Energy poverty is severely affecting many parts of the European Union, but up until now only a few comparative analyses have been developed to understand the phenomenon and its diversity throughout the region. Filling this gap, this volume focuses specifically on the Eastern European region, drawing on contributions that cover a wide range of countries including Germany, Hungary, Poland, and Romania. This region has undergone significant transitions over the past three decades, but, as the contributions demonstrate, it still faces major challenges to providing clean and affordable energy to its citizens and renovating existing housing stock. The chapters explore the extent of energy poverty in each country and examine the drivers, while casting light on how policy-makers tackle the issue through a critical examination of the instruments implemented to help energy poor people. This book will be of great interest to researchers in the fields of energy policy and comparative politics, to policy-makers in post-communist countries and EU institutions, and also to other relevant actors, such as companies and NGOs who focus on issues of energy poverty. The work outlines the processes by which passive and homogeneous electricity consumers become prosumers and prosumagers, the nature of their service needs, and dependence on the services delivered by the distribution network diverges. Contributors assess how consumers are discovering and exercising options to migrate away from total reliance on upstream generators to produce electricity and on the delivery network for its transmission. As they do so, the "utilities" – be they distributors or retailers – must rethink the traditional utility business model. How will they find sufficient revenues to cover their fixed and variable costs as volumetric consumption declines when some consumers become prosumers – or go a step further and become prosumagers? This report complements a large body of research on the poverty impacts of the energy sector reforms as well as quantitative data previously collected. Specifically, it gives voice to poor and middle-income citizens, and presents their perspectives and concerns with regard to rising tariffs and reforms in the energy sector overall. The report argues that by gaining a deeper understanding of the narratives that people attach to energy issues, governments can design better mitigation policies to address the reforms’ adverse impacts; better communication campaigns to convey the rationale of reforms to the public; and institute stronger accountability measures to help citizens protect their rights as consumers.
