Book excerpt: Kosovo: the name conjures up blood: ethnic cleansing and war. This book reveals another side to the newest country in the world a land of generous families, strong tastes and lush landscapes: a land of honey. Elizabeth Gowing is rushed to Kosovo, on a blind date with the place, when her partner is suddenly offered the position of adviser to Prime Minister Agim ?eku. Knowing nothing of the language or politics, she is thrown into a world of unpronounceable nouns, unfamiliar foods and bewilderingly hospitable people. On her first birthday in Kosovo she is given a beehive as a gift, and starts on a beekeeping apprenticeship with an unknown family; through their friendship and history she begins to understand her new home. Her apprenticeship leads her to other beekeepers too: retired guerrilla fighters, victims of human trafficking, political activists, a women's beekeeping group who teach her how to dance, and the Prime Minister himself. She dons a beekeeper's veil, sees the bees safely through winter, manages to use a smoker, learns about wicker skeps, gets stung, harvests her honey and drizzles it over everything. In between, she starts working at Pristina s forgotten Ethnological Museum, runs a project in a restored stone house below the Accursed Mountains and falls in love with a country she had known only as a war.

Available in PDF, EPUB and Kindle. Book excerpt: A child's perspective on war. In 1998 the Serb military intensifies its efforts to expel Albanians from Kosovo. Ethnic cleansing forces many families to seek safety in the surrounding hills and mountains. The Kosovo Liberation Army fights back guerrilla style, struggling for an independent Kosovo. Some Albanian villagers support the freedom fighters. Others fear that armed resistance, which they have successfully avoided through long years of Serb repression, will only increase the death toll. And always there is terrible tension between Serbian and Albanian neighbors who once were friends. Eleven-year-old Zana Dugolli, an Albanian Kosovar, isn't sure what to think. She does know not to speak her language to Serbs. And every day she worries about her mother and father, her brothers, the farm, the apple orchard. Already she has lost her best friend, a Serb. Then Zana's village is shelled, and her worst nightmare is realized. Her father and two brothers are killed in the attack, and her leg is shattered by shrapnel. Alone in a Serb hospital, she remembers her father's words: "Don't let them fill your heart with hate." Based on a true story, Alice Mead's stark, affecting novel about a place and conflict she knows well will help young readers understand the war in Kosovo.

Book excerpt: NOTE: NO FURTHER DISCOUNT FOR THIS PRINT PRODUCT--OVERSTOCK SALE -- Significantly reduced list price while supplies last The sudden disintegration of Yugoslavia from 1992 to 1995 led to a series of violent armed ethnic conflicts that resulted in the deaths of more than a quarter-million civilians and almost 1.5 million refugees. Although NATO forces were able to end these conflicts and bring stability to most of the region, a brief flare-up occurred in 1998-99 in the autonomous province of Kosovo, which was part of Serbia. After a sustained bombing campaign against the Serbian aggressors, the United States Army entered the troubled province and eventually enforced a tenuous peace between the Kosovars and Serbs. This brief study chronicles the origins of U.S. involvement and the peace enforcement operation that followed through 2005. Military leaders, peace negotiators, military science, AP high school global studies students, and international relations students may find this resource helpful for research papers. Book excerpt: The war in Kosovo was a turning point: NATO deployed its armed forces in war for the first time, and placed the controversial doctrine of 'humanitarian intervention' squarely in the world's eye. It was an armed intervention for the purpose of implementing Security Council resolutions-but without Security Council authorization. This report tries to answer a number of burning questions, such as why the international community was unable to act earlier and prevent the escalation of the conflict, as well as focusing on the capacity of the United Nations to act as global peacekeeper. The Commission recommends a new status for Kosovo, 'conditional independence', with the goal of lasting peace and security for Kosovo-and for the Balkan region in general. But many of the conslusions may be beneficially applied to conflicts the world-over.

