Updated as of May 29, 2018 HERA, enacted into law on July 30, 2008, made comprehensive and significant reforms to several HUD programs, including HUD's Public Housing, Section 8 Tenant-Based Voucher, and Project-Based Voucher programs. On November 24, 2008, HUD published a notice that provided information about the applicability of certain HERA provisions to these programs. The notice identified: those statutory provisions that are self-executing and required no action on the part of HUD for the program changes made by HERA to be implemented; and those statutory provisions that require new regulations or regulatory changes by HUD for the HERA provisions to be implemented. The notice also offered the opportunity for public comment on the guidance provided. HUD followed the November 2008 notice with a May 15, 2012, rule that proposed to establish, in regulation, the reforms made by HERA solely to the Section 8 Tenant-Based Voucher and Project-Based Voucher programs as discussed in the November 2008 notice, to make other related changes to the regulations, and to further solicit public comment. This final rule conforms the regulations of the Section 8 Tenant-Based Voucher and Project-Based Voucher programs to the statutory program changes made by HERA, makes other related changes to these regulations as discussed in the May 2012 proposed rule, and makes further changes to the two voucher program regulations as a result of issues raised by public comment or as a result of further consideration by HUD of issues pertaining to these programs. The reportdraws on data from the American Housing Survey (AHS), which is funded by HUDand conducted by the U.S. Census Bureau. The AHS has been conducted every2 years since 1973 and debuted a major redesign in 2015 that included a newnational and metropolitan area longitudinal sample. The AHS is a key source ofnational data on housing markets, conditions, and dynamics.Despite continued signs of a strengthening national economy, the report findsthat severe housing problems are on the rise. In 2015, 8.30 million householdshad worst case needs, up from 7.72 million in 2013 and approaching the recordhigh of 8.48 million in 2011. These households are defined as very low-incomerenters who do not receive government housing assistance and who paid morethan one-half of their income for rent, lived in severely inadequate conditions,or both. High rents in proportion to renter incomes remain dominant amonghouseholds with worst case needs, leaving these renters with substantial, unmetneed for affordable housing.The modest reduction in worst case needs observed in 2013 was not sustainedand worst case needs continued their upward trend. Specifically, severe housingproblems have grown 41 percent since the beginning of the Great Recessionin 2007 and 66 percent since 2001. Worst case needs continue to affect allsubgroups, whether defined by race and ethnicity, household structure, or locationwithin metropolitan areas or regions.Contributing most to the increase in worst case needs between 2013 and 2015was a notable shift from homeownership to renting. The magnitude of thissustained postrecession trend, along with other demographic factors, increasedthe number of very low-income renters and thereby played a major role in growingworst case needs between 2013 and 2015. Modest gains in household incomeswere met with rising rents, shrinking the supply of affordable rental housing stockin an increasingly competitive market. Even with the supply of more expensive unitsgrowing, higher-income renters occupy a growing share-43 percent-of the mostaffordable units. Only 62 affordable units are available per 100 very low-incomerenters, and only 38 units are available per 100 extremely low-income renters.This report also uses new AHS enhancements to explore the variation in worstcase needs and the distribution of housing assistance across a greater variety ofmarket geographies. These data show that, although 43.2 percent of very lowincomerenters had worst case needs nationally, local markets reflect a substantialdegree of variation beyond the longstanding trends observed across regions andtypes of metropolitan locations

The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

Book excerpt: Changes enacted by Congress during the appropriations process in each of the past several years have significantly altered the way that public housing authorities (PHAs) receive funding to administer the Section 8 Housing Choice Voucher program. Prior to FY2003, PHAs received funding for each voucher they were authorized to administer, based on their average costs from the previous year, plus inflation. Most PHAs were not using all of their vouchers, and each year the Department of Housing and Urban Development (HUD) was able to recapture unspent funds. Some Members of Congress expressed concern about the underutilization of vouchers and the amount of recaptures. Beginning in FY2003 and culminating in FY2006, Congress fundamentally changed the way PHAs receive voucher funding. The changes were designed to limit the amount of unspent funds held by PHAs and limit the cost of vouchers, which had begun to grow rapidly, due in part to market changes and in part to policy changes. In FY2006, PHAs were funded based on what they had received in the previous year (regardless of changes in their costs and utilization), plus an inflation adjustment, prorated to fit within the amount appropriated. Under this formula, some agencies received more funding than they were legally permitted to spend, while other agencies did not receive enough funding to distribute all of the vouchers they were authorized to administer. The Administration supported this conversion to a "budget-based" formula, and has requested that Congress enact permanent reforms to complement the new funding method. Low-income housing advocates and PHA industry groups have generally opposed both the funding changes and the Administration's proposed policy reforms. In FY2007, Congress again changed the voucher funding formula through the appropriations process. PHAs are now eligible to receive funding based on what they were spending in the previous year (rather than what they had been allocated in the previous year). As a result, PHAs that had not been spending all of their funding in FY2006 may see a reduction in funding in FY2007. Nonetheless, preliminary estimates indicate that all PHAs will receive more than 100% of their 2006 costs and utilization. The Section 8 voucher renewal funding formula may again be a focus of debate as Congress considers the FY2008 funding legislation. The President has requested that Congress enact a Section 8 voucher funding formula similar to that in place in FY2006. However, bipartisan voucher reform proposals considered in the 109th Congress -- and may be reintroduced in the 110th Congress -- contained formula changes more closely aligned with those included in the FY2007 funding act. This report describes changes in the formula included in appropriations bills for FY2003 through FY2007.
