Book excerpt: The paper is a brief account of findings of various human development reports and studies undertaken by individual researchers on the states of northeast India. The findings reveal that achievement of northeastern region is quite satisfactory in comparison to all India average achievements in some dimensions of human development but it has miserably failed in bringing commensurate economic growth and equitable distribution. There exists wide spread disparity of socioeconomic achievements across different states and within, from urban to rural areas and between male and female. If the problems of poor economic growth, poverty, gender disparity and general health of the people are not properly addressed the region may fall into the trap of vicious quadrant instead of moving to a virtuous one. The way out from this trap is through achievement of a productive, balanced and sustainable economy with appropriate intervention in health sector and poverty alleviation programs.

Book excerpt: In spite of India pursuing the policy of liberalization and globalization since early eighties and witnessing higher growth rates has not been able to achieve much on account of human development and welfare both at national level and at the level of North East India. Human development index is below 0.62 in India and much below in its North Eastern Region. Rural-urban disparity, gender disparity and uneven human development across the States in the region are quite significant. The disturbing trend of increasing gender disparity in Nagaland and escalating rural-urban gap, particularly in the States of Assam and Meghalaya is a matter of concern. The present paper in this regard is an attempt to highlight some of these issues and calls for an urgent need for taking appropriate action in this regard.

Side by side, words like 'alienation', 'exploitation' and 'insecurity' are being 'used' across the region to instigate the dangerous problem of insurgency. This has kept the region continuously in a state of flux devoid of political or economic stability so crucial for any meaningful development, negating the effects of whatever little economic development has taken place in the region. Centre's continuous development initiatives under the Special Category Status releases huge amount of development funds without creating necessary credit absorption capacity in the economy and consequently has remained unsuccessful in delivering the results woefully dismal have been the half hearted attempts made by the different State Governments in the region from time to time in the name of development. Most of these efforts were directed only towards extracting more assistance and more grants from the Centre. The book revisits these failed initiatives and re-examine the crucial areas while searching for an alternative. The volume focuses on an integrated approach towards inter-related issues in the entire region with 'development' as the pivotal and overarching factor. The collection of seventeen articles are, categorized into five broad sub-sections, extending from political dynamism to economic intricacies, social conflicts and the role of institutions which gives us an opportunity to come across the thoughts of scholars to trace the roots of and connections between, the problems that plague this region and eventually to forge a common strategy to address the issue of backwardness of this region.

The present paper is a humble attempt to analyse the present status of Assam, Arunachal Pradesh, Meghalaya, Tripura and Nagaland by reviewing the respective state human development reports. Review of the human development reports show that there is great disparity among the states as well as with the mainland India. Communication bottleneck, poor infrastructure, isolation and insurgency may be considered as the major reasons for the present state of affairs of the North East India. Poor economic growth has always been the hallmark; if proper steps are not taken the region may slip into further isolation and subsequent marginalization.
