The Global History of Portugal contains 93 chapters grouped into five parts: Pre-history, Antiquity, Middle Ages, Early Modern period and Modern World. Each chapter begins with an event, interpreted in the light of global history. Each part opens with an introduction, offering a perspective of the period in question. Although this event is recognized in Brazilian historiography as an important landmark in the construction of contemporary Brazil, debate, discourse and indeed publications commemorating the event have been much less numerous and profound than would be expected. Comparisons have been made with what took place in 1980, the year of the revolutions fiftieth anniversary, where meaningful historical judgements were made across a wide spectrum of society and the political establishment. It is pertinent to ask why there is no longer the appetite for substantive discussion on the Vargas period. Perhaps it is due to the new political climate in Brazil in the last decade, especially with regard to various projects aimed at labour and trade union reform, the main legacies of the revolutionary period which today are considered by many as obstacles to the modernization of the labour market and the country's economic development. Given the economic imperatives and aims of the 1930 Revolution, a re-evaluation of the Vargas Period will assist in better understanding the contemporary economic issues that face Brazil today. The exercise is neither one of nostalgia or exaltation of this past period, but rather to offer a (positive and negative) overview of Vargas legacy and the vast historiography that surrounds it. Scholars, politicians, business and the Brazilian workforce need to learn from past economic choices in order to better understand the challenges that contemporary Brazil faces. Recently proposed reforms have strong overtones to the revolutionary agenda of the 1930s, namely the forging of a New Brazil and the necessity of avoiding political schism. This book examines the political, economic, labour, cultural, military, and gender ramifications that will guide debate.

Book excerpt: The Exhibition of Modern Brazilian Paintings, held at the Royal Academy of Arts of London and seven other major venues throughout the United Kingdom in 1944 and 1945, was the first collective display of Brazil’s art shown in the United Kingdom and the largest ever sent abroad until then. It resulted from an initiative championed by the Brazilian Foreign Ministry and envisioned by 70 Modernist painters who donated 168 artworks as a contribution to the Allied War effort. Notwithstanding its historical relevance and unmatched scale, this event had never been academically investigated. Through exploring why and how successfully the Brazilian government devoted superlative efforts to this enterprise in the midst of World War II, this book is intended to fill this gap and gain an understanding of a largely neglected public aspect of a deeply studied period of Brazilian foreign policy. The research unearthed abundant firsthand documents to reconstruct the episode, adopting the hermeneutic method and a theoretical framework from the Public Diplomacy and Cultural Diplomacy fields in order to interpret the circumstances that made possible this improbable and challenging endeavor. It contends that the Exhibition was a remarkably innovative action of Public Diplomacy avant la lettre, which aimed at engaging with British society and enhancing the image of Brazil and its culture. Its motivations must be understood within the broader foreign policy, focused on obtaining prestige and repositioning Brazil in the postwar international order, which encompassed the deployment of 25,000 troops to fight in Europe. The research further claims that the initiative was intended and managed to achieve a substantial impact on views about Brazil, by means of conveying a well-planned message.

While the concept is one of the most popular and influential in progressive foreign policy circles and is noted for being the ability of a country to convince others that its cause is the best, without having to resort to economic or military threats, the your ability to accurately describe the world we live in needs repair lenses. The power of example, the power of attraction through culture or, in other words, the ability of a country to attract others because of its culture and political values in its foreign policy, that is, soft power, is something that emerges in partly because of government and partly in spite of governments. To have soft power, you need to be connected, and the interaction, management and dissemination of assets can be seen as exercises in soft power action. This book seeks to detail in examples how the concept of “soft power” encompasses and problematizes the multiplicity of themes on the contemporary international agenda, focusing on one of its least discussed elements: the universe of international cultural heritage and the relationship between actors and society, preservationist actions in the globalized world. While cultural heritage embodies different values and can serve different economic, social and political objectives in development contexts, the past becomes a cultural currency when it becomes essential to the human experience.
