The GAO watches over Congress, and investigates how the federal government spends taxpayers dollars. The Comptroller General of the United States is the leader of the GAO, and is appointed to a 15-year term by the U.S. President. The GAO wants to support Congress, while at the same time doing right by the citizens of the United States. They audit, investigate, perform analyses, issue legal decisions and report anything that the government is doing. This is one of their reports.

This book was released on 2015-09-28 with total page 812 pages. Available in PDF, EPUB and Kindle. Book excerpt: The light-duty vehicle fleet is expected to undergo substantial technological changes over the next several decades. New powertrain designs, alternative fuels, advanced materials and significant changes to the vehicle body are being driven by increasingly stringent fuel economy and greenhouse gas emission standards. By the end of the next decade, cars and light-duty trucks will be more fuel efficient, weigh less, emit less air pollutants, have more safety features, and will be more expensive to purchase relative to current vehicles. Though the gasoline-powered spark ignition engine will continue to be the dominant powertrain configuration even through 2030, such vehicles will be equipped with advanced technologies, materials, electronics and controls, and aerodynamics. And by 2030, the deployment of alternative methods to propel and fuel vehicles and alternative modes of transportation, including autonomous vehicles, will be well underway. What are these new technologies - how will they work, and will some technologies be more effective than others? Written to inform The United States Department of Transportation's National Highway Traffic Safety Administration (NHTSA) and Environmental Protection Agency (EPA) Corporate Average Fuel Economy (CAFE) and greenhouse gas (GHG) emission standards, this new report from the National Research Council is a technical evaluation of costs, benefits, and implementation issues of fuel reduction technologies for next-generation light-duty vehicles. Cost, Effectiveness, and Deployment of Fuel Economy Technologies for Light-Duty Vehicles estimates the cost, potential efficiency improvements, and barriers to commercial deployment of technologies that might be employed from 2020 to 2030. This report describes these promising technologies and makes recommendations for their inclusion on the list of technologies applicable for the 2017-2025 CAFE standards.

Available in PDF, EPUB and Kindle. Book excerpt: About 43,000 people died and another 290,000 were seriously injured on the nation's roads in 2006. To reduce these numbers, the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) nearly doubled funding for the Federal Highway Administration's (FHWA) Highway Safety Improvement Program (HSIP). SAFETEA-LU added requirements for states to develop strategic highway safety plans that include four key elements and to publicly report on at least the top 5 percent of hazardous locations on all of their public roads. The act also set aside funds for a legacy rail-highway crossing program and a new high-risk rural road program. As requested, GAO examined (1) states' implementation of HSIP following SAFETEA-LU, (2) HSIP results to date, and (3) FHWA's guidance and assistance to states. GAO analyzed plans from 25 states, including 19 randomly selected states and 6 states that GAO visited. GAO also interviewed FHWA and state safety officials.

Available in PDF, EPUB and Kindle. Book excerpt: Rural roadway safety is an important issue for communities throughout the country and presents a challenge for state, local, and Tribal agencies. The Improving Safety on Rural Local and Tribal Roads? Safety Toolkit was created to help rural local and Tribal roadway safety practitioners address these challenges. The Safety Toolkit provides a step-by-step process to assist local agency and Tribal practitioners in completing traffic safety analyses, identify safety issues, countermeasures to address them, and an implementation process. Each step in the Toolkit contains a set of tools, examples, and links to resources appropriate to the needs of safety practitioners. The report presents a seven-step safety analysis process based on a similar process developed in the Highway Safety Manual. The seven steps are: compile data; conduct network screening; select sites for investigation; diagnose site conditions and identify countermeasures; prioritize countermeasures for implementation; implement countermeasures; and evaluate effectiveness of implemented countermeasures. Accompanying the Safety Toolkit are two User Guides (FHWA-SA-14-073 and FHWA-SA-14-074) which present step-by-step processes of example scenarios.

Book excerpt: To help states reduce traffic fatalities, the Safe, Accountable, Flexible, Efficient Transport. Equity Act (SAFETEA) authorized funding for the Nat. Hwy. Traffic Safety Admin. (HVE) program that combines intensive state and local enforce. of safety belt and impaired driving laws with media commun. This statement addresses: (1) NHTSA¿s progress in administering and overseeing the traffic safety grant and HVE programs; (2) the programs¿ effectiveness in addressing traffic safety issues; and (3) issues for Congress to consider in reauthorizing funding for the programs when SAFETEA expires in 2009.
