This framework, which is fully consistent with U.S. Environmental Protection Agency guidance on monitoring plan development, includes identification of monitoring objectives and the development of monitoring hypotheses to focus the monitoring plan, and the development of exit criteria that include action levels and alternative actions for terminating or continuing the restoration project and/or its monitoring program.
