Book excerpt: While more than a million e-mails clog the inboxes of Congress each day, some legislators can't even find their own websites without the help of their staffers. In fact, laptops aren't even allowed on the floor of the House or Senate. But, as Dennis W. Johnson demonstrates in Congress Online, there are some savvy legislators who are taking advantage of new media to expand their power and influence-and the Congressional communications revolution is just beginning. Born out of a Pew Charitable Trusts research project of the same name, Congress Online is the definitive guide to electronic politics, pointing the way to a system that could forge a new and more immediate connection between legislators and the American people.

Book excerpt: Change is sweeping the globe, and at the government level, operational changes are prompting many public administrators to develop new management styles and ways of delivering services to their citizens. In the process, they are changing the face of government. The New Face of Government: How Public Managers are Forging a New Approach to Governance explores how national leaders are changing the art and practice of government and how public managers are shaping and guiding government’s response to the transformation. Includes a Field-Tested Survey for Diagnosing Institutional Disequilibrium Focusing on change at the federal, state, and local levels, this book addresses policy dimensions such as: Strategic and knowledge management Enterprise architecture Information and communications technology Organizational performance assessment Technological and organizational improvement It evaluates how these areas enable agencies from the public and private sectors to become more cost-effective, performance-oriented learning organizations. Not all the ambiguities in policy making and administration have been resolved. However, there is much hope for the future of government and governance. The successes and failures included in The New Face of Government: How Public Managers are Forging a New Approach to Governance illustrate this promise and provide guideposts for public managers who find themselves faced with similar problems and new challenges. About the Author: David E. McNabb teaches a variety of public and private administration and management courses both in the U.S. and abroad, including college and university programs in Latvia, Bulgaria, Germany, the United Kingdom, Italy, France, and Belgium. He is the author of nearly 80 peer-reviewed conference papers and articles. This is his seventh book.

Book excerpt: A groundbreaking approach to information sharing among government agencies: using selective incentives to “nudge” them to exchange information assets. The computer systems of government agencies are notoriously complex. New technologies are piled on older technologies, creating layers that call to mind an archaeological dig. Obsolete programming languages and closed mainframe designs offer barriers to integration with other agency systems. Worldwide, these unwieldy systems waste billions of dollars, keep citizens from receiving services, and even—as seen in interoperability failures on 9/11 and during Hurricane Katrina—cost lives. In this book, Alon Peled offers a groundbreaking approach for enabling information sharing among public sector agencies: using selective incentives to “nudge” agencies to exchange information assets. Peled proposes the establishment of a Public Sector Information Exchange (PSIE), through which agencies would trade information. After describing public sector information sharing failures and the advantages of incentivized sharing, Peled examines the U.S. Open Data program, and the gap between its rhetoric and results. He offers examples of creative public sector information sharing in the United States, Australia, Brazil, the Netherlands, and Iceland. Peled argues that information is a contested commodity, and draws lessons from the trade histories of other contested commodities—including cadavers for anatomical dissection in nineteenth-century Britain. He explains how agencies can exchange information as a contested commodity through a PSIE program tailored to an individual country's needs, and he describes the legal, economic, and technical foundations of such a program. Touching on issues from data ownership to freedom of information, Peled offers pragmatic advice to politicians, bureaucrats, technologists, and citizens for revitalizing critical information flows.

Available in PDF, EPUB and Kindle. Book excerpt: Government Secrecy presents the best that has been thought and written on the subject, including history and philosophy, theory and practice, justification and critique. Through readings, which range from Georg Simmel on secrecy and Max Weber on bureaucracy and secret-keeping, to post-9/11 concerns regarding freedom of information and presidential secrecy, it enables readers to explore the issues and questions that surround the government's right to keep necessary secrets—or not. This collection, and the diverse perspectives it represents, will engage students and other interested parties in a discussion of the benefits—and dangers—of government secrecy. The collection is designed to generate questions regarding historical accuracy of government information, information ethics, professional neutrality, ownership of information, public right to information, national security, and transparency. The essays explore the criteria and conditions for government secret-keeping, as well as contributing to public and academic discussion of the role of secrets in democracies.
