Book excerpt: The proliferation of theater ballistic missiles (TBMs) and weapons of mass destruction (WMD) throughout developing nations is so widespread that over 20 states may have an operational capability to deliver WMD using TBMs by the turn of the century. As was amply demonstrated during the Gulf War, even cheap, unsophisticated, and militarily insignificant TBMs such as the Al Hussein (modified Scud-B) can pose a psychological impact so severe that a strategic center of gravity such as the cohesion of alliances and coalitions may be threatened. The enormity of this threat will rapidly exacerbate with improvements in the accuracy, range, and lethality of TBMs. In recognition of this emerging threat, Congress has drastically increased funding for the development of various robust systems for joint theater missile defense (JTMD). However, the first active defense systems and supporting space-based sensors that will provide a true area protection will be fielded no earlier than the middle of the next decade. Joint Force commanders (JFCs) cannot rely solely on Patriot to provide the desired level of operational protection. To defend against this escalating threat in the near-term, the JFC must integrate and coordinate the mutually supporting elements of JTMD: active defense, passive defense, attack operations, and supporting command, control, communications, computers, and intelligence. Each of these elements will be critically examined to reveal critical areas where the JFC can direct operational changes and provide guidance that will improve theater protection using resources that are available today.

Book excerpt: Theater ballistic missile defenses were used operationally for the first time during Operation Desert Storm in response to Iraqi Scud missile attacks against Saudi Arabia and Israel. At that time, since no joint doctrine for Theater Missile Defense (TMD) employment existed, the Commander in Chief decided what would be protected and how best to employ limited TMD assets. It became apparent rather soon in the conflict that TMD was a joint mission. Not only were Army Patriot missiles employed on the ground, but Air Force fighters flew thousands of sorties in search and attack operations against mobile Scud launchers, Air Force Defense Support Program (DSP) satellites provided important warning and cueing information, and Navy Aegis-equipped ships also tracked the flight of enemy ballistic missiles. The purpose of this paper is to examine the role of theater ballistic missile defense in U.S. theater, or operational, strategy. At the time of this writing, there exists in draft form a "Doctrine for Joint Theater Missile Defense," which attempts to set forth doctrine governing joint TMD activities; consequently, much attention is paid to this draft document in this analysis. What this essay tries to do is go one step beyond doctrine to examine the considerations necessary for employing TMD during the various operational phases of conflict. While focusing primarily on the operational level, some background is presented on the role of TMD in U.S. National Military Strategy. As defined in Draft Joint Pub 3-01.5, JTMD is composed of four integrated operations. Also in the same document, the term "Theater Missile" is applied to ballistic missiles, air-to-surface missiles, and air-, land-, and sea-launched cruise missiles whose targets are within a given theater of operation. This paper deals exclusively with the ballistic missile threat. Moreover, the analysis focuses primarily on the active defense component of joint TMD operations.

Book excerpt: Global proliferation of Weapons of Mass Destruction is directly tied to the rapid development of Theater Ballistic Missiles (TBMs) as both a political and military weapon of choice in developing nations. As such, the U.S. Joint Forces Commander (JFC) is faced with the issue of optimizing own-force Theater Missile Defense (TMD) assets as well as those of Coalition partners. Underpinning the issue of TMD resource allocation and employment are the issues of interoperability and integration of Joint Force, i.e., service component unique, Battle Management/Command, Control and Communications (BM/C3) systems into an information architecture that supports TMD. The problem of TMD BM/C3 interoperability is aggravated in coalition or multi-national warfare, where all TMD players do not have equal access to information. BM/C3 Tactical Data Processors (TDPs) have embedded data correlation or data fusion algorithms as the "brain" of the system used to develop a common picture of the battlespace. These data correlation algorithms may take the form of mathematical equations, "IF - THEN" statements or logical rules. The differences between data correlation algorithms is reflected as differences in the common picture displayed in a BM/C3 system among the various TMD players and the JFC. In order to improve multi-service and multi-national interoperability in the near term, the JFC commander may selectively alter the information architecture within a specific theater to optimize data correlation and better develop a single, common picture of the battlespace. In the long term, the JFC must advocate the joint acquisition of BM/C3 systems that not only "look alike," but "think alike."

Such threats include not only Theater Ballistic Missiles, but also cruise missiles and eventually stealth attack aircraft. The U.S. is developing new active defense systems to help meet the challenges of these threats. However, the joint doctrine, which is necessary to integrate these forces, is not keeping pace. Specifically, the doctrine must change in order to take advantage of the overlapping sensor and engagement envelopes that will become more common once these advanced defenses are fielded. This paper explores three proposals that will enable a JFC to better optimize and integrate a JTAMD network of sensors and weapons. First, the JFC should have the option of making the Area Air Defense Commander (AADC) a coequal with the Joint Force Air Component Commander. This option would improve interservice coordination and allocation of active defense units, especially during the deployment and lodgment phase of a campaign. Second, the Joint Information Control Officer (JICO) must be defined and empowered in order to overcome interservice interoperability problems and establish a theater wide JTAMD picture. Third, in order to deconflict multiple engagements and maintain overlapping sensor coverage as the battle unfolds, the AADC may have to conduct both centralized planning and centralized execution.

