Ultimately, five countries and their national strategy documents were selected for assessment: Australia, Brazil, South Africa, the United Kingdom, and the United States. Once the data was gathered, the monograph written so as to compare and contrast the various processes employed by each nation in their strategy document development. The last portion of the analysis evaluates the lessons learned from all five cases and identifies specific lessons that could be applicable to strategy document formulation for any future actor engaged in the process.

Book excerpt: A new National Security Strategy is warranted, a strategy that addresses this watershed era of unprecedented and revolutionary change. This paper argues that, at a time when we need it most, our government's executive branch cannot produce a relevant, coherent, forceful National Security Strategy. The primary reason for this failure is our reliance on a strategy-development process appropriate to and comfortable with incremental change, but ill suited to deal with the complete transformation of world order. Our focus is on process. We contend that the "what" of a National Security Strategy, its substance, is in large measure determined by the "how," the process by which it is developed. The process that produced the National Security Strategy of the United States, August 1991, the current official strategy document, failed to produce strategy. If left to the current process and participants, future NSS documents will remain unsatisfactory. We propose on Office of National Strategy within the Executive Office of the President. Two groups would form the office. An ad hoc group of cabinet-level capability would meet to work for the President in designing and writing his strategy. This same group would convene at his term mid-point to review the strategy. A small, permanent group would monitor and report on the execution and effectiveness of the strategy. The solution proposed would take the development of National Security Strategy off-line, outside the existing bureaucracy, away from the participants who currently dominate the process. A document written away from the consensus-dependent interagency arena and free from public and congressional scrutiny until developed, would fully represent the President's views, ideals and principles.
