C'est pourquoi il est permis de considerer comme une regrettable habi lete le smesures prises en vue de resultats qu'on etait decide a ne pas atteindre. Dans la bulle de dissolution du concile de Sienne, Martin V instituait une com mission cardinalice chargee de recueillir, au sujet des abus de la cour romaine et de l'eglise, tous les avis, tous les renseignements imaginables. Cela fait, Mar tin V se proposait de charger dans chaque province certains prelats de travailler sur place a l'amelioration du clerge; toutes ces belles paroles, ces pompeuses pro messes cachaient le dessein de ne rien faire, de ne pas aboutir. U, p. 335 Et voila l'eglise sauvee, puisque desormais les cardinaux auront a veiller sur leur conduite et leur tenue, a s'abstenir de toute fonction etrangere au service de l'eglise, a ne point se faire accompagner d'escortes trop nombreuses, a pourvoir a l'entretien de leurs titres a assurer le bon etat materiel et moral des eglises tenues par eux en commende; ils ne sont pas seuls a etre admonestes, les familiers du pape, les protonotaires, les abreviateurs, toute la gent famelique aura elle aussi ase reformer, les taxes indument percues par la chancellerie seront supprimees.
