Book excerpt: Excerpt from Ireland and the Home Rule Movement The great tendency which has been so marked a feature of Irish life in the course of the last decade to turn the attention of the people towards efforts at self improvement and the development of self-reliance without regard to English aid, English neglect, or English Opinion, excellent though it has been in every other respect, has had this one drawback - that there has grown up a generation of Englishmen, well intentioned towards our country, to whom the problems of Irish Government are an unknown quantity. The ignorance of Irish affairs in England is due partly to ourselves, but also to a natural heed lessness arising from distance and preoccupation with problems with which Englishmen are more intimately concerned. Book excerpt: Excerpt from Municipal Home Rule: A Study in Administration The unsatisfactory character of American mu nicipal government has, within the past few years, drawn unusual attention to the problems which it presents, and which, on account of the recent extraordinary development of municipal life, are becoming at the same time more numerous and more important. But as a result of the intimate connection of municipal with general government, all concrete attempts at municipal reform must of necessity depend upon an accurate delimitation of the sphere of action, which can, with due regard to the interests of the state as a whole, be assigned to our municipal organizations. The attempt to delimit such a sphere of action is the purpose of this little work. The science of municipal gov ernment in this country is, however, in such an early stage of development, and as a result, the theories with regard to municipal reform are so various, and indeed, so conflicting, that it has been thought wise to leave the realm of theories, based on a priori reasoning, and to endeavour in the delimitation of the sphere of municipal home rule, which it has been attempted to make, to find out exactly what is, by the present American law. Book excerpt: #1 NEW YORK TIMES BESTSELLER • OPRAH’S BOOK CLUB PICK • “An instant American classic and almost certainly the keynote nonfiction book of the American century thus far.”—Dwight Garner, The New York Times The Pulitzer Prize–winning, bestselling author of The Warmth of Other Suns examines the unspoken caste system that has shaped America and shows how our lives today are still defined by a hierarchy of human divisions—now with a new Afterword by the author. #1 NONFICTION BOOK OF THE YEAR: Time ONE OF THE BEST BOOKS OF THE YEAR: The Washington Post, The New York Times, Los Angeles Times, The Boston Globe, O: The Oprah Magazine, NPR, Bloomberg, The Christian Science Monitor, New York Post, The New York Public Library, Fortune, Smithsonian Magazine, Marie Claire, Slate, Library Journal, Kirkus Reviews Winner of the Carl Sandberg Literary Award • Winner of the Los Angeles Times Book Prize • National Book Award Longlist • National Book Critics Circle Award Finalist • Dayton Literary Peace Prize Finalist • PEN/John Kenneth Galbraith Award for Nonfiction Finalist • PEN/Jean Stein Book Award Longlist • Kirkus Prize Finalist “As we go about our daily lives, caste is the wordless usher in a darkened theater, flashlight cast down in the aisles, guiding us to our assigned seats for a performance. The hierarchy of caste is not about feelings or morality. It is about power—which groups have it and which do not.” In this brilliant book, Isabel Wilkerson gives us a masterful portrait of an unseen phenomenon in America as she explores, through an immersive, deeply researched, and beautifully written narrative and stories about real people, how America today and throughout its history has been shaped by a hidden caste system, a rigid hierarchy of human rankings. Beyond race, class, or other factors, there is a powerful caste system that influences people’s lives and behavior and the nation’s fate. Linking the caste systems of America, India, and Nazi Germany, Wilkerson explores eight pillars that underlie caste systems across civilizations, including divine will, bloodlines, stigma, and more. Using riveting stories about people—including Martin Luther King, Jr., baseball’s Satchel Paige, a single father and his toddler son, Wilkerson herself, and many others—she shows the ways that the insidious undertow of caste is experienced every day. She documents how the Nazis studied the racial systems in America to plan their outcasting of the Jews; she discusses why the cruel logic of caste requires that there be a bottom rung for those in the middle to measure themselves against; she writes about the surprising health costs of caste, in depression and life expectancy, and the effects of this hierarchy on our culture and politics. Finally, she points forward to ways America can move beyond the artificial and destructive separations of human divisions, toward hope in our common humanity. Original and revealing, Caste: The Origins of Our Discontents is an eye-opening story of people and history, and a reexamination of what lies under the surface of ordinary lives and of American life today.

Book excerpt: Excerpt from Home Rule Through Federal Devolution The schemes for Home Rule for Ireland hitherto pro pounded seem mostly to have been evolved by conceiving the Idea of a perfect constitution, after the manner of 'plato's Republic, and endeavouring to reconcile it with the facts, by a system of checks and counterchecks as complicated as the cycles and epicycles of the Ptolemaic Astronomy. The Times approaches the question by the common-sense, if prosaic, method of first ascertaining the real facts - always a matter of extreme difficulty in Ireland - and thereon founding a plan, adapted, as far as possible, to the actual conditions of the problem. Book excerpt: Excerpt from Municipal Problems In a former book, Municipal Home Rule, the attempt was made to ascertain what had been the effects of the various constitutional provisions adopted in the United States for the purpose of securing municipal home rule, what according to the decisions of our courts was the content of the sphere of municipal as distinguished from state activity, and what had been the success of the methods adopted in foreign countries to insure municipal autonomy. Believing that the position which the city occupies in the general scheme of government has great influence on its organization and politics, the author has attempted in the following pages to treat the city rather as a part of the governmental system than as an isolated phenomenon, in the hope that the determination of the question, what the city really is, will throw light on most of the important municipal problems of the present day. Horgan, and in uenced, I think, by the letters of Mr R. A. Atkins. I believe it to be substantially accurate. I am also indebted to Professor T. M. Kettle, whose raid into Irish finance has deeply affected the political situation. I am sorry that, at this critical moment in the history of Ireland, Parliament is deprived of the light which this brilliant young Irishman could shed upon the problem. It always happens to every writer that his work is old the moment it is completed. I am no exception to the rule. Events are now moving with such rapidity that every day brings forth some new and important fact in connection with the Home Rule controversy. To avoid misunderstanding, therefore, I would like to remark that this' very inadequate study was practically completed by 31st December 1911. I have since successfully resisted every impulse to cut and chop and change my written word. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from The 'Statist' on Ireland: Reprint of "Economist's" Letters to the Statist on the Irish Land and Home Rule Questions, and of Editorial Comments Thereon Is it not possible, however, to get over this Objection, and so render practicable in Ireland some adequate form of local self-government, if such an experiment can be tried without danger of separation? For answer I would suggest that it would be possible for the Imperial Parliament at one stroke to secure the landlords at little or no cost to the Imperial Treasury, and at the same time to give the Irish local self-government of the most ample kind. The plan Is for the Imperial Government (1) to buy out every landlord in Ireland, giving him Consols at par equal in nominal amount to twenty years' purchase of the present judicial rents; (2) to give the land free to the present occupier, subject only to a rent-charge of one-half or two thirds Of the present judicial rent payable to the new local authorities in Ireland; and (3) to relieve the Imperial Exchequer of all payments now made out of it in connection with the local government of Ireland. The plan is, in fact, to throw the cost of local government in Ireland upon Irish resources exclusively, and to give the Irish people the rent of the country for the purpose of conducting it. The conflict between landlords and people would thus come to an end. We need no longer fear that if we give Ireland Home Rule, the property of the landlords would be confiscated.
