Book excerpt: This Element argues that the low dynamism of low- to mid-income Arab economies is explained with a set of inter-connected factors constituting a 'segmented market economy'. These include an over-committed and interventionist state with limited fiscal and institutional resources; deep insider-outsider divides among firms and workers that result from and reinforce wide-ranging state intervention; and an equilibrium of low skills and low productivity that results from and reinforces insider-outsider divides. These mutually reinforcing features undermine encompassing cooperation between state, business and labor. While some of these features are generic to developing countries, others are regionally specific, including the relative importance and historical ambition of the state in the economy and, closely related, the relative size and rigidity of the insider coalitions created through government intervention. Insiders and outsiders exist everywhere, but the divisions are particularly stark, immovable and consequential in the Arab world.

Among the facts and causes Posner identifies are: excess savings flowing in from Asia and the reckless lowering of interest rates by the Federal Reserve Board; the relation between executive compensation, short-term profit goals, and risky lending; the housing bubble fuelled by low interest rates, aggressive mortgage marketing, and loose regulations; the low savings rate of American people; and the highly leveraged balance sheets of large financial institutions. Posner analyzes the two basic remedial approaches to the crisis, which correspond to the two theories of the cause of the Great Depression: the monetarist--that the Federal Reserve Board allowed the money supply to shrink, thus failing to prevent a disastrous deflation--and the Keynesian--that the depression was the product of a credit binge in the 1920's, a stock-market crash, and the ensuing downward spiral in economic activity. And why does the Middle East remain drastically underdeveloped compared to the West? In The Long Divergence, one of the world's leading experts on Islamic economic institutions and the economy of the Middle East provides a new answer to these long-debated questions. Timur Kuran argues that what slowed the economic development of the Middle East was not colonialism or geography, still less Muslim attitudes or some incompatibility between Islam and capitalism. Book excerpt: Ever since the First World War, socialists have considered imperialism a calamity: responsible for militarism, economic stagnation, and assaults on democracy in the metropolitan countries, an impediment to economic and cultural development in the Third World. So widespread has this view become that it is shared, in its essentials, not only by Marxists but also by an entire school of liberal development economists. Bill Warren breaks with this traditional outlook, arguing that the theory of imperialism, one of Marxism's most influential concepts, is not only contradicted by the facts, but has diluted and distorted Marxism itself. In particular, Warren disputes the claim that "monopoly capitalism" represents the ultimate stage of senile capitalism and sets out to refute the notion that imperialism is a regressive force impeding or distorting economic development in the Third World. The book argues on the contrary that direct colonialism powerfully impelled social change in Asia and Africa, laying the foundation for a vibrant indigenous capitalism. Finally, it takes issue with the conventional view that postwar economic performance in the Third World has been disastrous, presenting a powerful empirical case that the gap between rich and poor countries is actually narrowing.
