The committee recommends that a minister be given overall responsibility for the Olympic legacy, enabling greater co-ordination across Whitehall departments. It also believes the Mayor of London should be given control over further development of east London and the Olympic Park in Stratford. There is also a warning over the geographic disparity in the economic benefits stemming from the Games. While London and the south-east of England benefited with nearly 15,000 additional jobs, just seven were created in the North East. London 2012 may have promised to "inspire a generation" but the committee says it found "little evidence [of a] step change" in sports participation levels across the UK. UK Sport, the body that invests approximately £100m in high-performance athletes and teams each year and decides funding levels for Olympic and Paralympic sports, is also criticised. The committee believes not enough is being done by UK Sport to help both team and emerging sports. The 'no compromise' approach of UK Sport has delivered medals for Team GB and has clearly improved top-end importance. This approach, however, has an inherent bias against team sports, and fails to help emerging sports, some of which, such as handball and volleyball, generated real enthusiasm at London 2012.

The £9.298 billion Public Sector Funding Package for the Games is set to be underspent. The Department is also committed to reflect on what more it can do to present costs in a way that goes further and brings out those costs associated with the Games and the legacy that are not covered by the Funding Package. The notable blemish on planning for the Games was venue security. Also, during the Games a large number of accredited seats went unused at events for which the public demand for tickets could not be met. International sports bodies and media organisations wield a lot of power but demands should be challenged. It is now up to the London Legacy Development Corporation to attract investment in the Olympic Park and generate the promised returns to funders. There is concern that the lottery good causes do not have any clear influence over decisions about future sales, despite these decisions directly affecting how much will be available to them and when. On the wider legacy, we look to the Cabinet Office to provide strong leadership to ensure delivery of the longer term benefits. The Government also needs to do all it can to learn and disseminate lessons and to encourage volunteering opportunities both within sport and beyond

An opportunity was missed in the original bid to locate events in Wales particularly in respect of mountain biking and canoeing. Lottery funding will be diverted from Wales to fund the Games, with a loss of an estimated £100 million, which will have a long-term effect on grassroots projects with a reduction in the number of new facilities built and possible problems in maintaining current structures. The Government has launched the London 2012 Business Network and CompeteFor, but there Welsh companies currently only account for 2 per cent of all the total number of registrations on the CompeteFor network. The most obvious benefit to Wales arises from the fact that the Olympic and Paralympic Games in London provide a unique opportunity to generate interest in sport amongst children and young people. Disability sports is a great success story for Wales and the community programme ensures that there are opportunities for children and young people with disabilities. It is important that all sections of Welsh society are engaged with the Olympics and Paralympics and its ideals.

A combination of flawed management information and poor communication with applicants and staff mean that G4S senior management had no idea how badly wrong their operation was going until it was too late to retrieve it. G4S continued to give false reassurances, based on poor-quality data, to LOCOG, the Home Office and other partners involved in the operation until a very late stage in the process. G4S should therefore forego its £57 million management fee, to send a strong signal to the British taxpayer, its biggest client in the UK, that it is serious about making good for its mistakes. G4S should also make ex gratia payments by way of apology to those applicants who successfully completed the training and accreditation process but were not scheduled for work because of their management's failings. The Committee also recommended that, for future major events, armed forces personnel should be considered as possible security providers from the outset, rather than just a backup, with appropriate recognition and reward for the personnel concerned. The Government should also maintain a central register of high-risk companies who have failed in the delivery of public services, to inform future procurement decisions

In 2009, it was decided that the Olympic Village and the Media Centre would be publicly funded after the economic downturn left the private finance plans untenable. These decisions were made on clear value for money grounds, but required some £621 million of contingency funding from within the budget, with the requirement reduced by savings elsewhere on the Olympic Delivery Authority's programme. During 2009, the Government Olympic Executive made progress in bringing together the delivery plans of the various organisations involved and developing an integrated programme. These plans need to be finalised so that testing can start in early 2011. The Home Office has prepared costed plans for its Olympic safety and security programme. However, the Home Office and the London Organising Committee for the Olympic and Paralympic Games (LOCOG) have not yet agreed the precise responsibilities, scope and costs for venues security operations. Concerns remain over: the location of the Media Centre away from the Stratford transport hub and the securing of intended legacy benefits from the Olympic Park and associated venues, including the Media Centre; and the risk of LOCOG being in deficit after the Games.

The Olympic Development Authority (OCA) is well advanced in preparations for construction, and the London Organising Committee of the Games (LOCOG) has started well in some areas of its responsibility. Yet many of the cost figures contained in the bid are seriously outdated, and the Committee is concerned that costs have arisen that should have been identified in the preparation for the bid. With £900 million of extra costs announced, further revenue will need to be found, and the Government's intention that any shortfall must be met exclusively from increased contributions from the National Lottery and the London Council Tax risk placing an unacceptable burden on both. A further call on the Lottery would also deprive existing good causes in the arts, charities, heritage and sport of resources when they are already suffering a decrease in income because of the financing of the Games. To achieve a lasting legacy of increased participation in sport by all sectors of the community, particularly children, is a worthy aim, but there is no evidence it has been achieved by any previous host city. Clear legacy use needs to be identified for each permanent new venue. Economic benefits from the Games may not be as large as expected: no one can be sure at this stage how much extra tourism will be generated (indeed, the Games might deter some potential visitors). The Committee remains confident that London can host a Games as good as any before, but more needs to be done if the UK is to achieve all of the potential benefits.
