AIDS and Power explains why social and political life in Africa goes on in a remarkably normal way, and how political leaders have successfully managed the AIDS epidemic so as to overcome any threats to their power. Partly because of pervasive denial, AIDS is not a political priority for electorates, and therefore not for democratic leaders either. AIDS activists have not directly challenged the political order, instead using international networks to promote a rights-based approach to tackling the epidemic. African political systems have proven resilient in the face of AIDS's stresses, and rulers have learned to co-opt international AIDS efforts to their own political ends. In contrast with these successes, African governments and international agencies have a sorry record of tackling the epidemic itself. AIDS and Power concludes without political incentives for HIV prevention, this failure will persist.

Despite efforts by the international community to reduce the spread of HIV/AIDS in sub-Saharan Africa, the National Intelligence Council estimates 1 that as many as one-quarter of the population of the hardest-hit countries in that region will die from AIDS over the next 10 years. Further, given the scale of the epidemic, AIDS has grown beyond a public health problem to become a humanitarian and developmental crisis. For example, the National Intelligence Council concluded that the persistence of infectious diseases, such as HIV/AIDS, is likely to aggravate and in some cases provoke economic decline, social fragmentation, and political destabilization. In addition, the Council found that the epidemic threatens to weaken the military capabilities of countries and because of the involvement of sub-Saharan African troops in international peacekeeping efforts it could hinder those activities as well. Since the 1980s, the U.S. Agency for International Development has provided assistance to help fight AIDS in sub-Saharan Africa.

This report examines the economic problems that arise when governments own and operate enterprises that could be managed by the private sector. It finds that such enterprises are often inefficient and shows how the resulting losses to the economy hinder growth, making it harder for people to escape poverty. Why have reforms had such little impact? In an innovative study of the political economy of state enterprise reform, the report describes common obstacles to reform and describes ways that some countries have overcome them. Drawing on a rich database and detailed country case studies, the report provides the most comprehensive assessment yet of a decade of divestiture and reform of state-owned enterprises. It evaluates the experiences of 12 countries: some of these countries reformed successfully and some did not, but all tried to improve the incentive structure by changing the contract between the government and state- owned firms. The report offers guidance for successful reform and suggests ways that foreign assistance can more effectively support reform efforts. The countries covered in the case studies are Chile, China, Czech Republic, Egypt, Ghana, India, Republic of Korea, Mexico, Philippines, Poland, Senegal, and Turkey.
