This book was released on 2006-06-06 with total page 116 pages. Available in PDF, EPUB and Kindle. Book excerpt: The new tax credits (the child tax credit and the working tax credit) were introduced in April 2003. Government statistics indicate that 6 million families and 10 million children benefit from the receipt of these credits. In 2003-04 period about one-third of all tax credits awards, 1.9 million, were overpaid, at a cost of nearly £2 billion. This report by the Treasury Committee examines the reasons for the high level of overpayments. The Committee acknowledges recent research which suggests that the tax credits regime is designed to deliver the correct amount of state assistance over the year as a whole, rather than over a shorter period, and that payments should perhaps be aligned more with the financial needs of families who budget over shorter periods. The Committee states that HM Revenue and Customs (HMRC) need to develop a detailed understanding of the factors that have led to overpayment, such as how much official errors and IT system errors have caused or contributed to overpayments. The report also considers the incidence of fraud, error on the part of claimants and organised crime. The Committee also feels that the administration of the tax credits regime has been based around individual functions or tasks, rather than centred around the needs of the claimants and that the HMRC needs to institute a claimant-centred approach to the administration of tax credits

This book was released on 2004 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: Traders may not pay the correct amount of Value Added Tax (VAT) for a number of reasons including error, deliberately understating their VAT liabilities or through systematic attacks on the VAT system, with an estimated £11.9 billion lost in VAT in 2002-03. Following on from the NAO's report (HCP 357, session 2003-04; ISBN 0102927375), the Committee's report examines the scale of losses; ways of preventing and detecting fraud and other non-compliance; and methods of investigating and dealing with fraudsters. Findings include: there is scope for greater data sharing with the Inland Revenue to detect traders who are evading VAT by operating in the shadow economy (likely to be improved with the creation of the new revenue department); data sharing with other member states is particularly important in tackling missing trader fraud; more investigations and prosecutions for all types of VAT fraud would be cost effective; and Customs should make greater use of sanctions against under-declarations by accountants, lawyers and tax advisers, whilst working with the business community and professional bodies concerned to agree criteria for reporting and the remedial action expected.

Book excerpt: This is the first annual scrutiny by the Treasury Committee of the Chancellor of Exchequer's Departments. The Committee sets out a number of conclusions and recommendations, including: that the Treasury should include within its' annual reports a summary of the results of the annual surveys of stakeholder opinion and the Treasury's response to stakeholders; the Committee recommends that the Treasury set itself a target to ensure that the Public Service Agreements finalised as part of the next Spending Review in 2009 or 2010 include a clear statement about the resources to be allocated across Government to the delivery of each Agreement; the Committee criticises the Treasury's failure to meet its objective for the appointment of professionally-qualified Finance Directors in all Departments by December 2006 and that a relevant accountancy qualification be described as an essental criterion in all future post advertisements; the Committee views the Value for Money Delivery Agreements across Government as disappointing, and wants the Government to develop programmes that measure quality of service and efficiency effectively; the Committee commends the Royal Mint's return to profitability but is concerned about the ambitious target set for next year; that the Office of Government Commerce has failed to publish a regular annual report; the Committee expresses surprise that HM Revenue and Customs had approved a 60% increase in senior civil service bonus payments over a period of poor performance and headcount reductions, also the Committee highlights the problems experienced in VAT registrations and the failure of HMRC to meet its processing target of VAT receipts as well as poor administration of tax credits.

