Most of the asteroids, however, are located between Mars and Jupiter in a grouping known as the Main Asteroid Belt. While “house-sized” asteroids are considered small, those smaller fragments contain metals worth millions of dollars. Due to commercial mining, such metals exist in scarce quantities on Earth. Therefore, the era of near-Earth asteroid mining is upon us. Asteroid mining is the exploitation of raw materials from asteroids -- also known as planetoids -- and other minor planets, including near-Earth objects. These raw materials include precious metals, such as gold and silver. With terrestrial natural resources slowly diminishing, then-President Barack Obama signed into law the U.S. Commercial Space Launch Competitiveness Act. As applied, this Act prohibits the private or public sector ownership of an asteroid. However, a private or public entity -- should it develop the means by which to mine in space -- may legally possess any natural resource it can extract from said asteroid. When signed, this Act forged a path for any entity to begin the preparations necessary for the extraction of precious metals and natural resources from an asteroid. Thus, near-Earth asteroid mining can no longer be considered an enterprise of the distant future. Of course, extracting a surplus of minerals -- some perhaps unknown to mankind -- from a space rock near Earth's atmosphere raises many red flags. One issue raised by asteroid mining involves the difficulty in tailoring current environmental laws and international treaties to protect Earth's natural environment and mine legally. To some, the benefits of near-Earth asteroid mining greatly outweigh the burdens, including the negative environmental impacts. To others, this is not the case. The key concern amongst environmentalists is air quality. Currently, mining burdens Earth's air quality with hazards such as fly ash, bottom ash, and flue-gas desulfurization. Near-Earth asteroid mining will produce similar environmental issues, requiring the United States to refine its current environmental laws. Part I of this Note will address outer space laws and their impacts on near-Earth asteroid mining, focusing primarily on the Outer Space Treaty, the Moon Treaty, and the Convention on International Liability for Damage Caused by Space Objects. Then, this Note will analyze applicable existing United States environmental laws and what these laws mean regarding near-Earth asteroid mining. Currently, existing United States environmental laws, such as the National Environmental Policy Act, and the Clean Air Act, are not sufficient to govern the incoming environmental effects of near-Earth asteroid mining. Near-Earth asteroids (NEAs) contain water, which can serve as a fuel in space, and platinum group metals, which are valuable on Earth. The presence of these resources has prompted high valuations of the near-Earth asteroid population, but it is not immediately apparent if those valuations are accurate or if they can be realized. This thesis developed the Valley of Death model to frame the challenges opposing the development of an asteroid mining industry. This model poses the two following questions. What is the cash flow of a water/platinum group metal asteroid mining industry? How can the Valley of Death be crossed to realize that cash flow? The first question was answered in the affirmative for water with a Monte Carlo simulation of the near-Earth asteroid population under resource content, price, and accessibility constraints. To assess the cash flow of platinum group metals a basis of comparison was developed between large platinum-rich near-Earth asteroids and terrestrial mines. This comparison demonstrated that, while the high valuation of the asteroids is accurate, the technical challenges of mining, refining, and transporting platinum render it unlikely to have a positive cash flow without dramatic technological advances that provide no immediate benefits. To answer the second question, the twin concepts of uncertainty reduction and technological advancement, resting on a foundation of progress incentivization, were developed. Uncertainty reduction consists of clarifying the legal status of asteroid mining and identifying the precise content and location of near-Earth asteroid resources. Technological advancement is needed to mine water at scale and to accurately assess the costs of mining platinum group metals. Incentivizing both tasks, possibly with prize competitions, will enable the industry to traverse the Valley of Death. This thesis concludes by discussing edge cases in asteroid mining which provide avenues for future research.

We identify five major technology, policy, and social issues that must be addressed: surveying duties, technology development, mining and ownership right, and profitability or market demand. We use analysis of existing proposals and relevant historical cases from other resource rushes to evaluate regulatory concepts and determine who (international, national, or private agents) should exercise these policies. The goal is to use history and anticipatory governance to ensure the social and economic value of space resource extraction activities. Developing technologies to support the exploitation of space mineral resources would be best supported through intellectual property right support as well as public/private contests in light of the overlap of interests between public and private space systems developers. Surveying programs should share location data as a public service, but be allowed to maintain the characterization data as intellectual property to help substantiate a licensed claim or to be bought and sold. Ownership policies should mimic the actual licensing mechanisms seen with orbital allocation to mineral resources, and a claim system should encourage further risk mitigation, exploitation, and surveying done by private agents to strengthen and sustain a claim. Finally, infrastructure development for market creation and transportation of mineral resources from space to surface is fundamentally an applied research issue, and should be handled by private agents because the public and private benefits of these projects has yet to be determined."--Abstract.

We are in the best times to have ever lived on planet Earth and the future will only be better. All this we take for granted. Greens may have started as genuine environmentalists. Much of the green movement has now morphed into an unelected extremist political pressure group accountable to no one. Greens create problems, many of which are concocted, and provide no solutions because of a lack of basic knowledge. This book examines green policies in the light of established knowledge and shows that they are unrealistic. Policies by greens adopted by supine governments have resulted in rising costs, increased taxes, political instability, energy poverty, decreased longevity and environmental degradation and they don't achieve their ideological aims. Wind, solar and biomass energy emit more carbon dioxide than they save and reduction of carbon dioxide emissions does nothing to change climate and only empties the pocket. No stainless steel teaspoon could be made using green "alternative energy." This book argues that unless the greens live sustainably in caves in the forest and use no trappings of the modern world, then they should be regarded as hypocrites and treated with the disdain they deserve.
