of various types. During Phase Three, RAND was tasked to recommend changes in force structure and procedures that would improve the conduct of these types of smaller-scale contingencies without detracting from the nation's ability to wage major theater warfare. Such changes include modifications to force mix and force structure across the components.

Book excerpt: U.S. aid to Africa initially reached a peak in 1985, when global competition with the Soviet Union was at a high point. After the cold war ended, security assistance levels for Africa began to decline. In 1995, at the outset of the 104th Congress, substantial reductions in aid to Africa had been anticipated, as many questioned the importance of Africa to U.S. national security interests in the post-cold war era. As the debate went forward, however, congressional reports and bills emphasized U.S. humanitarian, economic, and other interests in Africa. Aid levels did fall, but gradually began to increase again in FY1997. U.S. assistance to Africa is reaching new highs due to a significant increase in health care sectors under the Global Health and Child Survival (GHCS) program. U.S. aid to Africa nearly quadrupled from $1.2 billion in FY2006 to $6.7 billion in FY2010. Moreover, the United States is the leading donor of humanitarian assistance to Africa. Between FY1999 and FY2009, the United States provided over $10.1 billion to East and Central African countries and an estimated $2.2 billion to Southern Africa countries.