Book excerpt: My Kosovo Experience: Perspectives on Europe's Newest State offers an understanding of Kosovo and the Balkans from the viewpoint of students that participated in the Balkans Peace Program 2012 organized by the Bislimi Group Foundation. The book consists of essays that depict a foreigner's perspective on and experience of Kosovo, its people, culture, and history. This book is particularly interesting because it provides the reader with a first-hand account of what Kosovo is all about. Contributing authors have shared both their experiences as well as their personal stories about Kosovo and the Balkan countries surrounding Kosovo such as Albania, Montenegro and Macedonia. What makes this book unique is that it combines an academic approach with an essayist one--a combination that makes for an educational and an easy read. Topics explored in the book include international development, education, peace-building and peace-keeping, state-building, ethnic conflict, and post-conflict reconstruction. If you are not interested in reading the politicians, policymakers, professional journalists, historians, and academicians viewpoint on Kosovo and its people, but rather you want a first-hand story of ordinary people who left the comforts of their Western homes to travel to and live in Kosovo with local Albanian host families for the Balkans Peace Program, then this is the book you want. All proceeds from this book will go to support the educational programs of the Bislimi Group Foundation.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers a thorough appraisal of Operation Allied Force, NATO's 78-day air war to compel the president of Yugoslavia, Slobodan Milosevic, to end his campaign of ethnic cleansing in Kosovo. The author sheds light both on the operation's strengths and on its most salient weaknesses. He outlines the key highlights of the air war and examines the various factors that interacted to induce Milosevic to capitulate when he did. He then explores air power's most critical accomplishments in Operation Allied Force as well as the problems that hindered the operation both in its planning and in its execution. Finally, he assesses Operation Allied Force from a political and strategic perspective, calling attention to those issues that are likely to have the greatest bearing on future military policymaking. The book concludes that the air war, although by no means the only factor responsible for the allies' victory, certainly set the stage for Milosevic's surrender by making it clear that he had little to gain by holding out. It concludes that in the end, Operation Allied Force's most noteworthy distinction may lie in the fact that the allies prevailed despite the myriad impediments they faced.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers an original and insightful analysis of the human rights inadequacies that arise in the practice of UN territorial administration by analysing and assessing the practice of UNMIK. It provides arguments based on law and principles to support the thesis that a comprehensive legal framework governing the activities of the UN mission is a crucial prerequisite for its proper functioning. This is complemented by a discussion of several emerging issues surrounding the UN activity on the ground, namely, its legislative, judicial, and executive power. The author offers an extensive and well-documented analysis of the UN’s capacity as a surrogate state administration to respond to the needs of the governed population and, above all, protect its fundamental rights. Based on her findings, Murati concludes that only a comprehensive mandate can serve the long term interests of the international community’s objective to efficiently promote, protect, and fulfil human rights in a war-torn society. UN Territorial Administration and Human Rights provides a detailed critical legal analysis of one of the major UN administrations of territory after the Cold War, namely, the UN administration of Kosovo from 1999 to 2008. The analysis in this book will be beneficial to international law and international relations scholars and students, as well as policymakers and persons working for international organisations. The analysis and the lessons learned through this study shed light on the challenges entailed in governing territories and rebuilding state institutions while upholding the rule of law and ensuring respect for human rights.

Book excerpt: In EU Peacebuilding in Kosovo and Afghanistan: Legality and Accountability Martina Spernbauer offers a comprehensive account of the EU's peacebuilding toolbox in light of the Union's constitutional architecture under the Treaty of Lisbon. A detailed analysis of EU peacebuilding in Kosovo and Afghanistan, with a focus on the security and justice sectors, demonstrates that the Union's continuous dichotomy between the Common Foreign and Security Policy (CFSP) and other Union policies is difficult to maintain for this multi-faceted, comprehensive policy framework, which lies at the interface of security, justice and development. Within this analysis, the central questions of compliance of EU external action with international law and international human rights law in particular under CFSP, as well as accountability towards third countries and their nationals are addressed.

Book excerpt: As more than one million displaced Kosovars crossed borders into Albania and other former Yugoslav republics of Macedonia and Montenegro, the E.U. member states reacted with confusion and lack of unity. While political attention focused on the bombing campaign, public attention - stimulated by media images - was focused on the misery and suffering of fellow Europeans. The book describes and analyzes the vacillations of seven E.U. member states (Germany, Netherlands, U.K., Sweden, Austria, Italy and France) concerning the management of this European refugee crisis.

This book was released on 2015 with total page 385 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Advisory Opinion of the International Court of Justice on Kosovo, handed down in 2010, was the first instance at which the Court had ruled on an unilateral declaration of independence. It stated that there was no objection to the declaration of independence under international law. It was highly controversial, as the Opinion could be seen to set a precedent for endorsing secession more widely. This book, written by an unparalleled team of experts, investigates the interplay between law and politics that took place over Kosovo's independence, both generally and in the specific context of the Advisory Opinion. It investigates how the International Court of Justice became the battleground over which Kosovo's independence was fought, and how the political arguments in favor of Kosovo's independence changed in the legal setting of the Court. It studies what the Court wanted to achieve, whether it succeeded in those aims, and the contentious reception its Opinion received. The book is structured in five parts, first setting out the historical and political context to the case, focusing on the conflicting narratives of reality within Serbia and Kosovo, of which the ICJ case was only a continuation, and the political arguments for and against Kosovo's independence. Secondly it examines in detail how the case was argued, what were the litigation strategies of the participating states, why some arguments rose to the forefront while others did not. In doing so it will extensively discuss the written and oral pleadings of all the participating states. Thirdly it analyses the Advisory Opinion itself, as well as things that the Court left unsaid with regard to general international law. Fourthly it looks at the consequences that the Opinion has had on the continuing dispute between Serbia and Kosovo, and how it was received in the international legal sphere. Finally, it examines the broader repercussions the Opinion might have on other cases of secession, even if it was probably designed not to have any.

Book excerpt: This 2017 Article IV Consultation highlights that Kosovo has made significant progress since the 2015 Article IV consultation in ensuring fiscal discipline and strengthening the financial sector. The fiscal deficit has been kept well below the 2 percent of GDP fiscal rule ceiling, government bank balances are now above the minimum level of 4.5 percent of GDP, and public debt remains low. Banks remain healthy and credit growth has increased. Notwithstanding, important structural challenges remain. Although medium-term growth is now projected at about 4 percent, more and better growth is needed to accelerate income convergence with the European Union and reduce inequality. The fiscal deficit is expected to remain within the fiscal rule while accelerating the investment financed by international financial institutions.
