In this compilation conflicting or doubtful statements were eliminated and only such details that are thoroughly reliable are given. The writer served for a period of three years and nine months as Naval Attach to the United States Embassies in Berlin, Borne and Vienna, and he knows that these semi-official publications are thoroughly reliable and therefore he claims that the facts herein recorded are true. The account was primarily compiled for the information of the United States Navy and was submitted by the writer to the Board of Control of the Naval Institute for revision. This was thereupon published in a series of four articles in the current quarterly Proceedings of the Naval Institute for June, September and December, 1912, and March, 1913. The type of these articles was distributed and in order to preserve the data in book form the four series of articles were reprinted in a limited edition for general circulation. Divided into distinct periods, Uyar and Erickson open with a brief overview of the establishment of the Ottoman Empire and the military systems that shaped the early military patterns. The Ottoman army emerged forcefully in 1453 during the siege of Constantinople and became a dominant social and political force for nearly two hundred years following Mehmed's capture of the city. When the army began to show signs of decay during the mid-seventeenth century, successive Sultans actively sought to transform the institution that protected their power. The reforms and transformations that began frist in 1606successfully preserved the army until the outbreak of the Ottoman-Russian War in 1876. Though the war was brief, its impact was enormous as nationalistic and republican strains placed increasing pressure on the Sultan and his army until, finally, in 1918, those strains proved too great to overcome. By 1923, Mustafa Kemal Atatürk emerged as the leader of a unified national state ruled by a new National Parliament. As Uyar and Erickson demonstrate, the old army of the Sultan had become the army of the Republic, symbolizing the transformation of a dying empire to the new Turkish state make clear that throughout much of its existence, the Ottoman Army was an effective fighting force with professional military institutions and organizational structures.

Libya had fertile coastal territory, and was the last North African (almost, the last African) region not yet conquered by a European colonialist power. Italy was a young country, ambitious for colonies, but had been defeated in Ethiopia in the 1890s. The Italian government of Giovanni Giolitti was keen to overwrite the memory of that failure, and to gain a strategic grip over the central Mediterranean by seizing Libya, just across the narrows from Sicily. The Italian expeditionary force that landed in October 1911 easily defeated the Ottoman division based in the coastal cities, incurring few losses. However, the Libyan inland tribes reacted furiously to the Italian conquest, and their insurgency cost the Italians thousands of casualties, locking them into the coastal enclaves during a winter stalemate which diminished Italian public enthusiasm for the war. To retrieve Italian prestige the government launched a naval campaign in the Dardanelles and the Dodecanese – the last Turkish held archipelago in the Aegean – in April–May 1912, and landed troops to capture Rhodes. The army finally pushed inland in Libya in July– October (using systematic air reconnaissance, for the first time), and after brutal fighting the war ended in a treaty that brought Italy all it wanted, although though the Libyan tribes would not finally be quelled until after World War I.
