Book excerpt: In late 2014, the prodemocracy demonstrations that were called the "Umbrella Movement" revealed to the world that Hong Kong was not the moneyobsessed society it had often been portrayed as. Hong Kong Soft Power is a description of the complex relationship the artists and activists of this city have had with the country it has been part of since 1997. Trying to understand all the varied forms of art practices possible in the Special Administrative Region by locating them within a relational model, and situating them within the dynamic and changing art ecosystem that has developed over the last decade, Hong Kong Soft Power describes the local art field as a site of struggle where the connections with Chinese Mainland institutions and art practices play a fundamental role. This is not to say that this influence has entirely dominated the local art field, and this book also emphasizes how the artists of the city have engaged in practices ranging from the most personal to the most sociallyoriented. Book excerpt: This study evaluates Hong Kong's soft power through investigating the relations between the city's paradiplomatic ambits and performance and critically reflects on how the Hong Kong Special Administrative Region (HKSAR) to further develop its presence in international stage and its identity as an active non-sovereign international actor. This study also enriches the literature of paradiplomacy and soft power of non-sovereign actors since the soft power analysis is still limited to state-centric research. This research also explores new angles to deal with Hong Kong-China relations by highlighting how the paradiplomacy and the soft power of Hong Kong can create space and flexibility for the city's international engagement. A theoretical framework which incorporates new institutionalism and normative theory to explain the interplay of paradiplomacy and soft power is proposed and tested. This study adopts multi-pronged method to investigate Hong Kong's soft power and its leaders' capabilities in upholding the city's international profile under "One Country, Two Systems". Through studying the international indexes, surveys of public opinion, official documents like Hong Kong Policy Addresses and conducting in-depth interviews, this study delineates and evaluates the soft power capacities within paradiplomatic ambits of the city. The key findings of the research indicate the HKSAR government has had a very restrictive understanding of the soft power for the city. In particular, the study proves that both institutions and values of Hong Kong are crucial for boosting the city's soft power. In contrast to the conventional system, the institutions of the HKSAR have limited the fostering of values of Hong Kong, but also the development of the city's soft power. This study shows that the tensions between the government and civil society have weakened some of the potential soft power resources. Moreover, the prevailing policy focus on strengthening the city's financial and economic status with respect to China's rise to power has not done justice to other stakeholders such as the film industry and the civil society who could have made considerable impacts on enriching and enhancing Hong Kong's global attractiveness. The paradiplomatic power of the HKSAR government has not been persistently pursued in the policy implementations. As the HKSAR government claimed it is committed to upholding the city's international profile and to promote its soft power globally, this study intends to make an original contribution to our understanding of the relations of the city's soft power, paradiplomacy and policy implementations.

Although, it is usually understood as a top-down initiative, implemented willingly or unwillingly by writers, filmmakers, artists, and so on, and often manifesting itself in clumsy and awkward ways, for example, the concept of "the Chinese dream," intended to rival and perhaps appeal more strongly than "the American dream," modern Chinese values are in fact put forward in many ways by many different cultural actors. Through analyses of film festivals, CCTV, Confucius Institutes, auteurs, blockbusters, reality TV, and online digital cultures, this book exposes the limitations of China's officially promoted soft power in both conception and practice, and proposes a pluralistic approach to understanding Chinese soft power in local, regional, and transnational contexts. As such, the book demonstrates the limitations of existing theories of soft power, and argues that the US-derived concept of soft power can benefit from being examined from a China perspective.

One dilemma for China’s transnational soft power-field expansion lies in the intersection of its source and receiving countries. The author discusses how transnational audiences’ consumption and reception of Chinese television series are shaped by domestic factors, with interpretations of and desires for different forms of capital, further inhibiting the foreign export of these series. Another dilemma is the “outsourced soft power.” While Hong Kong and Taiwan play significant roles as outsourced soft power mediators, their under-established emerging digital media platforms have yet to meet the expectations of transnational audiences in a virtual transnational soft power field. Grounded in the author’s multi-site field research focused on television spheres, Soft Power Made in China argues that China’s soft power paradox in South Korea and Japan—two quasi-Sinophone countries—is not due to a lack of state-level strategy, but linked to soft power pathways that rely on production in one source country, and both distribution and reception in a receiving country.

Book excerpt: Confucius Institutes, the language and culture programs funded by the Chinese government, have been established in more than 1,500 schools worldwide since their debut in 2004. A centerpiece of China’s soft power policy, they represent an effort to smooth China’s path to superpower status by enhancing its global appeal. Yet Confucius Institutes have given rise to voluble and contentious public debate in host countries, where they have been both welcomed as a source of educational funding and feared as spy outposts, neocolonial incursions, and obstructions to academic freedom. China in the World turns an anthropological lens on this most visible, ubiquitous, and controversial globalization project in an effort to provide fresh insight into China’s shifting place in the world. Author Jennifer Hubbert takes the study of soft power policy into the classroom, offering an anthropological intervention into a subject that has been dominated by the methods and analyses of international relations and political science. She argues that concerns about Confucius Institutes reflect broader debates over globalization and modernity and ultimately about a changing global order. Examining the production of soft power policy in situ allows us to move beyond program intentions to see how Confucius Institutes are actually understood and experienced in day-to-day classroom interactions. By assessing the perspectives of participants and exploring the complex ways in which students, teachers, parents, and program administrators interpret the Confucius Institute curriculum, she highlights significant gaps between China’s soft power policy intentions and the effects of those policies in practice. China in the World brings original, long-term ethnographic research to bear on how representations of and knowledge about China are constructed, consumed, and articulated in encounters between China, the United States, and the Confucius Institute programs themselves. It moves a controversial topic beyond the realm of policy making to examine the mechanisms through which policy is implemented, engaged, and contested by a multitude of stakeholders and actors. It provides new insight into how policy actually works, showing that it takes more than financial wherewithal and official resolve to turn cultural presence into power.
