Book excerpt: The Consumer Expenditure (CE) surveys are the only source of information on the complete range of consumers' expenditures and incomes in the United States, as well as the characteristics of those consumers. The CE consists of two separate surveys: (1) a national sample of households interviewed five times at three-month intervals; and (2) a separate national sample of households that complete two consecutive one-week expenditure diaries. For more than 40 years, these surveys, the responsibility of the Bureau of Labor Statistics (BLS), have been the principal source of knowledge about changing patterns of consumer spending in the U.S. population. In February 2009, BLS initiated the Gemini Project, the aim of which is to redesign the CE surveys to improve data quality through a verifiable reduction in measurement error with a particular focus on underreporting. The Gemini Project initiated a series of information-gathering meetings, conference sessions, forums, and workshops to identify appropriate strategies for improving CE data quality. As part of this effort, BLS requested the National Research Council's Committee on National Statistics (CNSTAT) to convene an expert panel to build on the Gemini Project by conducting further investigations and proposing redesign options for the CE surveys. The charge to the Panel on Redesigning the BLS Consumer Expenditure Surveys includes reviewing the output of a Gemini-convened data user needs forum and methods workshop and convening its own household survey producers workshop to obtain further input. In addition, the panel was tasked to commission options from contractors for consideration in recommending possible redesigns. The panel was further asked by BLS to create potential redesigns that would put a greater emphasis on proactive data collection to improve the measurement of consumer expenditures. Measuring What We Spend summarizes the deliberations and activities of the panel, discusses the conclusions about the uses of the CE surveys and why a redesign is needed, as well as recommendations for the future.

Book excerpt: All types of consumer expenditures ultimately vie for the same pool of limited resources -- the consumer's discretionary income. Consequently, consumers' spending in a particular industry can be better understood in relation to their expenditures in others. Although marketers may believe that they are operating in distinct and unrelated industries, it is important to understand how consumers, with a given budget, make trade-offs between meeting different consumption needs. For example, how much would escalating gas prices affect consumer spending on food and apparel? Which industries would gain most in terms of extra consumer spending as a result of a tax rebate? Answers to these questions are also important from a public policy standpoint because they provide insights into how consumer welfare would be affected as consumers reallocate their consumption budget in response to environmental changes. This study proposes a structural demand model to approximate the household budget allocation decision, in which consumers are assumed to allocate a given budget across a full spectrum of consumption categories to maximize an underlying utility function. The authors illustrate the model using Consumer Expenditure Survey data from the United States, covering 31 consumption categories over 22 years. The calibrated model makes it possible to draw direct inferences about the trade-offs individual households make when they face budget constraints and how their relative preferences for different consumption categories vary across life stages and income levels. The study also demonstrates how the proposed model can be used in policy simulations to quantify the potential impacts on consumption patterns due to shifts in prices or discretionary income.

As societies have developed, it would seem that spending money on a frequent basis has become a way of life for many consumers. A seemingly endless and ever-increasing number of brands, social occasions, and websites/applications provide an abundance of opportunities for us to part ways with our money. Scenarios such as grabbing a couple of drinks with a friend after work, buying a gift for an upcoming birthday celebration, or purchasing tickets online to an upcoming sporting event all involve seemingly straightforward transactions which involve spending money. My dissertation contributes to the consumer financial decision-making literature by examining how interpersonal features (between consumers, essays 1 & 2, between business and consumer, essay 3) of a purchasing scenario may impact the decisions consumers make or the satisfaction consumers derive from spending their money. In this dissertation, I explore how the method of payment consumers use to pay for a shared experience can impact the enjoyment of an experience (essay 1), how income inequality in relationships can impact spending on gifts (essay 2), and how the pricing structure retailers offer to consumers can impact their perceived trustworthiness and purchase intent (essay 3). In my first essay, we propose that the method of payment consumers use to pay for shared experience can impact how transactional the payment is perceived to be, which has downstream consequences on the enjoyment of an experience. My second essay examines how relative income, or income inequality, in social relationships can impact the amount of money consumers spend on gifts. We find that when gift-givers earn relatively more than the gift recipient, they engage in more prosocial spending via buying more expensive gifts, on average, compared to buying a gift for a recipient who earns relatively more than themselves. In my third essay, we study how the pricing structure retailers choose to convey to customers can impact how trustworthy the retailer appears, which subsequently influences purchase intentions
