Book excerpt: National Consciousness and Literary Cosmopolitics: Postcolonial Literature in a Global Moment by Weihsin Gui argues that postcolonial literature written within a framework of globalization still takes nationalism seriously rather than dismissing it as obsolete. Authors and texts often regarded as cosmopolitan, diasporic, or migrant actually challenge globalization’s tendency to treat nations as absolute and homogenous sociocultural entities. While social scientific theories of globalization after 1945 represent nationalism as antithetical to transnational economic and cultural flows, National Consciousness and Literary Cosmopolitics contends that postcolonial literature represents nationalism as a form of cosmopolitical engagement with what lies beyond the nation’s borders. Postcolonial literature never gave up on anticolonial nationalism but rather revised its meaning, extending the idea of the nation beyond an identity position into an interrogation of globalization and the neocolonial state through political consciousness and cultural critique. The literary cosmopolitics evident in the works of Kazuo Ishiguro, Derek Walcott, Shirley Geok-lin Lim, Preeta Samarasan, and Twan Eng Tan distinguish between an instrumental national identity and a critical nationality that negates the subordination of nationalism by neocolonial regimes and global capitalism. Through their formal innovations, these writers represent nationalism not as a monolithic or essentialized identity or body of people but as a cosmopolitcal constellation of political, social, and cultural forces.

Written to address performance policies within state and national governments, Government Performance and Results: An Evaluation of GPRA’s First Decade summarizes lessons learned from a 10-year research project that evaluated performance reports produced by federal agencies under the Government Performance and Results Act (GPRA). The results of this project can help answer a wide variety of questions in political economy and public administration, such as: What factors make performance reports relevant and informative? Has the quality of information disclosed to the public improved? Why do some agencies produce better reports than others? Has GPRA led to greater availability and use of performance information by federal managers? Has GPRA led to greater use of performance information in budget decisions? What steps would make federal management and budget decisions more performance oriented? The book documents the current state of the art in federal performance reporting, measures the extent of improvement, compares federal performance reports with those produced by state governments and other nations, and suggests how GPRA has affected management of federal agencies and resource allocation by policymakers. It also identifies obstacles that must be overcome if GPRA is to deliver on the promise of performance budgeting. The authors chronicle the improvements observed in federal performance reporting through the lens of the Mercatus Center’s annual Performance Report Scorecard. As budget shortfalls and new debt burdens increase interest in public management and budgeting techniques that allow governments to do more with less, this is an appropriate time to take stock of what GPRA has accomplished and what remains to be done. By comparing best performance reporting practices in the US federal government with those in states and other countries, this book speeds the diffusion of useful knowledge at a critical time.

It sounds appealing, but according to Making the Work-Based Safety Net Work Better, it collides with an exceptionally difficult reality. The degree to which work provides a way out of poverty depends greatly on the ability of low-skilled people to maintain stable employment and make progress toward an income that provides an adequate standard of living. This forward-looking volume examines eight areas of the safety net where families are falling through and describes how current policies and institutions could evolve to enhance the self-sufficiency of low-income families. David Neumark analyzes a range of labor market policies and finds overwhelming evidence that the minimum wage is ineffective in promoting self-sufficiency. Neumark suggests the Earned Income Tax Credit is a much more promising policy to boost employment among single mothers and family incomes. Greg Duncan, Lisa Gennetian, and Pamela Morris find no evidence that encouraging parents to work leads to better parenting, improved psychological health, or more positive role models for children. Instead, the connection between parental work and child achievement is linked to parents' improved access to quality child care. Rebecca Blank and Brian Kovak document an alarming increase in the number of single mothers who receive neither wages nor public assistance and who are significantly more likely to suffer from medical problems of their own or of a child. Time caps and work hour requirements embedded in benefits policies leave some mothers unable to work and ineligible for cash benefits. Marcia Meyers and Janet Gornick identify another gap: low-income families tend to lose financial support and health coverage long before they earn enough to access employer-based benefits and tax provisions. They propose building "institutional bridges" that minimize discontinuities associated with changes in employment, earnings, or family structure. Steven Raphael addresses a particularly troubling weakness of the work-based safety net—its inadequate provision for the large number of individuals who are or were incarcerated in the United States. He offers tractable suggestions for policy changes that could ease their transition back into non-institutionalized society and the labor market. Making the Work-Based Safety Net Work Better shows that the "work first" approach alone isn't working and suggests specific ways the social welfare system might be modified to produce greater gains for vulnerable families.
