Available in PDF, EPUB and Kindle. Book excerpt: In this vivid portrait of life in Chicago in the fifty years after the Civil War, Margaret Garb traces the history of the American celebration of home ownership. As the nation moved from an agrarian to an industrialized urban society, the competing visions of capitalists, reformers, and immigrants turned the urban landscape into a testing ground for American values. Neither a natural progression nor an inevitable outcome, the ideal of home ownership emerged from the struggles of industrializing cities. Garb skillfully narrates these struggles, showing how the American infatuation with home ownership left the nation's cities sharply divided along class and racial lines. Based on research of real estate markets, housing and health reform, and ordinary homeowners—African American and white, affluent and working class—City of American Dreams provides a richly detailed picture of life in one of America's great urban centers. Garb shows that the pursuit of a single-family house set on a tidy yard, commonly seen as the very essence of the American dream, resulted from clashes of interests and decades of struggle.

Available in PDF, EPUB and Kindle. Book excerpt: This is a study of how a bureaucracy allocates a commodity or a service in this case, public housing. In the broadest sense, it seeks to understand how bureaucrats try to resolve two often conflicting goals of regulatory justice: equity (treating like cases alike on the basis of rules) and respon siveness (making exceptions for persons whose needs require that rules be stretched). It analyzes the extent to which such factors as bureaucratic norms, the task orientation of workers, third-party pressure, and outside intervention affect staff members' use of discretion. Many of the rules under consideration were intended by federal officials to achieve such programmatic objectives as racial desegregation and housing for the neediest; in this regard, the study is also an examination of federal-local relationships. Finally, the study examines how the use of discretion changes over time as an agency's mission shifts and reforms are attempted. This book is directed at the audience of administrators of programs who offer services to the public and struggle with how to allocate them. The book is also intended for those concerned with housing policy, partic ularly the difficult problems of whom to house. Finally, it is hoped that students of public management, social welfare, government, and urban planning, who are interested in how public policy is administered through a bureaucracy, will find the book insightful. The case chosen for study is the Boston Housing Authority.

Available in PDF, EPUB and Kindle. Book excerpt: The Progressives and the Slums chronicles the reform of tenement housing, where some of the worst living conditions in the world existed. Roy Lubove focuses his study on New York City, detailing the methods, accomplishments, and limitations of housing reform at the turn of the twentieth century. The book is based in part on personal interviews with, and the unpublished writings of Lawrence Veiller, the dominant figure in housing reform between 1898 and 1920. Lubove views Veiller's role, surveys developments prior to 1890, and views housing reform within the broader context of progressive-era protest and reform.

Available in PDF, EPUB and Kindle. Book excerpt: This book, the first comprehensive overview of housing policy in Australia in 25 years, investigates the many dimensions of housing affordability and government actions that affect affordability outcomes. It analyses the causes and implications of declining home ownership, rising rates of rental stress and the neglect of social housing, as well as the housing situation of Indigenous Australians. The book covers a period where housing policy primarily operated under a neo-liberal paradigm dominated by financial de-regulation and fiscal austerity. It critiques the broad and fragmented range of government measures that have influenced housing outcomes over this period. These include regulation, planning and tax policies as well as explicit housing programs. The book also identifies current and future housing challenges for Australian governments, recognizing these as a complex set of inter-connected problems. Drawing on its coverage of the economics, politics and administration of housing provision, the book sets out priorities for the transformational national strategy needed for a fairer and more productive housing system, and to improve affordability outcomes for the most vulnerable Australians.

Book excerpt: From Los Angeles to Boston and Chicago to Miami, US cities are struggling to address the twin crises of high housing costs and household instability. Debates over the appropriate course of action have been defined by two poles: building more housing or enacting stronger tenant protections. These options are often treated as mutually exclusive, with support for one implying opposition to the other. Shane Phillips believes that effectively tackling the housing crisis requires that cities support both tenant protections and housing abundance. He offers readers more than 50 policy recommendations, beginning with a set of principles and general recommendations that should apply to all housing policy. The remaining recommendations are organized by what he calls the Three S’s of Supply, Stability, and Subsidy. Phillips makes a moral and economic case for why each is essential and recommendations for making them work together. There is no single solution to the housing crisis—it will require a comprehensive approach backed by strong, diverse coalitions. The Affordable City is an essential tool for professionals and advocates working to improve affordability and increase community resilience through local action.
