Available in PDF, EPUB and Kindle. Book excerpt: This wide-ranging study, by one of the UK's leading scholars of British politics, presents a fascinating picture of the role of the MP during the last 150 years. The author examines the various roles of Members of Parliament since the middle of last century. Backbench MPs have three major roles-a partisan role, a constituency role, and a scrutiny role. They increasingly expect and are expected to support their parties; to help constituents with individual problems and look after their collective interests; and they are expected to keep a check on the government and its policies. These roles existed 150 years ago, but the balance between them has changed. The partisan role now dominates at Westminster, the constituency role has expanded beyond all recognition, and the scrutiny role is widely seen as the poor relation. Moreover, while constituency work has been virtually hived-off as a non-partisan role, the conflict between the partisan and the scrutiny role creates a dilemma at the heart of parliamentary government.

Recommendations include: further proposals for future cost savings; opening restaurants and the Terrace to the public for meals or afternoon teas on days when Parliament is not sitting; a staff discount scheme; generating more income through merchandising, including a new high street shop; looking at the possibility of merging Commons and Lords catering services to save on shared costs; widening access to dining rooms, and giving journalists in the Press Gallery access to a restaurant in Portcullis House instead of their own dining room.

This book was released on 2007-06-25 with total page 144 pages. Available in PDF, EPUB and Kindle. Book excerpt: Following on from previous reports published in 1990 and 1999, this publication examines how the services to support the institution of the House of Commons and MPs are governed, managed and delivered. The objective of the report has been to respect the status and character of the House and to preserve the special qualities of the House Service, while seeking to build organisational and executive capacity and to promote effectiveness, accountability and value for money. Amongst the 56 conclusions and recommendations made, the report seeks to highlight the importance of an independent audit facility, including placing the chairmanship of the Audit Committee in the hands of an external Committee member and instituting a rolling programme of NAO value-for-money audits. It also recommends a revamped role for the Office for the Chief Executive, with responsibility for strategic planning; strengthening the position of the Finance and Services Committee to improve scrutiny of spending proposals and to support the governing role of the Commission; a centralised and professional human resources team to develop the House staff as a collective resource and to overcome the inefficiencies of the present personnel structure; and the creation of further joint Departments between the two Houses in the interests of reducing overhead costs and general efficiency.

Available in PDF, EPUB and Kindle. Book excerpt: This reference book is primarily a procedural work which examines the many forms, customs, and practices which have been developed and established for the House of Commons since Confederation in 1867. It provides a distinctive Canadian perspective in describing procedure in the House up to the end of the first session of the 36th Parliament in Sept. 1999. The material is presented with full commentary on the historical circumstances which have shaped the current approach to parliamentary business. Key Speaker's rulings and statements are also documented and the considerable body of practice, interpretation, and precedents unique to the Canadian House of Commons is amply illustrated. Chapters of the book cover the following: parliamentary institutions; parliaments and ministries; privileges and immunities; the House and its Members; parliamentary procedure; the physical & administrative setting; the Speaker & other presiding officers; the parliamentary cycle; sittings of the House; the daily program; oral & written questions; the process of debate; rules of order & decorum; the curtailment of debate; special debates; the legislative process; delegated legislation; financial procedures; committees of the whole House; committees; private Members' business; public petitions; private bills practice; and the parliamentary record. Includes index.

Covering every aspect of the work, membership and structures of both Houses, this key text provides a unique insight into the work and daily life of Parliament. It explains not only what happens but also why, and analyses the institution’s strengths and weaknesses, as well as opportunities for Parliament to be more effective. The seventh edition has been substantially revised to take account of recent changes in both Houses and to cover all the key issues affecting Parliament and politics, such as: • the Fixed Term Parliaments Act; • the implications of coalition politics; • recent developments in Lords reform; • the Independent Parliamentary Standards Authority's role in pay and expenses; • advances in scrutiny techniques; • changes in parliamentary cycles of business and finance; • member conduct and interests; • reform and modernisation. It also covers the latest developments in the legislative process, party discipline and rebellion, the procedure of both Houses, select committee work, and the relationship between Parliament and the European Union. All statistics and examples have been fully updated. How Parliament Works is essential reading for anyone who has anything to do with the Westminster Parliament: journalists, civil servants, lawyers, lobbyists, business and trade associations, diplomats, overseas parliaments and international bodies – and, indeed, members of both Houses.

Scottish Affairs Committee and published by The Stationery Office. This book was released on 2013 with total page 252 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Scottish Affairs Committee calls for the repeal of the Bedroom Tax. While this is being considered, the Committee calls on the Government to suspend application of the Bedroom Tax for all those tenants to whom a reasonable alternative offer cannot be made. There are not enough smaller houses available for tenants to transfer into. The lack of any alternative offers means that tenants have no choice but to go into arrears if they simply cannot afford the extra costs. Other amendments proposed for the operation of the tax include: exemptions for those disabled people who require a room to store or use equipment or aids; non application where it would be financially perverse to do so - eg where removing fixed aids and adaptations, and then reinstalling them in a smaller home, would be more expensive than the savings over two years; all children of secondary school age should be allowed a bedroom of their own to allow quiet study; all disabled children, of whatever age, should have a bedroom of their own. The Committee also calls for changes to the system of Discretionary Housing Payments, which have been designed by the Government to mitigate the worst impacts of the Bedroom Tax. There should be a standard nationwide entitlement system, across the UK as a whole, rather than the present postcode lottery. The UK and Scottish Governments should make longer term commitments to the provision of DHP payments in order to allow local authorities to plan and structure their budgets.
