R. 2229, Free Trade With Cuba Act: Hearing Before the Subcommittee on Select Revenue Measures and the Subcommittee on Trade of the Committee on Ways and Means, House of Representatives, One Hundred Third Congress, Second Session, March 17, 1994 Additional] the bill addresses important issues of financial claims by U. Citizens and corporations against the Government of Cuba and the crucial matters of human rights and democracy. I do know that there are strongly held views on both sides of this issue, but it is my hope that these hearings will help move the de bate forward. As a member of the Ways and Means Committee, I have been involved in crafting the Caribbean Basin Initiative and other legislation affecting the Caribbean and Latin American re gions. As Chairman of the Select Committee on Narcotics, I have been intimately involved in stopping the flow of illegal drugs from and through countries in that region. Book excerpt: US Policy Towards Cuba is a comprehensive examination of U.S. policy towards Cuba after the Cold War, from 1989-2008. It discusses the competition between Congress and the executive for control of policy, and the domestic interests which shaped policymaking and led to the passage of two major pieces of legislation (the Cuban Democracy Act of 1992 and the Cuban Liberty and Democratic Solidarity Act of 1996, better known as the Helms-Burton Act) which tightened the embargo on Cuba and were fiercely resisted by U.S. allies. There is also a strong focus on migration as an issue in U.S.-Cuban relations. The book then moves on to examine U.S. policy during the second Clinton administration, when the interest group environment altered for two principal reasons. Firstly the case of the small Cuban rafter boy, Elian Gonzalez, attracted huge media coverage and led to public questioning of the wisdom of current policy, and secondly the agricultural lobby, keen to export to Cuba, lobbied for the Trade Sanctions Reform and Export Enhancement Act, which finally passed in 2000. The final section of the book analyses democracy promotion efforts under President George W. Bush. Seeking to cast light upon the US policymaking process, Gibbs demonstrates that U.S. Cuba policy represents a rather extreme example of the influence of domestic politics on policymaking, and provides a significant contribution to this important and under-researched aspect of U.S. foreign policy.

Available in PDF, EPUB and Kindle. Book excerpt: Lars Schoultz offers a comprehensive chronicle of U.S. policy toward the Cuban Revolution. Using a rich array of documents and firsthand interviews with U.S. and Cuban officials, he tells the story of the attempts and failures of ten U.S. administrations to end the Cuban Revolution. He concludes that despite the overwhelming advantage in size and power that the United States enjoys over its neighbor, the Cubans' historical insistence on their right to self-determination has been a constant thorn in the side of American administrations, influenced both U.S. domestic politics and foreign policy on a much larger stage, and resulted in a freeze in diplomatic relations of unprecedented longevity.

Book excerpt: Since 1985, Radio Marti, a Radio Free Europe-type station, has broadcast American news and propaganda in Cuba. Its sister station, TV Marti, debuted in 1990. Respected operations at the start, Radio and TV Marti fell under the influence of the Cuban American National Foundation--a group of hard-line Cuban exiles--who intensified the anti-Castro rhetoric the stations sent to the island and promoted its leaders as the heirs to a post-Castro Cuba. Though the initial goal of the two stations was to increase pro-American sentiment among the island nation's citizens, the stations have succeeded only in driving the two nations further apart. This history of American propaganda broadcasting in Cuba describes how Castro used radio to obtain power; explores the impact of Radio and TV Marti on U.S.-Cuba relations, including the phenomenon of Cuban rafters; and chronicles the domestic political struggles to keep the stations on the air.