Book Synopsis HM Revenue & Customs accounts 2010-11 by : Great Britain: Parliament: House of Commons: Committee of Public Accounts
Download or read book HM Revenue & Customs accounts 2010-11 written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2011-12-20 with total page 170 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Commons Public Accounts Committee publishes its 61st Report of the Session which, on the basis of evidence from the Cabinet Office and HM Revenue and Customs (HMRC), examined tax disputes. At 31 March 2011 HM Revenue & Customs was seeking to resolve tax issues valued at over £25 billion with large companies, some of which included disputes over outstanding tax. In this report, the Committee expresses concern about how the Department handled some cases involving large settlements and that there needs to be proper separation between the negotiation of tax settlements and the authorization of such settlements. The Committee also states that HMRC made matters worse by trying to avoid scrutiny of these settlements, keeping confidential the details of specific settlements with large companies. This effects Parliament's ability to establish value for money, compounded further by imprecise, inconsistent and potentially misleading answers given by senior departmental officials, including the Permanent Secretary for Tax in particular over his evidence on his relationship with Goldman Sachs, in facilitating a settlement with the company over their tax dispute. HMRC governance processes in these matters were inconsistent and it has now appointed two new Commissioners with tax expertise, and plans to introduce a new assessor role to permit independent review of large settlements before they are finalised. The Committee further states that it saw little evidence of personal accountability within the Department, and that a perception has developed that large companies are treated more favourably, receiving preferential treatment compared to small businesses and individuals.
Book Synopsis The Regulation of Gambling by : Alan David Littler
Download or read book The Regulation of Gambling written by Alan David Littler and published by Martinus Nijhoff Publishers. This book was released on 2007 with total page 283 pages. Available in PDF, EPUB and Kindle. Book excerpt: In November 2005 Tilburg University hosted for the first time an international "Colloquium on the European and National Perspectives of the Regulation of Gambling," The results of this exciting day are reflected in this book which brings together a wide range of perspectives from the contemporary debate surrounding the regulation of gambling markets within the context of the European Union. Not only does the book encompass both ends of the spectrum of the current discussion; it also brings together the perspectives of academics, lawyers and operators. The debate on the regulation of gambling has been gathering pace following a series of judgments of the ECJ. In 2006 gambling was excluded from the proposed Services Directive, and the European Commission commenced infringement proceedings against a handful of Member States regarding restrictions on the supply of sports betting services. Given these developments and being one of the very few publications concerned with this topic, this book will serve as a timely and valuable contribution for all those interested in this emerging and at times decisive debate.
Book Synopsis Tax Authority Advice and the Public by : Stephen Daly
Download or read book Tax Authority Advice and the Public written by Stephen Daly and published by Bloomsbury Publishing. This book was released on 2020-04-02 with total page 265 pages. Available in PDF, EPUB and Kindle. Book excerpt: There is now almost universal acceptance that tax law is overly complex and indeterminate; and yet, there has to date been no comprehensive assessment of the role of the tax authority in the current arrangement. If the legislation and case law offer few immediate answers to the taxpayer, then the role of Her Majesty's Revenue & Customs (HMRC) in advising taxpayers becomes more apparent. This monograph contends that the provision of advice by HMRC is desirable by virtue of the rule of law and it follows that any such advice should be correct, clear, accessible and reliable. Additionally, there should exist some means of scrutinising the advice in order to check that it satisfies these criteria. Tax Authority Advice and the Public explores this view of HMRC's role in tax collection. It explains the deficiencies in the current system in this light, highlighting the pitfalls for taxpayers and practitioners as well as the potential remedies. Finally, the book assesses potential reforms which could be adopted in order to alleviate existing problems. A timely and ambitious work, this book is essential reading for practitioners and academics interested in the interaction between tax administration and public law.

Book Synopsis The Closure of MG Rover by : Great Britain: National Audit Office
Download or read book The Closure of MG Rover written by Great Britain: National Audit Office and published by The Stationery Office. This book was released on 2006-03-10 with total page 80 pages. Available in PDF, EPUB and Kindle. Book excerpt: MG Rover went into administration in April 2005 when its proposed deal with a Chinese company (SAIC) collapsed and it did not have sufficient cash to continue trading. The subsequent closure of MG Rover's plant at Longbridge in the West Midlands resulted in the direct loss of almost 6,000 jobs and with potentially serious consequences for the local economy. This NAO report examines the support provided to MG Rover by the DTI and other public bodies before and during the Company's collapse in 2005, and on the effectiveness of plans to deal with and mitigate the consequences of the firm's closure. Amongst the conclusions drawn, the report identifies weaknesses in the DTI's contingency planning and questions the cost-effectiveness of the DTI's loan of £6.5 million designed to sustain the business for a week while the administrators sought to sell the Company as a going concern. The report goes on to make a number of recommendations to improve future decision-making, contingency planning, and the delivery of training and support in the event of a large-scale company failure.
