Moreover, the highways are strategically important in that they assist in overcoming the potential disadvantage of spatial dispersion and they link remote communities to the centers of economic activity. Canada's highways are deteriorating and are subject to increasing demand, threatening Canadian productivity and competitiveness. The Council of Ministers Responsible for Transportation and Highway Safety has released a review of the current condition and investment needs of Canada's National Highway System (NHS). Three reports detail the condition of Canadian highways and the costs, impacts and benefits associated with its improvement. This report considers the NHS improvement plan, a set of proposed investments on 25 000 kilometres of highways spanning all of Canada's provinces and territories, and quantifies the prospective benefit to Canada from these improvements. This report contains 2 volumes: a final report and an appendices.

Book excerpt: In 1988 a committee working under the auspices of the roads and transportation association of canada began work on a study aimed at defining a national highways policy for canada (see phase 1 report, irrd 807292). part of the phase 1 project involved the identification of minimum design and operational standards for the national highway system. a major component of the second phase of the study was an investigation into the benefits accruing to highway users resulting from a program aimed at improving and preserving the national highway system to meet the minimum criteria identified in phase 1. a system of nomographs and regression models was developed based primarily on sensitivity analyses of typical improvement projects using the transport canada hubam model (highway user benefit assessment model). approximately $17 billion in benefits were assessed as the present value using a 25 year planning period, equivalent annual benefits of approximately $1.0 billion and a 5% discount rate. salvage values are in the order of $0.8 billion. benefits reflect cost savings to highway users resulting from time, vehicle operating, accident and highway maintenance cost savings.
