These losses are due to unemployment and to wage reductions which reflect more permanent impairment of earnings capacity. It is important to know the long terms effects of job displacement. Many prospective changes in government policy can result in reductions in demand for specific products and lead to some job displacement. This paper reviews seventeen recent studies of the effects of job loss on earnings. They range from case studies of specific plant closures to more broadly based studies of the effects of job loss, in which control groups are used to estimate losses in earnings over a number of years after layoff. Methods of analysis range from simple tabulations to estimation of income determination models based on human capital theory. The losses documented in these studies can be taken to illustrate the magnitude of losses that would result from displacements due to increased import penetration. Some of the studies deal with job losses specifically due to increased import competition, but all are concerned with job losses following declines in demand for domestic production. Whatever the cause of a fall in demand for the products of an industry, increased import penetration, changes in tastes, etc., the skills of workers that are specifically adapted to either the industry or to particular firms within that industry become less valuable.

Aggregate effects on employment are estimated to be limited. But many jobs will be lost in the shrinking high-emission industries, while many others will be created in the expanding low-emission activities. This edition of the OECD Employment Outlook examines the characteristics of the jobs that are likely to thrive because of the transition (“green-driven jobs”), including their attractiveness in terms of job quality, and compares them to jobs in high-emission industries that tend to shrink. The cost of job displacement in these latter industries is assessed along with the trajectories of workers out of them towards new opportunities, and the labour market policies that can facilitate job reallocation. This study examines empirically some of the effects of a permanent labor displacement which might result from changes in international trade policy. Specifically, it presents estimates of how job displacement would change the long-term earnings of workers in 11 industries, and relates the findings to industry characteristics so that they can be projected to industries not directly studied. This study was designed to assist in determining industries in which trade liberalization would impose large losses on workers. Results show that average prime age male workers suffer substantial losses of earnings in industries where the normal rate of labor turnover is low and prime age males make up a high percentage of the total labor force. These industries also tend to be high wage industries. Displacement from the auto and steel industries is estimated to reduce earnings over a 6 year period by about 24%, and by almost as much in several other high wage industries. The estimated loss in low wage industries was much smaller, averaging about 5%, in some cases, such as cotton weaving, no appreciable loss could be detected.

This report examines the effects of rural American economies as they grow away from agriculture and toward dependence on manufacturing and service industries. Using data from the federal Bureau of Labor Statistics' Displaced Worker Survey, the study examines the extent of permanent job losses in rural areas compared with large urban areas. It identifies rural workers who were displaced from jobs due to plant shutdowns or other permanent layoffs, showing that such layoffs have been proportionately higher in rural labor markets than in urban counterparts. The report describes economic losses caused by job displacement, particularly the long periods of joblessness and displacement caused by shifts toward lower-paying jobs in rural areas. Judged by medians, rural displaced workers experienced jobless periods nearly two-thirds longer than urban workers. They were also 50% more likely to experience severe loss of earnings following displacement. The loss of group health insurance is another significant problem for displaced rural workers. Only 65% of rural workers obtained new health insurance coverage, as compared with 74% of urban workers. While annual wages in urban areas have grown as fast as inflation, rural workers have seen the purchasing power of their annual wages decrease by 7% in recent years. The report concludes that any policy response must be directed toward renewed earnings growth for rural employment. (TES)
