Book excerpt: The editorials collected in this book date from 1975 to 1984 when the signing of the Joint Declaration between Britain and China, and Hong Kong lead to intense debates about this incongruous scenario. Dr. Lam's editorials and conjectures provided a focal point for discussing Hong Kong's future. His views on housing, assimilating immigrants, the collusion of politics and business still inform.

Book excerpt: This book critically assesses the implementation of the "one country, two systems" in the Hong Kong Special Administrative Region (HKSAR) from the political, judicial, legal, economic and societal dimensions. The author contends that there has been a gradual process of mainlandization of the HKSAR, meaning that Hong Kong is increasingly economically dependent on the People's Republic of China (PRC), politically deferent to the central government on the scope and pace of democratic reforms, socially more patriotic toward the motherland and more prone to media self-censorship, and judicially more vulnerable to the interpretation of the Basic Law by the National People's Congress. This book aims to achieve a breakthrough in relating the development of Hong Kong politics to the future of mainland China and Taiwan. By broadening the focus of the "one country, two systems" from governance to the process of Sino-British negotiations and their thrust-building efforts, this book argues that the diplomats from mainland China and Taiwan can learn from the ways in which Hong Kong's political future was settled in 1982–1984. This is a book for students, researchers, scholars, diplomats and lay people.

Book excerpt: Hong Kong is widely regarded as an exemplar of authoritarian jurisdictions with a positive history of adhering to Rule of Law–shaped governance systems. British Hong Kong provides a remarkable story of the effective development and consolidation of such a system, which has continued to apply since 1997, when it became the Hong Kong Special Administrative Region (HKSAR) within the People’s Republic of China (PRC). This book adopts a fresh approach in examining the evolution of Hong Kong’s political-legal experience. It establishes that these prominent governance achievements were built on particular British constitutional foundations forged over many centuries. The work shows how the analysis of the British theorist Albert Dicey and, in particular, “Diceyan Constitutionalism” was fundamental, within the pivotal context of “Chinese Familism”, in shaping the development of governance institutions and operational procedures within the new British Colony. It discusses how Hong Kong’s system of Authoritarian Legality has come to pass. Exploring the essence of that system, the study probes how thoroughly it has been stress-tested, not least in 2019, and how well it may be placed to cope with tests yet to come. It also analyzes Hong Kong–Beijing relations and the long-term prospects for the HKSAR within the PRC based on a balanced contemporary assessment of China’s exceptional One Party State.

Available in PDF, EPUB and Kindle. Book excerpt: In a comprehensive and theoretically novel analysis, Take Back Our Future unveils the causes, processes, and implications of the 2014 seventy-nine-day occupation movement in Hong Kong known as the Umbrella Movement. The essays presented here by a team of experts with deep local knowledge ask: how and why had a world financial center known for its free-wheeling capitalism transformed into a hotbed of mass defiance and civic disobedience? Take Back Our Future argues that the Umbrella Movement was a response to China's internal colonization strategies—political disenfranchisement, economic subsumption, and identity reengineering—in post-handover Hong Kong. The contributors outline how this historic and transformative movement formulated new cultural categories and narratives, fueled the formation and expansion of civil society organizations and networks both for and against the regime, and spurred the regime's turn to repression and structural closure of dissent. Although the Umbrella Movement was fraught with internal tensions, Take Back Our Future demonstrates that the movement politicized a whole generation of people who had no prior experience in politics, fashioned new subjects and identities, and awakened popular consciousness.

Available in PDF, EPUB and Kindle. Book excerpt: A close-up look at the struggle for democracy in Hong Kong. Hong Kong in the Shadow of China is a reflection on the recent political turmoil in Hong Kong during which the Chinese government insisted on gradual movement toward electoral democracy and hundreds of thousands of protesters occupied major thoroughfares to push for full democracy now. Fueling this struggle is deep public resentment over growing inequality and how the political system—established by China and dominated by the local business community—reinforces the divide been those who have profited immensely and those who struggle for basics such as housing. Richard Bush, director of the Brookings Institution’s Center on East Asia Policy Studies, takes us inside the demonstrations and the demands of the demonstrators and then pulls back to critically explore what Hong Kong and China must do to ensure both economic competitiveness and good governance and the implications of Hong Kong developments for United States policy.

Book excerpt: Hong Kong's expanding export-import trade and importance as a capital market have made it one of the major economic centers of Asia, second only to Tokyo. Consequently, the reversion of this previously capitalist city to the People's Republic of China ten years from now will have serious ramifications for the Western financial world. There is much speculation concerning the impact of communist control of the three principal factors which have contributed to Hong Kong's current standing: its political and social stability, economic reform, and the British legal system.

Book excerpt: Hong Kong is in turmoil, with a new generation of young and politically active citizens shaking the regime. From the Umbrella Movement in 2014 to the defeat of the Extradition Bill and beyond, the protestors' demands have become more radical, and their actions more drastic. Their bravery emboldened the labour movement and launched the first successful political strike in half a century, followed by the broadening of the democratic movement as a whole. But the new generation's aspiration goes far beyond the political. It is a generation that strongly associates itself with a Hong Kong identity, with inclusivity and openness. This book sets the new protest movements within the context of the colonisation, revolution and modernisation of China. Au Loong-Yu explores Hong Kong's unique position in this history and the reaction the protests have generated on the Mainland.Looking deeper into the roots and intricacies of the movement, the role of 'Western Values' vs 'Communism' and 'Hong Kongness' vs 'Chineseness', the cultural and political battles are understood through a broader geopolitical history. For good or for bad, Hong Kong has become one of the battle fields of the great historic contest between the US, the UK and China.
