We grow dis heartened when we seek the good effect of a penal statute among the individuals who have felt its heavy hand, and this is most sincerely to be regretted, but we pluck up heart when we see the number of individuals who are deterred from crime and educated to an appreciation of the common rights by the law's enforcement.
