Available in PDF, EPUB and Kindle. Book excerpt: Homelessness in Los Angeles has burst its traditional borders. These days, downtown's Skid Row is only the ugly epicenter of a staggering problem that radiates outward for more than one hundred miles. Homelessness has spread to gloomy underpasses and dark side streets, to parks, libraries, and subway platforms, so that there are now more than 50,000 people who lack a regular place to sleep in Los Angeles County. From Long Beach to Hollywood to Beverly Hills to Lancaster, no Angeleno can credibly claim to be unaware of the squalid tent cities, the sprawling encampments, or the despair and misery displayed there. In March 2018, the Editorial Board of the Los Angeles Times published a powerful six-part series describing the problem in this city--one that is mirrored to one degree or another up and down the West Coast, from Portland to San Francisco to San Diego. The editorials explain who LA's homeless people really are and how they got there, call for changes in policy toward the mentally ill, and urge weak-kneed politicians to be leaders in the struggle to provide housing for the homeless. All six editorials have now been bound together into a single vital and disturbing book.

Book Synopsis Homelessness Is a Housing Problem by : Gregg Colburn
Download or read book Homelessness Is a Housing Problem written by Gregg Colburn and published by Univ of California Press. This book was released on 2022-03-15 with total page 283 pages. Available in PDF, EPUB and Kindle. Book excerpt: Using rich and detailed data, this groundbreaking book explains why homelessness has become a crisis in America and reveals the structural conditions that underlie it. In Homelessness Is a Housing Problem, Gregg Colburn and Clayton Page Aldern seek to explain the substantial regional variation in rates of homelessness in cities across the United States. In a departure from many analytical approaches, Colburn and Aldern shift their focus from the individual experiencing homelessness to the metropolitan area. Using accessible statistical analysis, they test a range of conventional beliefs about what drives the prevalence of homelessness in a given city—including mental illness, drug use, poverty, weather, generosity of public assistance, and low-income mobility—and find that none explain the regional variation observed across the country. Instead, housing market conditions, such as the cost and availability of rental housing, offer a far more convincing account. With rigor and clarity, Homelessness Is a Housing Problem explores U.S. cities' diverse experiences with housing precarity and offers policy solutions for unique regional contexts.

Book excerpt: Throughout California and major urban centers across the United States, the country is experiencing unprecedented levels of homelessness. In Los Angeles County, specifically, leaders and public agencies alike are scrambling to find solutions to this major source of contention. An unstable housing market in addition to the lack of mental health and substance abuse treatment have been linked to the high increase in rates of homelessness. In the last decade, Los Angeles County has witnessed a sharp increase in homeless rates. According to the Los Angeles County Homeless Services Authority (LAHSA), there are over 66,000 homeless individuals in Los Angeles County (2020). Urban centers like San Francisco, Los Angeles and San Diego are facing ever challenging obstacles to tackle this complex problem. Some researchers argue that one of the root causes is the lack of affordable housing. Others argue that mental health and substance abuse are the driving force behind the homeless epidemic. This paper seeks to identify both of the major factors contributing to homelessness and also potential solutions. It also seeks to critique current policies that have exacerbated the problem and other policies that have failed. The research study proposed will incorporate a quantitative method in its design. The proposed study can be best described as explanatory research intended to better understand homelessness in Los Angeles County. The study will use a self-reported questionnaire for a non-numerical understanding of the phenomenon. It will incorporate quantitative data to better capture the personal attributes of the homeless. This type of data is generally difficult to capture. Therefore, this study's strength is its ability to gather data that would otherwise be strenuous to capture. In the last several years the state of California and the city and county of Los Angeles have passed new legislation that has directly or indirectly affected homelessness. The proposed study seeks to make a link between failed policies and the increase in homelessness. Homelessness has increased 13% in the last year (LAHSA, 2020). Clearly, legislation like Measure HHH has had little impact on Homelessness. Lastly, the study may point to future directions in public policy development and implementation. By studying the data captured legislators can consider the hurdles the homeless population faces.

The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

Book excerpt: The connection between health and the dwellings of the population is one of the most important that exists, declared Florence Nightingale. But what is actually known about the connection? Stella Lowry looks at some of the major influences on housing and health in Britain today. manage more conditions largely or solely in the community, and hospital doctors to use day case techniques and early discharge. This is safe only if patients' home conditions are known and the probable effects of these understood. Doctors are often asked to help patients obtain rehousing on medical grounds, so they need to know how this system works. Perhaps most importantly, doctors have a responsibility to suggest policies which might prevent avoidable illness. This comprehensive survey provides evidence for making such proposals.
