The paper examines the danger that federal regulations and incentives pose to testing and accountability systems in Florida and every other state. The limits of No Child Left Behind and the promise of Florida's success suggest that federal policies that give states greater authority to direct education reform hold promise for improving education when states and citizens commit to effective reforms. The paper states that as policymakers review No Child Left Behind, Congress and the Obama Administration should recognize three important lessons: (1) No Child Left Behind has failed to deliver meaningful improvement in student learning; (2) Florida's experience demonstrates the opportunity for state-directed education reform; and (3) NCLB's accountability regulations threaten to undermine state accountability reforms. Given these lessons, Members of Congress and state policymakers should re-evaluate federal and state governments' current approach to improving public education. At the federal level, Congress and the incoming Administration should limit federal policymaking authority and transfer greater power back to the state and local levels--and they should end perverse incentives for states to weaken state standards. State policymakers should learn from Florida's success and implement systemic education reform to hold schools and students accountable for results, expand parental choice, and improve school and teacher effectiveness. Book excerpt: This study investigated how education policy influences student success, and if there are linkages between K-12 education policy and higher education. Historically, education has primarily been a function of state and local governments. The role of the federal government drastically changed with the passage of the No Child Left Behind Act in 2001. This thesis focused on the influence of No Child Behind on several indicators of student success in K-12 and postsecondary education. All fifty states were examined in this study. This approach is rather unusual since it is typical to focus on one state or a small group of states. In addition to the state level analyses, macro analyses were also conducted to generate sounder policy prescriptions. This study tested three primary research questions. (1) The first research question tested possible changes in several measures of student success since the implementation of No Child Left Behind. (2) The second research question analyzed the relationship between K-12 education policy and higher education. (3) The third research question addressed the possibility that state education reforms have had an impact on test scores, graduation rates, and college enrollment. After testing the three research questions the following results were found. (1) Findings showed that K-12 test scores have improved on the national level since the implementation of No Child Left Behind, but there are several states that have witnessed a decline in test scores since legislation was enacted. (2) There was no relationship between the state reforms and the variables that measured student success. Based on the findings, policy prescriptions were generated for both leaders within education and policymakers.

Book excerpt: Since the passage of Lyndon Johnson's 1965 Elementary and Secondary Education Act, standards-based testing has become a government initiative and part of a massive educational reform throughout the country. By January 8 2002, President Bush signed "No Child Left Behind" into law as the latest iteration of Johnson's early educational reform. Under "NCLB" legislation, school districts in all states must implement a standards-based test accountability program that ensures the adequate yearly progress (AYP) of all schools in every district. The two fundamental aims of "NCLB" require that a) all states, school districts, and schools work towards closing the achievement gaps that exist primarily between high and low performing, minority and non-minority students; and b) holding states, school districts, and schools accountable by imposing penalties and government sanctions if AYP is not attained and the achievement gap persists. Currently in its fifth year, "NCLB" has generated much discussion, both positive and negative, as evidenced by the research literature. In this thesis I will analyze the impact of "NCLB"'s subgroup provision--requirement for the separation of disadvantaged student test scores in the accountability systems--contrasting its intended purpose of closing achievement gaps and holding schools accountable with what it has actually created in practice. First I will provide a brief history of the origins of the educational accountability movement that "NCLB" exemplifies. Second, I will address the chief educational problem of the "NCLB" policy. Instead of helping schools in greatest need--low-income schools with a high population of variously disadvantaged students classified as subgroup students--"NCLB" places these schools at a greater disadvantage for closing the achievement gaps and further diminishes the quality of education they offer. Lastly, I will discuss possible solutions to these problems and the larger issue of reforming "NCLB" based on the realities that have been presented since it implementation in 2002.

The act's provisions, including teacher evaluations; an emphasis on science, technology, engineering, and mathematics (STEM); and mandatory standardized testing, changed the landscape of public education. Whether these initiatives improved the quality of American education is the subject of intense debate (Moores, 2004), but there exists a measurable impact on test scores, which lends credence to the idea that it was a successful policy.
