So argues Benedict Kerkvliet in his analysis of Communist Party–ruled Vietnam. Speaking Out in Vietnam assesses the rise and diversity of these public displays of disagreement, showing that it has morphed from family whispers to large-scale use of electronic media. In discussing how such criticism has become widespread over the last three decades, Kerkvliet focuses on four clusters of critics: factory workers demanding better wages and living standards; villagers demonstrating and petitioning against corruption and land confiscations; citizens opposing China's encroachment into Vietnam and criticizing China-Vietnam relations; and dissidents objecting to the party-state regime and pressing for democratization. He finds that public political criticism ranges from lambasting corrupt authorities to condemning repression of bloggers to protesting about working conditions. Speaking Out in Vietnam shows that although we may think that the party-state represses public criticism, in fact Vietnamese authorities often tolerate and respond positively to such public and open protests.

Throughout his life, he favored a moderate approach to political change and advised the country's leaders to seek gradual progress for Vietnam within the French colonial system. Unlike many of his contemporaries, he did not favor anti-French military alliances or insurgent military resistance, arguing that "to depend on foreign help is foolish and to resort to violence is self-destructive." As a result of his exposure to Chinese reformist literature, Phan Chau Trinh assigned top priority to promoting democracy and human rights and to improving Vietnamese people's lives. He believed that true independence could only be achieved by changing the Vietnamese political culture, and he articulated penetrating criticism of the corruption and superficiality of Vietnam's officials. His emphasis on changing the fundamental values governing the ruling class's behavior, as well as his skepticism regarding anticolonial resistance, set Phan Chau Trinh apart from his contemporaries and mark him as a true revolutionary. Vinh Sinh's masterly introduction to Phan Chau Trinh's essays illuminate both this turbulent era and the courageous intelligence of the author.

In this provocative history, Barbara Keys situates this novel enthusiasm as a reaction to the profound challenge of the Vietnam War and its aftermath. Instead of looking inward for renewal, Americans on the right and the left looked outward for ways to restore America's moral leadership. Conservatives took up the language of Soviet dissidents to resuscitate the Cold War, while liberals sought to dissociate from brutally repressive allies like Chile and South Korea. When Jimmy Carter in 1977 made human rights a central tenet of American foreign policy, his administration struggled to reconcile these conflicting visions. Yet liberals and conservatives both saw human rights as a way of moving from guilt to pride. Less a critique of American power than a rehabilitation of it, human rights functioned for Americans as a sleight of hand that occluded from view much of America's recent past and confined the lessons of Vietnam to narrow parameters. From world's judge to world's policeman was a small step, and American intervention in the name of human rights would be a cause both liberals and conservatives could embrace.
