Book excerpt: Most books on politics and government take a view from the top down. They focus on the individuals and institutions that set policies in place and make the laws. But how are these policies and laws translated into action on the ground, where their success or failure helps determine the day to day running of schools and hospitals, police forces and councils? This is the much less familiar territory explored by Follow The Money. It tells the story of the men and women responsible for keeping track of the money spent locally on public services since the early 1980s. What emerges is a rare behind-the-scenes account of the political world in which central government edicts come up against the reality of how things are made to happen at the grass roots. Follow The Money shows how the Commission has helped over 25 years to transform the management of public services, including the NHS, while mediating in an often tense relationship between central and local government from the Thatcher era to the years of New Labour. The result, encompassing a string of scandals and battles between town hall and Whitehall, is a compelling narrative for which an accounting qualification is most certainly not required.

Book excerpt: Approximately half of the total UK population are in receipt of one or more welfare benefits, giving rise to the largest single area of government expenditure. The law and structures of social security are highly complex, made more so by constant adjustments as government pursues its often conflicting economic, political and social policy objectives. This complexity is highly problematic. It contributes to errors in decision-making and to increased administrative costs and is seen as disempowering for citizens, thereby weakening enjoyment of a key social right. Current and previous administrations have committed to simplifying the benefits system. It is a specific objective of the Welfare Reform Act 2012, which provides for the introduction of Universal Credit in place of diverse benefits. However, it is unclear whether the reformed system will be either less complex legally or more accessible for citizens. This book seeks to explain how and why complexity in the modern welfare system has grown; to identify the different ways in which legal and associated administrative arrangements are classifiable as 'complex'; to discuss the effects of complexity on the system's administration and its wider implications for rights and the citizen-state relationship; and to consider the role that law can play in the simplification of schemes of welfare. While primarily focused on the UK welfare system it also provides analysis of relevant policies and experience in various other states.

Contributors include policy makers, tribunal chairs and ombudsmen, and academics. The idea of administrative justice, central to the British system of public law, embraces the mechanisms aimed at balance in the exercise of public power. Among the themes addressed: the effect of the changing nature of the state on current institutions; human rights; the relationship between reviews of decisions and the adjudication of appeals; and international comparisons with the British system of administrative justice. Book excerpt: What counts is what works - but how can we actually tell what works? And what can we do with such knowledge to influence policy and practice? As all parts of the public sector embrace 'evidence' as a means of providing more effective and efficient public services, this book provides a timely and novel contribution to such debates. The authors consider the role of evidence in specific public policy areas (healthcare, education, criminal justice, social care, welfare, housing, transport and urban renewal), using experts in each field to explore the creation, dissemination and use of evidence within each. They consider in particular: How is research evidence of service effectiveness created? How does such evidence shape policy and influence service delivery? What efforts are being made to encourage greater utilisation of evidence in policy and practice? The rich cross-sectoral accounts of the many and diverse activities in each sector provide an insight into the ebb and flow of evidence as guidance to policy and practice. 'What works?' develops perceptive analyses of outstanding problems, and raises challenging agendas for service development and future research. The authors conclude with the all-important question of the implementation of evidence-based practice and lead the way to the reinvigoration of innovative thinking. With its relevance to both cutting-edge practice and research, this book is important reading for a wide range of managers and professionals in different sectors, as well as students and academics studying public policy, public administration, and social policy and management.

This book was released on 2010-11-30 with total page 176 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the June 2010 budget, the Government set out a range of proposals aimed at curbing Housing Benefit expenditure that will be introduced between 2011 and 2013. The measures were referred to the Social Security Advisory Committee and this report outlines their recommendations and the Government's response to those recommendations. Principally these included: the removal of the five bedroom Local Housing Allowance rate so the maximum level is for a four bedroom property; the introduction of absolute caps to the Local Housing Allowance; the removal of £15 weekly Housing Benefit excess; include an additional bedroom with the size criteria where there is a proven need for overnight care that is provided by a non-resident carer; and setting Local Housing Allowance rates at the 30th percentile of rents in each Broad Rental Market Area. The Committee raised a number of concerns about the scale and impact of the changes and recommended that the Government should not go ahead with the package of amendments proposed. Among the Committee's recommendations were that the introduction of the CAP be deferred until October 2011; that initially a full Equality Impact Assessment be carried out and that a transition period be incorporated. The Government however feels that the amendments are the first steps in creating a more balanced affordable system and has decided to proceed.

Available in PDF, EPUB and Kindle. Book excerpt: In 2008 the Social Fund had been in operation for 20 years. This has provided a timely opportunity to not only critically reflect upon its introduction in 1988 and its operation in the past two decades, but also to place it within its historical context. There is a particular need to engage with the argument that was made in the 1980s that relieving need by way of loan was new in social security policy. In this groundbreaking study, Chris Grover provides the reader with evidence that this is not the case by locating Social Fund loans in a lengthy history of debate about, and practice in, loaning poor relief and social security. Using primary data hitherto unused in social policy research, Grover shows that there is a long history embedded in British systems of poor relief of authorities having the power to loan applicants either cash that had to be repaid or providing food and items, the value of which then had to be repaid. Understanding this history will give a greater depth to our understanding of the state's purposes in relieving the financial needs of the poorest people as well as to our knowledge of contemporary social security policy.

Available in PDF, EPUB and Kindle. Book excerpt: The public administration is above all for us, the protection of our rights and the pursuit of the public good. This handbook will be of interest to all those concerned with the proper functioning of public administration: individuals who apply for public services and action and the public officials who process their applications; lawyers, judges and ombudspersons involved in the review of the public administration’s activities; and policy makers and legislators concerned with public administration reform. It sets out and explains the substantive and procedural principles of administrative law concerning relations between individuals and public authorities, with commentary backed up by references to the Council of Europe legal instruments (conventions, recommendations and resolutions) from which each principle is drawn and to the relevant case law of the European Court of Human Rights.
