Book excerpt: Renovating or replacing 168,000 inadequate military family housing units using traditional military construction methods would take over 20 years and cost about $16 billion. In 1996, to improve housing faster and more economically, Congress authorized the Military Housing Privatization Initiative to allow private-sector financing, ownership, operation, and maintenance of military housing. At the request of the Subcommittee on Military Construction, House Committee on Appropriations, GAO examined the reliability of military housing needs assessments, as well as achievement of privatization financial goals and government protections in contract provisions.

This book was released on 1998 with total page 61 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense (DOD) spends about $8 billion annually to provide housing for military members and their families either by paying cash allowances for members to live in private sector housing or by assigning members to military-owned or -leased quarters. Over the past several years, DOD has expressed concern over the poor quality of the military housing inventory and the need for renovations and improvements to bring the housing up to contemporary standards. To improve housing faster and more economically than could be achieved if only traditional military construction appropriations were used, the Congress approved DOD's request for a new initiative, known as the Military Housing Privatization initiative, that allows and encourages private sector financing, ownership, operation, and maintenance of military housing. Under the initiative, DOD can provide direct loans, loan guarantees, and other incentives to encourage private developers to construct and operate housing either on or off military installations. Because it represents a new approach to improving military housing, GAO reviewed the implementation of the new initiative to (1) measure progress to date, (2) assess issues associated with privatizing military housing, and (3) determine whether the new initiative is being integrated with other elements of DOD's housing program.

Available in PDF, EPUB and Kindle. Book excerpt: The sale of public and social housing has been a major aspect of housing policies in recent decades. Privatisation and a general retreat by governments from the housing arena have pushed up sales; this has been particularly evident within Eastern European countries and China but is also taking place in many Western European countries and Australia. Wherever it occurs, such privatisation has lead to new challenges for housing management. Many estates are now a mix of public and private, raising questions about the division of responsibilities between different owners. Legislation to address this is not adequate and public managers are still hampered by the bureaucratic mechanisms within their organisations, while the new owners are not used to their responsibilities for maintenance. Added to this are the limited financial resources for renewal and maintenance among both public and private owners at a time when the need for investments is urgent, especially within the massive housing estates dating from the communist era. Experts from Australia, France, the Netherlands, UK, Switzerland, China, the Czech Republic, Moldavia, Russia, Serbia and Slovenia present their county's context and the policies and practice for managing privatised housing, together with case studies illustrating the issues described. How privatised public housing is managed is of international concern, which will benefit from an international exchange of knowledge and best practice. The comparative analysis offered in Management of Privatised Housing: International Policies & Practice makes a significant contribution to the literature on this important topic.

Book excerpt: Discusses the DoD's new military housing program known as the Military Housing Privatization Initiative, which allows and encourages private sector financing, ownership, operation, and maintenance of military housing. DoD hopes that this initiative will improve military housing faster and more economically than could be achieved if only traditional military construction appropriations were used. Reviews the implementation of the new initiative to (1) measure progress to date, (2) assess issues associated with privatizing military housing, and (3) determine whether the new initiative is being integrated with other elements of DoD's housing program.

Book excerpt: Massive privatizations of housing in Europe and Central Asia transition countries have significantly reduced rental tenure choice, threatening to impede residential mobility. Policymakers are intensifying their search for adequate policy responses aimed at broadening tenure choice for more household categories through effective rental housing alternatives in the social and private sectors. While the social alternative requires substantial and well-balanced subsidies, the private alternative will not grow unless rent, management, and tax reforms are boldly implemented and housing privatization truly completed.

Book excerpt: DoD estimates that about 200,000 military family housing (MFH) units are old, lack modern amenities, & require renovation or replacement. To improve MFH more economically & faster, Congress authorized a 5-year pilot program, termed the Military Housing Privatization Initiative (MHPI), to allow private sector financing, ownership, operation, & maintenance of military housing. This report reviews the implementation of the MHPI to determine the status of current & planned MFH privatization projects, examine the accuracy of life-cycle cost analyses for proposed projects, & asses progress toward integrating the initiative with other MFH programs. Book excerpt: Originally published in 1988, this book offers the first comprehensive and critical analysis of the privatisation of public housing in Britain. It outlines the historical background to the growth of public housing and the developing political debatea surrounding its disposal. The main emphasis in the book, however, is on the ways in which privatisation in housing links to other key changes in British society. The long trend for British social housing to become a welfare housing sector is related to evidence of growing social polarisation and segregation. Within this overall context, the book explores the uneven spatial and social consequences of the policy.
