Book excerpt: Sir Jeremiah Fitzpatrick (c.1740-1810) was the first inspector general of prisons and lunacy inspector in Ireland and the first and only inspector of health to HM land forces in Great Britain. He also inspected convict vessels bound for New South Wales and the East India Company‘s troop ships, inquired into the Irish Charter Schools and attempted to alleviate the miseries of soldiers’ dependents. His further ambitions ranged from a poor law for Ireland to a reorganisation of Dublin’s police, to the regulation of noxious trades, from slave trade inspectorates to hospital management. He was therefore in many ways a precursor of the titans of early and mid-Victorian government. Originally published in 1981, much of the interest of the book lies in its revelation of late eighteenth century anticipations of mid-nineteenth century government. It also explores the differences between the two forms of administration and the reasons for the divergences and discontinuities.

Most authorities have accepted Edmund Burke's depiction of 18th-century MPs, insisting it was their right to form their opinions without reference to the instructions of constituents. This study provides answers to these important questions and, in doing so, reveals that Burke's vision does not represent how the House of Commons functioned during the last two decades of the 18th century. Rather than focusing on specific issues or demographic groups, English MPs brings to the fore the legislative activity of a broad segment of late 18th-century English MPs. This book shows they were diligent legislators who attended to the needs of constituents, in the process developing strong connections with them. It demonstrates that these connections did not rest on shared beliefs in reformist ideologies except in, and around, the metropolis. Instead, they grew out of the members' timely and effective tending, session after session, to the host of measures brought forward by constituents and neighbours. In this book, McCahill draws from an impressive array of primary sources and secondary literature to combine a structural analysis with broad surveys and detailed case-studies. The tax, which lasted until 1941, was imposed to raise revenue. It failed in its incidental regulatory purpose, had a negative effect in that the stamp was perceived as a guarantee of quality, and had a positive effect in encouraging disclosure of the formula. The book explains the considerable impact the tax had on chemists and druggists - how it led to an improvement in professional status, but undermined it by reinforcing their reputations as traders. The legislation imposing the tax was complex, ambiguous and never reformed. The tax authorities had to administer it, and executive practice came to dominate it. A minor, specialised, low-yield tax is shown to be of real significance in the pharmaceutical context, and of exceptional importance as a model revealing the wider impact of tax law and administration.
