Employers are not able to support sustained reservist absences that are now more frequent and for longer periods of time. The need to support employers has increased with the new U.S. National Security Strategy. Adequate support from Congress to employers is necessary. Reservists must maintain employment and thus they encounter more issues surrounding their dual-status than they have in the past. Increased communication between DoL, DoD (ESGR) and employers on supporting the employment of reservists will assist in educating employers about the nation's reliance on them and reservists in maintaining national security. Governmental agencies at both state and federal levels must support and inform employers about the restructuring of the reserve forces from a strategic reserve to an operational reserve. This has not been done effectively. Making employers aware of this transformation within the reserve components is essential if an operational reserve is to be successful. Addition by Congress of tangible benefits that aid the employer in temporarily replacing the reservist during deployment will garner employer support. Recruitment and retention initiatives for the operational reserve component force are also essential. At the top of the initiative list is developing a strategy that will support employers. When reservists are absent from work, employers and businesses lose money. Today, concerns for employers are not addressed by monetary or other cost saving incentives which is a language employers and businesses understand. The study recommends such a policy be established which allows personnel replacements, other forms of reimbursement, and employer partnerships that when combined fully support the civilian employers of the operational reserve.

In the early republic, the ideal of a citizen-solider, capable of taking the field with little or no training, predominated. The realities of modern combat slowly made it clear that a more professional force was required, but policy changes failed to keep up with that changing necessity. The nation struggled to provide adequate training and equipment to the reserve component throughout the Cold War until the idea of a Total Force, which integrated regular and reserve components, emerged and was achieved. It wasn't until the defense buildup of the 1980s that the ideal of a combat-ready reserve became reality. The core of this book focuses on what came next, from 1990 to 2011, with particular emphasis on the decade after 9/11. The Persian Gulf War demonstrated both the effectiveness of the reserve and the challenges it continued to face. The post-Cold War drawdown during the 1990s made the smaller active component more dependent on the reserves than it had been since the nation's founding. The reserve component proved itself yet again in the wars following 9/11, but also became strained as it became clear just how much the nation depended on its Guard and reserve. Finally, the authors detail the policy changes made midstream in an attempt to address issues with the overextended force, such as balancing training and deployment with civilian lives and careers, providing health care to reservists, and integrating the active and reserve components. Book excerpt: Since 2001, the Department of Defense (DOD) has relied on more than 600,000 members of the National Guard and Reserve components to support various operations abroad and at home. In particular, from September 2001 to July 2007, the department deployed more than 434,000 reservists to support operations in DOD's Central Command area of responsibility that includes Afghanistan and Iraq. Furthermore, DOD has modified its mobilization policy, which had previously limited the cumulative amount of time that reservists could be involuntarily called to active duty for the Global War on Terrorism. Under DOD's new policy, which went into effect in January 2007, involuntary mobilizations for reserve component service members are generally limited to no more than 12 months, and there are no cumulative limits on these involuntary mobilizations. While on active duty, reservists may be unable to take the required professional development courses or periodic tests needed to retain their professional currency in fields such as accounting or software engineering. The Uniformed Services Employment and Reemployment Rights Act (USERRA) protects rights of qualifying National Guard members, reservists, and certain other members of the uniformed services returning to their civilian employment after being absent due to military service. The act, however, does not explicitly address issues related to licenses and certifications.
