Book excerpt: The proliferation of theater ballistic missiles (TBMs) and weapons of mass destruction (WMD) throughout developing nations is so widespread that over 20 states may have an operational capability to deliver WMD using TBMs by the turn of the century. As was amply demonstrated during the Gulf War, even cheap, unsophisticated, and militarily insignificant TBMs such as the Al Hussein (modified Scud-B) can pose a psychological impact so severe that a strategic center of gravity such as the cohesion of alliances and coalitions may be threatened. The enormity of this threat will rapidly exacerbate with improvements in the accuracy, range, and lethality of TBMs. In recognition of this emerging threat, Congress has drastically increased funding for the development of various robust systems for joint theater missile defense (JTMD). However, the first active defense systems and supporting space-based sensors that will provide a true area protection will be fielded no earlier than the middle of the next decade. Joint Force commanders (JFCs) cannot rely solely on Patriot to provide the desired level of operational protection. To defend against this escalating threat in the near-term, the JFC must integrate and coordinate the mutually supporting elements of JTMD: active defense, passive defense, attack operations, and supporting command, control, communications, computers, and intelligence. Each of these elements will be critically examined to reveal critical areas where the JFC can direct operational changes and provide guidance that will improve theater protection using resources that are available today.

The purpose of this paper is to examine the role of theater ballistic missile defense in U.S. theater, or operational, strategy. At the time of this writing, there exists in draft form a "Doctrine for Joint Theater Missile Defense," which attempts to set forth doctrine governing joint TMD activities; consequently, much attention is paid to this draft document in this analysis. What this essay tries to do is go one step beyond doctrine to examine the considerations necessary for employing TMD during the various operational phases of conflict. While focusing primarily on the operational level, some background is presented on the role of TMD in U.S. National Military Strategy. As defined in Draft Joint Pub 3-01.5, JTMD is composed of four integrated operations. Also in the same document, the term "Theater Missile" is applied to ballistic missiles, air-to-surface missiles, and air-, land-, and sea-launched cruise missiles whose targets are within a given theater of operation. This paper deals exclusively with the ballistic missile threat. Moreover, the analysis focuses primarily on the active defense component of joint TMD operations.

Underpinning the issue of TMD resource allocation and employment are the issues of interoperability and integration of Joint Force, i.e., service component unique, Battle Management/Command, Control and Communications (BM/C3) systems into an information architecture that supports TMD. The problem of TMD BM/C3 interoperability is aggravated in coalition or multi-national warfare, where all TMD players do not have equal access to information. BM/C3 Tactical Data Processors (TDPs) have embedded data correlation or data fusion algorithms as the "brain" of the system used to develop a common picture of the battlespace. These data correlation algorithms may take the form of mathematical equations, "IF - THEN" statements or logical rules. The differences between data correlation algorithms is reflected as differences in the common picture displayed in a BM/C3 system among the various TMD players and the JFC. In order to improve multi-service and multi-national interoperability in the near term, the JFC commander may selectively alter the information architecture within a specific theater to optimize data correlation and better develop a single, common picture of the battlespace. In the long term, the JFC must advocate the joint acquisition of BM/C3 systems that not only "look alike," but "think alike."

First, the JFC should have the option of making the Area Air Defense Commander (AADC) a coequal with the Joint Force Air Component Commander. This option would improve interservice coordination and allocation of active defense units, especially during the deployment and lodgment phase of a campaign. Second, the Joint Information Control Officer (JICO) must be defined and empowered in order to overcome interservice interoperability problems and establish a theater wide JTAMD picture. Third, in order to deconflict multiple engagements and maintain overlapping sensor coverage as the battle unfolds, the AADC may have to conduct both centralized planning and centralized execution.

To ensure this optimum use, a JTMD system must include centralized command and control of active defense assets. Depending on the severity of the threat, the commander responsible for JTMD should be either the JFACC, AADC or a specifically designated JFMDC.

The fourth chapter compares current and near-term Anti-Missile systems and programs, identifies a near-term Anti-Missile Capabilities Gap, and distills the plethora of situational information to four succinct implications. Finally, the last chapter provides and analyzes four proposals for possible actions that the USAF can take to answer the thesis question while taking into account the implications of the current and near-term TBM situation. Overall, this thesis recommends a philosophical shift to one in which USAF near-term Attack Operations (AO) and BMC4I integration are considered as part of an air and space power Anti-Missile Offensive Counterair effort, not simply an adjunct to a ground-force driven TMD paradigm.

To conduct its work, GAO reviewed relevant documents and visited several combatant commands, the Missile Defense Agency, Joint Staff, and other DoD organizations. GAO recommends that DoD improve its process for identifying, prioritizing, and addressing combatant command priorities by completing and publishing guidance that clearly defines each organization's responsibilities; establishing effective methodologies; comparing the Missile Defense Agency's funding plans to the commands' priorities; and providing a DoD-wide perspective on the commands' priorities. DoD generally agreed with GAO's recommendations.