The inability of our forces to exchange crucial Theater Ballistic Missile (TBM) data in our legacy data link systems is a significant shortfall. The difficulty in recreating complex and comprehensive scenarios to train joint forces needs to be addressed. Finally, a method of de-confliction, coordination and TBMD asset management still does not exist. This paper examines the lessons of the OIF TBM battle as a way to view current TBMD systems and discuss better ways to organize, train and equip joint forces for the future.

To counter this threat, the United States intends to build an integrated joint theater missile defense (JTMD) with an active defense system capable of operating in a fully automated mode. Since doctrine, by definition, prescribes the method for employing combat forces, it is incumbent on the U.S. military to determine the best doctrine for employing this JTMD system. Current doctrine is inadequate in that it fails to provide the joint force commander (JFC) with the guidance necessary to organize the theater for JTMD. Future doctrine should, as a minimum, guide the JFC in making the organizational, informational and operational decisions necessary to deploy the JTMD system. In light of the continued rapid proliferation of TBMs, this doctrine must give the JFC the guidance necessary to make optimum use of JTMD assets. To ensure this optimum use, a JTMD system must include centralized command and control of active defense assets. Depending on the severity of the threat, the commander responsible for JTMD should be either the JFACC, AADC or a specifically designated JFMDC.

Of these, active defense, passive defense, and attack operations are currently being addressed in detail and have met or are moving toward successfully meeting required expectations. The fourth element; command, control, communications, computers, and intelligence (C4I) needs to be addressed in further detail. This element is the key to bringing the remaining elements together to form a strong, synergistic defense against TBMs. The theater commander must specifically address what preparations must be undertaken prior to the threat of TBM use becoming a reality. The area of command and control provides the answer through proper intelligence preparation of the battlefield, defining the methods of control during the execution of TBMD and providing for a TBMD cell which can adequately monitor the entire spectrum of TBMD.

The thesis begins with an introductory chapter asking the stated question in context, presenting the methodology used, and summarizing the proposals given at the end of the treatment. The methodological approach to this thesis involves historical and literature reviews, interviews, and a qualitative comparison of current and proposed weapons systems, capabilities, and doctrine. Broad strategic options, not specific tactical systems, are the focus of this study. The second chapter reviews milestones of missile and anti-missile, diplomatic, and political history to establish a basis for how we arrived at the present situation. Next, the third chapter reviews the current theater ballistic missile (TBM) and weapons of mass destruction (WMD) threat situation. Also, an overview of contemporary political and military reasoning is presented to provide a baseline of support for the critical need of an integrated joint and multi-layered TMD. The fourth chapter compares current and near-term Anti-Missile systems and programs, identifies a near-term Anti-Missile Capabilities Gap, and distills the plethora of situational information to four succinct implications. Finally, the last chapter provides and analyzes four proposals for possible actions that the USAF can take to answer the thesis question while taking into account the implications of the current and near-term TBM situation. Overall, this thesis recommends a philosophical shift to one in which USAF near-term Attack Operations (AO) and BMC4I integration are considered as part of an air and space power Anti-Missile Offensive Counterair effort, not simply an adjunct to a ground-force driven TMD paradigm.

However, the primary nations of interest, North Korea and Iran, have not yet demonstrated a missile that is capable of reaching the U.S. This paper argues that the greater threat to the U.S. is in the form of short and medium-range ballistic missiles that can be fired at deployed U.S. forces and the operational commander's inability to effectively counter this threat. Two hypothetical scenarios are used to illustrate that U.S. weaknesses exist in the lack of sufficient defensive capability to counter the threat, and in an insufficient command and control structure. This paper advocates a shift of ballistic missile defense focus from the established homeland defense to protection of deployed forces, allies and friends of the U.S. This can be accomplished through accelerated development and deployment of theater defensive systems, and the establishment of theater missile defense commanders who will support U.S. national missile defense in a building block approach.

To conduct its work, GAO reviewed relevant documents and visited several combatant commands, the Missile Defense Agency, Joint Staff, and other DoD organizations. GAO recommends that DoD improve its process for identifying, prioritizing, and addressing combatant command priorities by completing and publishing guidance that clearly defines each organization's responsibilities; establishing effective methodologies; comparing the Missile Defense Agency's funding plans to the commands' priorities; and providing a DoD-wide perspective on the commands' priorities. DoD generally agreed with GAO's recommendations.
